The fact that it must be described inaccurately by its champion means it's a bad bill. Or, at the very least, an inferior bill to the one he describes in speeches.
1) The decree doesn’t just apply to illegal immigrants who were “brought to this country by their parents.” It also would give work permits to those who snuck across the border by themselves as teenagers. “Through no fault of their own” is a talking point for DREAM proselytizers, not an actual legal requirement. 2) The same goes for the phrase “and know only this country as home.” That’s a highly imaginative riff on the decree’s actual requirement, which is for 5 years “continuous residence.”
And 5 years continuous residence includes five half-year trips back home.
And if you're doing that, hey, you're welcome to do so. I'd prefer illegal immigrants at least spending some time in their legal country of residence.
But if they're doing that, obviously the US is not the only country they know as home.

a. Who is going to verify that they have been in the US for 5 years?
b, Who is going to verify that they were brought into the country prior to their 18th bday?
Answer. Noone. So in short anyone who is under 30 ish years of age (becuase noone will check that either) than that means that everyone will get work permits.

I was wondering how they would verify when and how the undocumented persons in question arrived in the U.S. seeing how they are undocumented and all. How do they verify they were under 16 when they arrived or under 30 currently. That's the problem with no documentation. They can't check, which technically makes it anything goes, or anyone stays.
I'm sure there are Dems who had been working with Sen. Rubio on his effort who recognize that President Obama's ham-handed intrusion has been at the cost of a serious bi-partisan attempt at a solution.
This will unravel like all of their seat-of-the-pants "governing".

Problem is, the US is too politically and socially sensitive to make the tough and right decisions. Won't happen, no matter how much anyone agrees with this great idea. That's what I find so frustrating about the whole political process...no one has any spine any more.
