These were honestly negotiated arms-length contracts between the Union (praise be upon them), their government superiors (me and those working for me) and the Democrat Party (there to collect campaign contributions).  It was hard fought stuff, every inch of the way.

Related:  Rush was reading the list of organizations that will be providing educational services in California, to help people understand Obamacare, and how to use the exchanges.  Of course, these organizations are ALSO tasked with get-out-the-vote duties as part of the same function! 

 

$900,000,000 being distributed to these orgs, like NAACP, unions, etc.  All the usual suspects.  And that's just California.

At least for my wife's job she has to set out a series of 4-5 goals and then is graded on how well she's achieved those goals.

It's really designed to encourage people to aim low I suppose. (Strangely my wife never does, which is why her resume for promotions includes a quote where her boss's boss's boss said "She's done what we all thought was impossible." (She manages to at least get above average on most of her reviews, which are apparently assigned to a curve.)

It's not based on anything.  You go in for your annual review, they have a list of things, and you have a checkbox for each.  Meets, Exceeds, or Fails to Meet Expectations. 

 

Get enough "Exceeds" and you get a bonus.  Simple as that.  Nobody is measuring you except your boss.  There is no objective standard. 

 

Again, you must understand, this is NOT like the real world.  Anyone who has ever worked for government can tell you  this, and I get the impression people who never did have no idea.  You know in theory, but you don't  really know,  if you never lived it.

What gets me is that it's like pulling teeth to get Republicans to talk about about unemployment and gas prices. Even during 2012, we had to beg the Republicans to mention these issues.

119 That's about 660 dollars per person. #106 in theory bonuses are used to motivate employees to work harder to take on difficult or (non-politically) risky tasks... As in if you fail you just wasted a ton of time but succeed and gains are achieved. People work harder if they can achieve better, regardless of the malicious and graftish nature of other govt branches. I have two speeds... One is, I will benefit from my work, the other is I won't. If I don't think I'm in the first case then you better believe I'm in the second. ---- I don't know why people haven't foia-ed or looked through those recieving large bonuses, particularly those who need presidential sign-off. There will be a few that are out right corruption but you never know

120 An over riding comment about yesterday's rally was the fact that the grounds were in terrible condition. The lawns were deep. It bothered people. They chalked it up to "the sequester" and sort of accepted it but didn't want to accept it because this is our nation's capitol, a reflection of all of us, and it should never be anything but meticulous. And then they heard about the IRS bonuses this morning and it got people even more upset. Some lawnmower manufacturer, someone who manufactures in the United States of America, should make it a point to mow those lawns.

135 Yeah, this pisses me off, too. Unfortunately, because these bonuses have been negotiated with the ignorant NTEU union, the IRS is legally responsible to pay them to people who have received a certain rating on their annual performance review. The good thing is that not all bargaining unit employees (those potentially represented by the stinking union) achieve that rating. The bad thing is that many people do that don't deserve it - another union travesty. As I've mentioned before on this blog, I work for the IRS. I'm a manager, not a bargaining unit employee, so even though I work my ass off, I don't get a bonus. This irritates the hell out of me, but it's a legal issue.
