GAO-14-159, Nov 8, 2013
Available evidence does not support whether behavioral indicators, which are used in the Transportation Security Administration's (TSA) Screening of Passengers by Observation Techniques (SPOT) program, can be used to identify persons who may pose a risk to aviation security. GAO reviewed four meta-analyses (reviews that analyze other studies and synthesize their findings) that included over 400 studies from the past 60 years and found that the human ability to accurately identify deceptive behavior based on behavioral indicators is the same as or slightly better than chance. Further, the Department of Homeland Security's (DHS) April 2011 study conducted to validate SPOT's behavioral indicators did not demonstrate their effectiveness because of study limitations, including the use of unreliable data...
...TSA began deploying the SPOT program in fiscal year 2007--and has since spent about $900 million--to identify persons who may pose a risk to aviation security through the observation of behavioral indicators. In May 2010, GAO concluded, among other things, that TSA deployed SPOT without validating its scientific basis and SPOT lacked performance measures...
...Congress should consider the absence of scientifically validated evidence for using behavioral indicators to identify threats to aviation security when assessing the potential benefits and cost in making future funding decisions for aviation security. GAO included this matter because DHS did not concur with GAOÂ’s recommendation that TSA limit future funding for these activities until it can provide such evidence...

So what are the odds on another $900M or so on further research.
This isn't as bad as the 1 billion wasted on Obama(don't)Care. Afterall, now we get to pay to get it fixed.

When you drill even deeper into this, there's a GAO IG report on it that says the specific behavioral points TSA is profiling on are not close to complete or necessarily effective.

Good luck with that. Didn't the TSA get to Unionize?

I hadn't slept well the night before and was a bit tired when I got to Newark.
Mix that with my grey hair and the TSA agents were asking if I was over 70 .. the age at which they don't bother to test old farts.
I've got too many years to go before I get there, but it did generate a good laugh.

Except that trying to run the Israeli security model in the USA would totally collapse the air travel system. America is a far larger country with much more air travel going on. That model is inefficient even at Israel's size. It does not scale.
How many of you are prepared to spend six hours _minimum_ at the airport before boarding? Possibly longer? With extremely intensive, intrusive personal interviewing thrown into the bargain? Now multiply that experience by the huge numbers of people moving by air every day.
There was an absolutely fascinating interview with the guy who is the head of the Israeli equivalent of TSA. He talked about the very real, very substantial costs and tradeoffs and questions they had to deal with in designing their security. This was years ago, and I probably can't find it now, but I'll try.

Yes, and after 'they' vowed that it would never happen.
That ejaculate taste in your mouth? Never happened.
As to just how effective the Israeli behavioral profiling is, I have some doubts there too. They have always taken airline security a bit more seriously, so just the knowledge of that fact may be the best reason their security works. Plus I'm sure they aren't applying theirs in an oh so PC a fashion.

The justices voted 5-4 to leave in effect a provision requiring doctors who perform abortions in clinics to have admitting privileges at a nearby hospital.
The court's conservative majority refused the plea of Planned Parenthood and several Texas abortion clinics to overturn a preliminary federal appeals court ruling that allowed the provision to take effect.
The four liberal justices dissented.
The case remains on appeal to the 5th U.S. Circuit Court of Appeals in New Orleans. That court is expected to hear arguments in January, and the law will remain in effect at least until then.

Early reports indicate the president inadvertently became physically enmeshed in the inner workings of the online health insurance exchange at approximately 11:48 a.m. this morning, and is at this very moment attempting to find any possible means of escape from the highly unstable and dangerous healthcare.gov internal network.
“Please, if anyone can hear me, I need help!” said Obama, his voice reportedly echoing endlessly in the distance as he carefully stepped along a green grid of individual and family enrollment information. “Is anyone there? Can anyone hear me? I’m Barack Obama, President of the United States of America! I need to get out of here!”
“Oh, dear God, there has to be a way out,” continued Obama, ducking as several lines of text guaranteeing coverage for preexisting conditions flew just inches above his head. “There has to be.”

Shane Smith, of Fort Collins, says his dog Baxter received a letter informing him that a health insurance account had been opened in his name through Connect for Health Colorado.
“I thought, ‘Wow, this is so awesome,’” Smith said with a laugh. “They have gone out of their way to insure my 14-year-old Yorkie.”
Smith had called Connect for Health Colorado to sign himself up for insurance because his old plan was cancelled due to Obamacare.
HeÂ’s not sure exactly how the confirmation letter went to his dog, but he says he thinks itÂ’s because of a series of security questions a representative asked him over the phone.

It has been my contention from the beginning that security should be handled by each individual airline. Some airlines could go the route of minimal security and paying the costs of having their airplanes being shot down by the Air Force and compensating the families of all the passengers, as well as paying for the fuel and missile the Air Force used. Others could require that everybody fly naked and handcuffed to the seats. Most would go for something between those extremes and would come up with the least obtrusive and most cost effective compromise that would work better than what we have now.

Result? Blown or damaged diesel fuel injector "o rings" and seals. Millions of dollars in repair costs.
The same regulatory agency required MTBE additives in gasoline with even worse results; MTBE contaminated water aquifers throughout California, clogged 2-stroke carburetor fuel jets and forced "mom and pop" independent gas stations out of business ( the great underground fuel storage tank scam of the 90's.)
