I think it's more a case of CBS wanting to "thoroughly    cover"     the story    now,  two years out from any meaningful    Presidential campaign    coverage,    so that      when they invariably go easy on Cankles they can point to this story and say,  "See?  We covered Benghazi.  You can't say we didn't,   because we did.  And we did it two/three years ago, so you can't say we did it deliberately to help Hillary!"

So, apparently, both the federal Healthcare.gov site itself and the privacy-shredding "data hub" backend (upon which all the state sites depend) are hosted in the same Verizon data center? And, compounding the stupidity, there is no independent failover setup to cover the possibility of downtime? Good Lord.
