Yes, all Government Mandates are bad. The "problem" in the Internet market is the lack of competition. And that lack of competition is created by Government.
You can only have one Cable company in a given delivery region, for example. I'm pretty sure the same is true for Fiber service (I know that ATandT and Verizon don't compete for areas, I'm not sure that they can't). Launching satellites is expensive.
If you got rid of that, and, indeed, moved the other way by encouraging competition in some way, you'd find the issue "fixed" fairly quickly.
The other issue, though, is that most people are satisfied with the status quo. It isn't necessary for most people to have high-speed internet, but most people (who have internet service at all) have it anyway.
We're not competing with other countries to see who has the "best" internet service- or, at least, we shouldn't be.

When in grad school I worked in a wine shop. Boss taught me a lot, but he taught me that when faced with a pretend wine-snob, make sure you elevate your own snobbishness. Something like, "Well, that's a very amusing vintage, but certainly not worth drinking."
The use of the eye-roll is key.
They'll leave offended, and come back the next week to buy three times more wine than normal, just so they can raise their game and keep up.
The week after that they'll realize it's pointless, there is too much to know, and then they'll begin to seek your opinion. That's when you have a locked-in customer for life.

Thankfully he does not keep me up all night. He's somehow learned to do a bunch of laps around the inside of the house pretty close to when I go to sleep, which takes away the edge I guess. Then he just curls up on the bed and sighs heavily repeatedly.

Allen was an African-American man who served at 1600 Pennsylvania Avenue for eight different presidents beginning in 1952 to his retirement in 1986. Allen passed away in 2010.
