It's a glass half full/glass half empty thing. The glass is a quarter empty, and Ron Paul says, somewhat insanely, that the glass is agroscopic, it is sucking all the moisture out of the air with almost magical speed and will turn the whole planet into a desert.
But the volume without water he refers to is what it is.
Will you disagree on the substance? You should not. Ron Paul isn't making policy, because the types of policies he would make, he can't make - no one else would support it.
He talks about these issues ideally. In the ideal, NO, a private citizen or company should not be required to bare the financial burden of implementing the law themselves, without compensation.
Because in principle, that is slavery. The government cannot demand work, labor, material or time of anyone without just compensation. That is one of the fundmenetal principles of this country.
This sort of thing is, in the scope of the current federal monstrosity and totally unconstitutional lawlessness, still piss in the bucket. Minor thing. But he's not wrong. As a general principle, the idea that 'government should compel private companies to take specific action - without compensation - in the name of enforcing federal regulation' is a disasterously bad idea that cannot not be misused.

Unfortunately, the Newt has fatally hurt us all as a party, up and down the ballot, in his attempt to win SC. He has single handily changed the conversation from one of Jobs to one of Income Distribution and Equality.

Funny how Romney is held up to a different standard than Gingrich and Santorum.
Romney will not release his tax returns until April- Big uproar among "conservatives." Gingrich releases one year and Santorum refuses to do so..no biggie.
Santorum does not support right to work, voted against it because of his home state and federal vs. state issue- no big deal.
Gingrich supports mandates for 20 years- Hey I was wrong- sounds good to me say "conservatives."
Santorum voted for the prescription drug plan- no big deal, I'm conservative, move along now.
Gingrich leeches off of Fannie and Freddie for years- no big deal, he's conservative, move along.

Romney pointing out that Gingrich is mentioned once in Reagan's memoirs. Gingrich had an idea and Reagan dismissed it...funny.
Romney throwing back Santorum's abortion/Romneycare allegations right back in his face.
Santorum calling out Gingrich for being unpredictable and a loose cannon.
Gingrich telling the crowd that if you vote Republican, the kids will move out and get a job.
Romney not apologizing for making money.
Good stuff. It was a good debate. The three normal candidates all had their moments.
