190 I've seen Joe Biden on a couple of occasions making coherent sense.  One was a speech, I believe it was last Memorial Day, where he gave a truly good and patriotic speech.  There have been other occasions to through the years where he's pulled it together and been sensible.  It's possible he could do it again.  I am not under-estimating him, and I hope the Romney campaign isn't either.  This may not be the cake walk some are expecting.
