Probably a mix of both. The uncle's undoubtedly worried about his own safety since he lives in the U.S. The bombers' father is less concerned because he lives in Russia, which is probably why during his interview today he tossed out that subtle threat against U.S. authorities if the younger bomber wasn't brought in alive.

To be fair, telling people to stay where they are means that there's less chance of an innocent civilian being killed on the street, less opportunity for the bastard terrorist to blend into a crowd, and more opportunity that, if the guy makes a move, the authorities are going to see him.

Soon after the shooting, the brothers allegedly carjacked a Mercedes SUV from Third Street in Cambridge. They forced the driver of the car to stop at several bank machines to withdraw money, and succeeded in taking $800 from one location.
The driver, who was released unharmed on Memorial Drive, told police that the brothers had bragged to him that they were the marathon bombers, law enforcement authorities said.
“The guy was very lucky that they let him go,” Massachusetts State Police spokesman David Procopio said.
Police were trying to activate the tracking device on the stolen Mercedes when other patrol officers spotted the vehicle in nearby Watertown, about eight miles west of Boston, and tried to do a traffic stop, Procopio said.
The suspects fled, throwing what Procopio called “IEDs” at police. Shots were fired, and multiple explosive devices were thrown from the vehicle. Some exploded, which led to panic and concern in the town.
Richard J. Donohue, 33, a three-year-veteran of the transit police force, was shot during the chase and is being treated at Mount Auburn Hospital, authorities said.

The bombing and ensuing manhunt generated international headlines. This 19 year old is currently public enemy #1. The authorities and public have his picture and know his name, both of which are being plastered all over the TV news and Internet.
Given their hamfisted carjacking escape attempt (not exactly subtle), it doesn't look like they have a lot of support and resources to fall back on.
He can't risk crossing the border, can't board a plane, and can't use a credit card or ATM without the FBI picking up on it. He could try another robbery or carjacking, but that would also draw attention.
He'll either be caught relatively soon or be found dead.

The scanner is probably picking up the transmissions remotely off of the cop repeater. LE on the scene are either comming simplex or on-site repeater. Remote scanner reception usually sucks.

I think there are many older people who are doing this to address the feelings of prejudice they have had over the years. I guess they think that it will absolve them of their past sins. I don't know. Just a theory because I've seen the same behavior in elderly relatives.

That's not plausible. Even full term babies, let alone 24-28 week gestation premies do not really have the capability for that type of purposeful movement. Much more reflex driven movement, including basic rooting for food and moving head to keep airway clear. There is more than enough evil in the Gosnell story to villify him with it doesn't help to go all wackadoodle with tripe like this.
