I mentioned this or rather bitched about this on an overnight thread.  The NRA was supposed to send me my complimentary gift which was a carry bag after I specifically  marked that I wanted  it when I sent in my membership dues, as opposed  to  donating  that  cost  back  to  the   NRA. .

Noting that there are differences in behavior between various groups is not racist as I understand the term.  Had such an article been written in the 1930s urging young black men to avoid large concentrations of white people (during the era of lynchings for no reason) it would have been very appropriate.  It is just acknowledging the ugly reality.

We use 239, but the isotope doesn't need to degrade to it's half life in order to fail detonation.  The design parameters of our atomic bombs are secret, but there are real world limitations on how long a bomb core can operate after it is manufactured.  The designs allow for some degree of degradation. 

I happened to have known a man who's job it was to rebuild nuke warheads.  He didn't go into the details, but he did say the cores had to be replaced on a regular basis to maintain design parameters.

I think that is a bit extreme, but it is a judgement call.  I would suggest he is being concerned about the possibility of car jacking.  The tactic normally used is to fein distress hoping a sucker will pull over.

(30 years.)   We would speak frankly about it occasionally.  Most of the time I tried to steer the conversation in another direction.  He was convinced that most white people are motivated primarily by racism.

My recollection of the chemical lasers is that they can produce some very high power, but they also produce some seriously toxic and dangerous by products.  If they are using one of those, they they are really "not fucking around" , but are deadly serious.

Fortunately, the latest technology has the navy successfully combining multiple laser systems into an amalgamated beam.  Last I recall, they were producing 100kw beams, with 1 megawatt coming up.

We are going to see beam weapons in our life time.

That's the attitude I encounter in cities.  It's generally less of a problem the farther out you go.

The bottom line is, if that's the way he thinks, fine.  No sense in pounding your head against the wall.  But I once offered the point to someone (a black person) that if you look at all whites as racists, then they're going to tend to be convinced there's nothing they can do or say to change you mind, and they will avoid you because they don't need that hassle.  In short, your view becomes a self-fulfilling prophecy.
