Blink: Democrats Agree To Transfer Funds To Stop FAA Furloughs
— DrewM

I don't think the airline delays were as bad as they were being made out to be but the pressure of them forced Democrats to give in and allow the FAA to shift funds under the sequester.

The Senate measure would give the administration flexibility to transfer money among Transportation Department accounts, creating a level of fluidity that Republicans say the department has had all along. The White House has insisted otherwise, arguing that sequestration required the across-the-board reductions that resulted in about 1,500 air traffic controllers a day having to take an unpaid day off.

In the midst of that debate came word that the Justice Department had reversed a plan that would have required 116,000 workers to take 22 unpaid days off between now and Oct. 1. In a letter to his staff, Attorney General Eric H. Holder Jr. said Wednesday that additional flexibility provided by Congress and “aggressive steps” taken by the department to cut costs allowed him to eliminate the need for furloughs.

But he said that if sequestration continues in the next fiscal year, “furloughs are a distinct possibility.”

Obama wanted to make the sequester pain as public as possible but it's pretty clear that spending a $100 billion or so less than planned isn't the end of the world. This is especially true when you consider that smart management of existing funds enables you to prioritize (what a novel concept for the government) services.

As always, Obama wanted a comprehensive and "balanced approach" which meant keep all the spending and raise taxes. He didn't want the ability to move money around because as we see that would make clear sequester was a non-event.

The House could act on this as early as today and then send it to Obama. Enjoy the rare case where the GOP held firm. Good for them.

10 Everyone has conveniently forgot that the Republicans wanted to do this across the board from day one.  The President threatened a veto.  He wants to inflict as much pain as he possibly can.

"Toomey-Inhofe alternative would give the president discretion to allocate the sequesterÂ’s cut largely as he sees fit. "

I hope the fucker vetoes this.. he can own the pain.

15 A pilot called into the Chris Plante show yesterday.  On a recent routine flight, he called the tower to ask for permission for a "short cut."  Something that saves the plane flight's time and fuel and is very much used.  He said he was told flat out, no.  They were under orders (from higher ups) that no short cuts would be allowed anymore, quietly insinuating it was because of the sequester.  He said it made no sense because it didn't cost anything to give the ok for the short cut and required no extra personnel.  But word was and is...they were to make things as rough and inconvenient as possible.  He personally believed it was coming from the unions.

Posted by: Lady in Black at April 26, 2013 07:03 AM (3V9LU)

16 what I don't get in all this sequester nonsense is they seem to keep spending the same billion dollars over and over again for all sorts of things, even things that seem like they should be the responsibility of the states. It's like a magic billion dollars that if Congress would just set it free it could pay for the world twice over.

42 I think the inconvenient fact that Obama's own budget had less monies for the FAA than under the sequester made it impossible for the admin to continue this gambit.

Here's a question.

Why is it that the administration has all kinds of discretion and leeway in interpreting and enforcing (or not enforcing)  immigration law, but when it comes to the sequester they pretend like they have to follow the letter of the law to a "T".

(Yeah, yeah, it's a rhetorical question)

47

Citizens normally blame the President when things go wrong during his administration.   For four years Obama got away with blaming his predecessor, George W. Bush, for anything that went wrong.   One of the interesting things about the uptick in Bush's popularity, evidenced yesterday in the reaction to the opening of his library, is that it may mean that people are deciding that enough is enough.

Delays at airports because of the sequester?   Obama's fault.

Trillion-dollar budget deficits?   Obama's fault.

High unemployment?  Obama's fault.

Chechen Islamist terrorists hitting the Boston Marathon?   Obama's fault.

It's going to be a long 45 months until January 2017.

I still see them here in Tulsa, usually on Volvos or old hoopties.  I particularly liked the dual 2008 and 2012 stickers on the back of the enormous SUV driven by the large Black lady, who had a toddler in the front passenger seat as she wandered in and out of her lane at 80 plus miles an hour.  Saw her earlier this week.

Which is especially funny, since Planned Parenthood was founded with the specific goal to prevent people like him (that is: children of unwed mothers.  Also children of "lesser races") from being born.

I wonder if you could ever get him to admit that.  "Hey, the person who founded Planned Parenthood is probably spinning in her grave at your very existence.  Tell me again how awesome abortion is?"

Huh?  At least Air Travel (which is, by its nature, and Interstate affair in most cases) really falls under federal purview.  And, if you've ever had much experience trying to get any two (let alone three, four, or more) private companies to share data in a uniform way (kind of a requirement if you're going to "privatize" the air traffic controllers), you'll know it's like hearding cats with ADHD.

163 Okay I am puzzled by this sudden out of the blue desire to privatise the FAA.

First Interstate commerce then international commerce.  Controllers interface with their military counterparts.  On many Air Guard bases, FAA controllers are the controllers the pilots talk to.  Then there is the interface with DEA, NORAD, Coast Guard, and DHS.

169 Not a chance of that happening in the present Senate and WH condition.

There wasn't a chance of "health care reform" happening when the left half of the Democrats started openly demanding it, staking the party's identity on it. Trying to make it happen cost them the Senate...for a while. Passing it cost them again...a little, for now.

And they made the nationalization of the entire industry an unstoppable fait accompli.

There are days after today.

(Well, there used to be.)

In a more lighthearted vein, I see one guy whose devotion to Oklahoma University is so extreme that he has taken a brand new Lexus Red IS 250 and covered it with OU stickers, flags, and so on.

244 Oh yes PATCO sold the controllers a bill of goods.  Promising a pay raise and a shorter work week.  That there was no way the President would fire them because air travel was so vital.

So a lot of controllers walked off the job and hit the picket lines.  Air travel did grind to a crawl.    Reagan gave the strikers a grace period to return and if they did not they would be banned from federal service.  A few came back with all forgiven.

But most still believed the PATCO lies.  Reagan fired them.  The military loaned controllers and civil flight continued.  A lot of mid-career controllers found themselves out on the street.

And it took Bubba Clinton to lift the ban Reagan imposed on those controllers who struck.  Which is another reason for me to despise Clinton.

The Emperor's ministers cannot see the evidence themselves, but pretend that they can for fear of appearing unfit for their positions and the Emperor does the same. Finally the swindlers report that the government funded study is finished, they mime informing him and the Emperor marches in procession before his subjects. The townsfolk play along with the pretense not wanting to appear unfit for their positions or stupid. Then a child in the crowd, too young to understand the desirability of keeping up the pretense, blurts out that the Emperor has no evidence, nothing at all, and the cry is taken up by others. The Emperor cringes, suspecting the assertion is true, but continues the demagoguery.

310 European intelligence agencies are worried that European Muslims fighting in Syria will return to carry out terrorist attacks because of their contacts built with al-Qaida, the BBC reported on Wednesday. The UK, Ireland and France are the Western countries believed to have the most fighters in Syria, according to the report, which quotes EU anti-terror chief Gilles de Kerchove as saying that about 500 Muslims from Europe are fighting with the rebels. However, according to Soeren Kern, a senior fellow for the New York-based Gatestone Institute, and a longtime observer of Islam in Europe, more than 1,000 European Muslims are fighting in Syria. In an article for Gatestone in March titled “European Jihadists: The Latest Export,” he wrote that Syria “has replaced Afghanistan, Pakistan and Somalia as the main destination for militant Islamists seeking to obtain immediate combat experience with little or no official scrutiny.” In an interview with The Jerusalem Post on Wednesday, Kern related to the debate: “Although there is no consensus among analysts on the exact number of European jihadists fighting in Syria, I believe the number 1,000 is about right based on a compilation of intelligence estimates and media reports from across Europe.” Syria now jihadi central, more than somalia or yemen

The compactor scene happened in the second ep, after Oswald gets out he goes onto do tv interviews and they also interview a 'tea party' lady who wants people to die because being undead is unnatural.  She gets driven back to her hotel, but the limo takes a detour into a car salvage yard and she gets crushed.  But the cruel irony is that she's still alive, and you see an eyeball looking around.

325 I have zero confidence that this legislation is tightly written and I am pretty sure none of the congress critters thought about implementation.  It will be a big mess.  And like all big messes the government creates it will probably cost us additional money to fix it.    Sucks to be a small business in America.

Yes, to this day I have a hard time watching it, especially when the dock workers have the massive cranes bow to his flotilla.

327 Affect was noticeable and inconvenient.  Over last week I flew from Newark to Rome to Athens to Zurich and back to Newark.  Only place I had problems was Newark, both going and returning.  SwissAir Plane was early on return but had to circle for half an hour because there was no room on tarmac.  When plane landed had to wait another hour while a passenger bay opened up.  Not to mention the hour plus wait through customs.  It was infuriating and embarrassing for the US.  The POS planned on causing problems for regular Americans and he succeeded.

328  Vic et al   According to my Congressman's office  (Rooney --fl) FAA furlough passed alone.  No internet sales tax attached.

329 cut out the TSA and transfer tax funding to FAA

330 The number of actual flights the FAA manages per year has declined steadily for the last couple years. Since 2010 it is down about 6%. So why the big scary fail when cutting them back 4%?

I'm a former controller, the delays were total bullshit.  I travel by air a lot for work. Last week all I heard was delays were due to Air Traffic Control.  Delta at Minneapolis canceled a bunch of flights blaming Air Traffic Control when it was obvious that the five inches of snow that had just fallen had more to due with it.
