Hell no - not by a long shot.
CDR M covered this last week but in case you missed it last Thursday was the 70th anniversary of the first Japanese attack on the US mainland.
On February 23rd, 1942 a Japanese submarine shelled the Ellwood oil refinery, just north of Santa Barbara, for 20 minutes from off-shore. Despite firing 25 shells it only did minimal damage to the refinery and the nearby pier. However panic ensued and the reports of another sub off the coast the next night resulted in the infamous battle of Los Angeles which was the basis of the movie, 1941.
There were other submarine-based attacks on the American mainland during the war but luckily they had little impact.
The Japanese submarines assigned to duty off North America continued to operate against allied shipping; in addition, they bombarded Fort Stevens along the Columbia River and attacked a Canadian lighthouse on Vancouver Island. Despite being ordered to attack capital ships whenever possible, the submarines ultimately engaged only in attacks against merchant vessels and minor bombardments of targets ashore. Also, two air raids were launched via submarine, in a failed attempt to start a forest fire in southwest Oregon.
It's always interesting to go back and read contemporary accounts of a historical event since there are often nuances and details to the story that have been lost in the intervening years. Plus we have the luxury of knowing how things turned out.
So here is the story as it appeared in a Los Angeles paper a day after the attack. Bonus points if you can name FDR's 'surprise' for the Japanese off the top of your head.

My mother told me a lot of shit but she never told me about the attack. It must have been really scary for her, as she was a young mother back then, and she probably repressed it all.
She did bitch about the oleomargarine they had to eat instead of butter. She never said "Jap" and in fact had a soft spot for Japanese gardeners.

It's was my job to mix the coloring into the oleo to make "butter." Never tasted real butter until after the war. Still have my ration book and plan on using the coupons when Martial Law becomes a reality.

On this day 70 years ago Japanese forces invaded Java, Indonesia. Among the Allied forces defending the island was the American 2d Battalion of the 131st Field Artillery. About 77 were killed.

The Triple Nickel! Actually not sure what their unit designation (???) was, but the 555th was given to the LA Air Nat'l Guard sometime later...my dad flew with them a bunch of times in the 80s. The Coonass Militia, flying F-4s. Love those guys! And the original 555th members were very brave souls. Can't imagine the challenges of fire-jumping.

Heard about them on the radio Sunday AM.
Originally, they were attached to the jump school at Ft Benning and did nothing but guard duty. Their First Sgt decided to start actually drilling like paratroopers. Orders came down and they sent a company to jump school.
After graduation, no general in Europe wanted the headache of dealing with integration.
When the Japanese incendiary bombs started showing up, they got assigned to fight the forest fires.

Back then, we knew how to take the fight to the enemy. Having the ability to understand who the enemy was helped a lot.

Wood from the pier damaged in the attack is, I believe, used in the doors of the Timbers restaurant (possibly closed, hard to tell last time I drove by), located just across 101 from the coast in the area just south of Ellwood.
This attack indeed led to panic - well-founded, as we are talking less than 3 months after Pearl Harbor, the US is still blind and vastly outgunned in the Pacific, and we have no idea of Japanese intentions if any vis-a-vis the west coast.
One response, remnants still visible today - coast artillery emplacements added/augmented in San Diego (Pt Loma), San Pedro, and the Marin headlands north of the Golden Gate. San Diego installation has a nice little one-room museum in the old radio blockhouse of the battery, near the lighthouse at Cabrillo Nat. Monument. Not sure about San Pedro. You can hike up to the empty concrete emplacement north of the Golden Gate, with its commanding views of the approaches to the Bay. That installation never got its guns, as the tide in the Pacific had turned decisively by the time the emplacements were ready; San Diego got its guns first.
The Navy also established a network of anti-submarine dirigible (blimp) patrols along the coast. The last remnants of the auxiliary air station supporting this kind of patrol were only recently removed as part of a wetland restoration project just east of the Del Mar racetrack, right along I-5 just north of San Diego.
