— Gabriel Malor The second stage of the House's likely passage of bloated, "off-budget emergency spending" unrelated to the Sandy weather event will take place tomorrow. The bill has been cut into two parts so as to provide reluctant conservatives cover for passage of the pork-fest.
The first part is House Appropriations Chairman Rogers Sandy Supplemental bill, HR 152 as amended. This is the one that conservatives get to vote for, but it's far from perfect. HR 152 (including Rogers' amendment) clocks in at $17 billion. It includes:
- $3 million for oil spill research;
- $25 million for the failed Head Start daycare program; and
- $3.9 billion for a new HUD disaster program.
None of these should be off-budget expenses. They are in no way "emergency" or even one-time expenses. The new HUD program is particularly egregious, since, as you know, few federal programs are ever shuttered once created. Look for the program to get continued funding in March's budget proposals.
And that's just the "clean," conservative-friendly bill. Rep. Rodney Frelinghuysen (R-N.J.) will move to amend the bill to add enough pork to buy the votes needed for passage. The amendment adds another $33.67 billion to the price tag, including for such inappropriate spending as:
- $16 billion for HUD to spend on any disaster "emergency" that was declared in 2011 and 2012, and any that will be declared in 2013 (meaning in 47 states plus Puerto Rico at the moment).
- $2.02 billion for Federal Highway Administration to spend on roads first in Connecticut, North Carolina, New Jersey, New York, Rhode Island, and Virginia whether they need Sandy-related repairs or not and then elsewhere in the country as FHA chooses;
- $561 million for the Corps of Engineers to spend outside of areas affected by Sandy, including $10 million for a national Water Resources Priorities Study;
- $100 million for Head Start;
- $86 million for AMTRAK on non-Sandy capital improvements;
- $40 million for military base repair and maintence, which includes spending for Guantanamo Bay;
- $25 million for NOAA to improve weather forecasting;
- $10 million for FBI salaries and expenses; and
- $2 million for Smithsonian roof repairs.
Once again, we see things that should be part of the regular budget (or, to be sure, cut from the regular budget) being slipped into off-budget "emergency" spending, like AMTRAK capital improvements, improved NOAA weather forecasting, Head Start funding, and FBI salaries.
Rep. Frelinghuysen's vote-buying scheme radically exceeds even the unconscionable proposals of President Obama and the Senate. The FHA road spending is $1.7 billion more than the President asked for and $1.1 billion more than the Senate passed. And the total Corps of Engineers spending is $166 million more than the President asked for.
These non-Sandy relief bills should be voted down. I could support a bill to aid the region hurt by superstorm Sandy. This pork-laden monstrosity is not that bill.

Put forth a clean bill.
North Dakota should not be forced to pay for cleanup in New Jersey.
Just as New Jersey shouldn't be forced to pay to cleanup New Orleans.
This is a hill to die on!

I CAN'T.
1. I don't live there.
2. I don't have relatives that live there.
3. I don't own property there.
4. I am not resposible for it.

Frankly, I'd love it if the House members from Louisiana go on the floor of Congress and ask "Why do we need to rebuild the Jersey shore?", given the vitrol directed at Louisiana after Katrina by various members of Congress.
And I'd love it if *anyone* would go before a camera and explain all the unecessary spending in this bill, say that's why they won't vote for it, and challenge congresscritters to write a clean bill.

This should be a PR no-brainer for fiscal conservatives. "Hey, we're broke. If we're going to pitch in on Sandy, let's keep it to Sandy and do it in tranches."
I can't tell if we're blowing the PR or the media is censoring common sense yet again.

No it's not. That presupposes that all the land is the Federal Government's, just like "fair share" taxation presupposes all the money is the Federal Government's.
That land is (in order of highest to lowest probability)
- The State's (try not paying your property taxes to find out if the State owns your property or if you do)
- The City's (even if the State won't take your property, try the same trick with the City)
- The Individuals (some people really do own their property, including not having to pay property tax. They're rare).
Now, beyond that, there's the question of who is responsible for repairing damage to the property. The Federal Government, with few exceptions, is not a party to that equation at all. So who pays to fix it, the Owner or the Occupant?
In either case, it comes down to The State or City, or the Individual. In no case is it a "legitimate function of the Federal Government" to take money from me in Texas to provide "disaster relief" to New Jersey.
Semi-related: Please explain to the class why it is important that we have a "Federal" and not a "National" Government.

Here is the left-wing president of the Chicago teachers union. An ugly, ugly woman. If the Right were as smart at politics as the Left, ordinary Americans would be talking about this:
“… Do not think for a minute that the wealthy are ever going to allow you to legislate their riches away from them. Please understand that. However, we are in a moment where the wealth disparity in this country is very reminiscent of the robber baron ages. The labor leaders of that time, though, were ready to kill. They were. They were just – off with their heads. They were seriously talking about that.”
Some in the audience laughed and clapped at her remark.
“I don’t think we’re at that point,” Lewis laughingly replied, without specifying when “that point” might arrive. “And that’s scary to most people. But the key is they think nothing of killing us. They think nothing of putting our people in harm’s way. They think nothing of lethal working conditions.”
"They think nothing of killing us." We'd be more successfully politically by drawing attention to Democrats like this than fretting over the latest Outrage in Congress.

The secret is in the water-bath.
Set your spring-form pan in a pretty big baking dish. Heat water to boiling, and pour it into said baking dish, until it comes about half-way up the side of the spring-form pan. Bake.
The water helps distribute the heat more evenly, resulting in creamier texture, but it's more energy dense, so it also helps prevent over-cooking (to some degree, it's not a fail-safe). It's important that the water be very, very hot (boiling or near boiling) when you place the cheesecake in the oven, though, or it will absorb too much of the heat, and prevent the cheesecake from cooking properly.

I'm sorry that they're poor. I'm sorry they "lost everything." I'm sorry that they live in that hell-hole called "New Jersey." None of that gives the Federal Government the right to take money from me, by force, and give it to them.
It's not charity if you don't have a choice. It's not charity to take from one person and give it to another. And the Government isn't capable of charity in any case.

yeah I'm with you there. The fucking state should have its own resources, especially with the fucking property taxes they charge. My inlaws are paying 10K a year in property taxes on a 1 floor ranch house, but we all know where that money goes.

The tentative agreement would further restrict New YorkÂ’s ban on assault weapons and limit the size of magazines to seven bullets, rather than the current 10. Other elements, pushed by Republicans, would refine a mental health law that allows for civil confinement of people determined to be a threat to others.

I have huge problems with the Line-Item Veto. It, in essence, completely castrates the minority party. In closely partisan congresses (like we have most of the time), it effectively castrates Congress completely- which is not as good a thing as it sounds at first.
The point of the blanket veto is that the whole bill goes back to Congress. With Line-Item, only the things the President doesn't want go through.
So consider this: the majority party is a few votes shy of cloture in the Senate, or one party controls the Senate and the other controls the House. Well, now the President's party is able to say anything during negotiations, including passing amendments the opposition party wants to sweeten the deal. It passes both houses (let's call it even by 2/3 in the first go-round).
Now the President gets it, and he sits down with his Line-Item Veto and cuts out everything the opposition party wanted. Now only those items go back to Congress. What are the chances Congress overrides those vetoes?
And before you use any form of the "tit for tat" argument- when was the last time Republicans engaged in real tit-for-tat gamesmanship? Sometime in the early 1900s?
Posted by: AllenG (Dedicated Tenther) Channelling Breitbart at January 14, 2013 07:31 AM (5DR1j)
You can blame loss of the line-item veto on the supposed conservative mayor of New York - RINO Rudy. The pork king from West Virgina tried to take it to SCOTUS and they refused to grant standing.
He got Clinton to line out money slated for NYC so RINO Rudy could sue and get standing. He did and they did and we lost it.

you can get flood insurance even if you are not in a flood zone.....people usually don't get it because the lender doesn't require it.... ""
Eventually I managed to get it, but years back I couldn't. The back yard gets flooded a lot more than it used to. Why? Because the town decided to pull eminent domain on the old woman across the street, and they took 300 feet of her backyard to run the towns new storm drains, and they dump all the water into the stream that runs past both our houses that feeds the lake, so now they flood our area every time it rains.

That said, I don't wish harm on them. I wish hurricane Sandy had never hit any populated area.
The harm is already done. The question now is what to do about it, and who is responsible for the cleanup. Congress (and too many 'Average Joes') think that I, in Texas, should be. I tend to think that the affected States should be.
I don't even have a problem with the Federally subsidized loans that used to be the norm. Well, okay, I have a little problem with it, but not as much of one. But now they just want to write blank checks. And that's not okay with me.

And the President wouldn't veto that bill full of things he'd already vetoed once... why?
Unless they're talking a single bill that requires a 2/3 majority to pass (essentially just over-riding all the line-items at once). Either way you're diluting (if not eliminating) the supposed power of the line item veto, since it is very, very likely there will be things both parties want passed in that bundled bill- and Congress is much more interested in its own power than doing what's right.
I'm sorry, I just don't see that the line item veto is in keeping with the balance of powers which should be maintained. And if it is modified to make it work withing the balance of powers, then it looses the effectiveness it was supposed to have.
There was a time that the blanket veto was used like a line item veto. You put one thing in that a President considered non-negotiable, and he'd veto the whole bill with a statement that said "Remove that clause, and we can talk again." Then, Congress either overrode the veto (rare) or took out the offending clause and sent the President something he was more willing to sign (less rare).

If people would read their insurance policies they wouldn't be so suprised when something isn't covered.
Insurance is the most regulated and monitored business in the country.
Posted by: polynikes at January 14, 2013 08:04 AM (m2CN7)
And that's pretty well true across the board. I've lost count of the times I've had to call my health insurance company and explain that I understand health care law better than most people (and probably better than the poor schmuck on the other end of the line), and that, yes, they will be paying this claim and, yes, they will be telling the doctor to write the rest off as contractual obligation. The only question remaining is whether they'll do so before I file a documented complaint with the Texas Department of Insurance.
Oh, by the way, if you're in Texas (can't speak to other states), that's the magic phrase. If you say "law suit" they'll say, "I'm transferring you over to legal now, thanks!" If you say, "TDI Complaint" they'll tend to become very cooperative very quickly, unless they know 100% for certain that no one in their organization has made any mistake regarding this particular claim. TDI Complaints are very expensive, even when the insurer is not found to be in the wrong. They're exponentially worse when the insurer has made even a minor screw-up.

No. It was designed (to the extent is was "designed" for something) to do excellent on the range. Get it dirty (dirt not being a regional issue an infantryman will face) and reliability goes in the shitter for the A1, and is at least compromised for the A2 and A3. Dirt is the enemy of your M16.

The main problem was that the military changed the design and ammo. It was originally designed with a chromed chamber, and a cleaner burning ammo.
To save money, they military went with a non-chrome lined chamber and a dirtier type of ammo. To compound matters, they initially didn't issue cleaning kits with them, claiming they were "self cleaning".

The original M-16 had problems with reliability which were corrected in subsequent models IIRC.
I think it had something to do with how it was designed for use in a European conflict instead of in a rainforest in southeastern Asia, as the climate conditions played hell on it.
Posted by: Brandon In Baton Rouge at January 14, 2013 12:28 PM (e0xKF)
Off the top of my head, there were among other things problem with the powder used in the cartridge that was different than the one Stoner recommended. It was a lot dirtier and fouled the weapon much faster. Also, no chrome barrel which corroded in a humid environment and no cleaning kit issued.
The later models added the forward assist.

ammunition from stick powder to ball powder to save money.
Fouling the gas tube was only one of numerous problems that weapon had. And NO weapon should be designed to require a particular powder for proper operation. So long as your round meets STANAG the weapon should shoot them reliably, regardless of powder.

It was the...sand.
I noticed that he would come runing whenever I was adding sand to a flowerbed...and immediately start 'helping' me mix it in.
So when I removed some dirt in that one bed...and dumped about 6 bags of sand in it...he went nuts, digging there.
He laid in it.
Rolled in it.
It's been "his area' ever since.
It's also a bed that is in shade, most of the day...so I think that's part of the attraction.

every engineered device on Earth has performance windows and tolerances.
It is not Stoner's fault or a catastrophic flaw in the AR-15 family that the weapon likes a chrome bore and prefers cleaner powder if you are gonna refuse to clean it.
There was a comedy of errors, the AR-15 was the best "medium solution" to the realistic needs of a modern battle rifle. My uncle in the 1st Cav was quite content with the AR-15 he fought with, of course he cleaned it religiously as he was taught to do by Grandpa and had decided to do with his private AR-10. Given the findings of Project Salvo a 20" 5.56 weapon is the optimal solution for a force to achieve maximum volume of fire in practical military range.

End our "Fixation" with obama? Unfortunetaly he is the President the his sycophant left wing democrats in the Senate do as they are told. So we have to contend with them and try to minimize the damage as best we can. And exactly which "greater battle" are you referring to?
Posted by: Nevergiveup at January 14, 2013 12:30 PM (9Bj8R)
The battle OUT THERE. Convincing Americans, making the case, for our broad political philosphy of limited government. We're obsessed with the end point: Washington. We start the race at the finish line. The Left doesn't work that way.
We just lost an election in which Democrats said "We'll give you whatever you want and tax someone else to pay for it." We let them portray us as the folks who will raise taxes on the middle class. We haven't made a case for limited government. Our only case is anti-Obama. But when he's gone, his ideology remains, and we still won't have made a case against it. We're dismissed as simply anti-Obama. It's old. Forget him. Time to tell the nation what it will cost to get the European style goverment they want, rather than just saying "it cost too much." Voters don't believe it costs too much. They don't see the benefit of smaller government. They think that while THEY don't need a handout, their neighbor does. Let's address that fallacy. It's why suburban voters vote Dem. Lots of alternative approaches to just targeting Obama. Or Washington Dems.

The AR-15 is more lethal pound for pound in small unit action than either the M-14 or the AK 7.62 family.
The majority of laymen will not engage in heavy action with a full bore battle rifle without serious training and oversight.

The problem is...they microwave a cold dog right out of the bulk package it came in, squash it into an equally cold bun, then pass it to you. If you're brave, you can make use of the "Condiment Station", which includes....mustard, if you're lucky, a few empty containers that may, or may not have held onions, cheese sauce, sour kraut, chilli sauce, other 'fixins', an empty ketchup squirter, and a plastic shelf that looks like it's been smeared with the snot of an Ebola patient.....all of which have been sneezed on by at least one hundred of your flu infected co-passengers. Also.....the guy that MW's your dog? He has the flu too...but he's being paid 75 dollars an hour just to show up, and sneer at you, whether you're happy or not...and if his, hers, or it's nose drippings happen to drizzle over your hot dog, well too f'ing bad!

On a scale of Demagoguery from 1 to 10....it was a 12.
That was his whole reason for doing it, to demagogue the debt ceiling showdown...in advance.
Everything that he accused the House Republicans of doing...he himself is doing, bigtime.
He kept using the phrase "America must pay it's bills".

I'm fairly certain they determined that their operating losses on food service were the result of dumb ass employees basically engaging in massive theft (either direct drawer skimming, or handing out free food to people for various reasons.)
Which is sad really. When the wife and I go to chicago we take the train, we brought our own food on, but didn't plan well enough and had to go get some food from the "snack car." I got a crappily microwaved egg McMuffin knock off that was cold in the center, and my wife got a soda they weren't even bothering to keep cold. For like $9.
Like most other things in government, if they could fire some employees and restructure they might be able to at least stop hemorrhaging money.

Arguably the AR-15 family in a 6.5*50 config would have been the best utility rifle.
Keep the cyclic low enough and it would be burst controllable with good intermediate range and higher drop power.
Also I am personally on board the the HK-416 being a better mechanical choice for performance in desert conditions.
The slight loss of follow up shot accuracy is probably offset by improved reliability.

I probably would never have owned a private AR at all if two things had not happened.
1) the US Army deciding 'everyone is a mall ninja" took away my wife's M-16A2 she consistently shot expert with and handed her a M-4 without the A2's ballistic magic trick
and
2) Barky choom deciding I did not need a 30 shot semi-automatic rifle with parts interchangeability with the logistics tail of the M-16 family.

Million-dollar idea! The snow-shoveling exercise machine! You could have a little screen on it that shows a driveway, or sidewalk, or what-have-you, depending on how much of a workout you need. You also set the snow amount, then shovel away and the screen shows what you've "cleared".

I'm not pretending to be savvy to all of it, and one ONT I would be thrilled to have you inform me of another PoV, but in the end "peace fever baby" and even in the GOP the idea shifted from the primary objective of the military from being war winning to "multi phased mission other than war capable force."
The G-11 family suffered from the usual teething problems a genuine paradigm buster does, BUT had it been perfected it would have changed the game almost as much as the OICW....
the OICW being a general issue to all grunt weapon was stupid, the OICW being a heavy on call weapon like the Pig gunner was for my squad?
I was a 203 gunner, the OICW makes me look more outdated than I made davy Crockett look for CQB.

For full realism, there's also a "snow plow" feature that you can activate which randomly mimics having the city truck come by and jam another three feet of "exercise" on the end of the driveway.

I agree....just like not every soldier should be kitted out as a mall ninja not every soldier can or should be a PIG gunner or grenadier.
The XM-25 with a nice PDW as back up is probably my preferred solution.
Imagine a G11PDW slinging XM-25 cowboy providing precion fire support to grunts armed with ammo compatible G11s on the PDW, with a heavy gunner having a ballistic magic tricked 4.7 MG to boot....

That's the rifle the Colonial Marines carried in Aliens. That, and the Smart Rifle the heavy gunners had. Those were the ones that Vasquez and Drake "wore" instead of carried. The universe backstory said those rifles could automatically track targets for the gunner. They just had to pull the trigger. It was basically "auto aim".

Definite paradigm shifting and to be honest I am not keeping up like I used to, because in the end we are led by retards.
The M-4 Universal mall Ninja push is stupid, even for the door kickers.
If you're doing rapid entry by the book you need at most 2 per squad.
The 4 inch chop greatly reduces EVERY advantage of the M-16 family over a heavier round.
More felt recoil, less accuracy, less reliability because of increased rod burn.
but hey everyone gets to play keystone Kommando.
For God's sakes if you're fighting inside of that particular window why not use and H&K UMP .45?
The cyclic is far more controllable and it is even handier than the carbine as far as sight picture.

jean nailed it, too many people in design and marketing have no idea what the mission windows really are.
Add in that a pistol caliber carbine would be just fine for about 75% of US forces for practical usage on the battlefield especially if offered in selective fire with say a 20 shot mag solution and....nm I'll shut up now.

Yeah one of the Chinese students who lived there that I still miss was a great guy.

Anyway he was only half as screwed up as the young Aviation medicine guy on "wooing the objects of your affections" and then satisfying them.
Fact is at the end of the day the Chinese guy lost his wife because the German she was screwing at University of maryland knew how to whisper sweet nothings and had a bigger and more skillfully used wrench.

The average soldier will never lift rifle to shoulder at any target over 200 yards away.
The numbers are very different for combat arms guys, but my wife for example....yeah she helped in one firefight in her career, but she was in a FOB and only added suppression from what I am told....she doesn't talk about it much and prefers telling nice stories about avoiding rocket fire.

Be nice it is not John McCain's fault that there is only the smell of rank quim adrift....
Sarah Palin was in Ohio speaking and she couldn't break up his aroma.

I might or might not have once been known as Rodent Freikorps, and/or Rodent Liberation Front.

So, I am querying the moron horde. What are some good possibilities?
Never been to NOLA, don't care to. But there was a show on the Travel Channel the other day about the country's best meatloaf places, and they showed one there. It was called, I think, Praline Connection and looked yummy. Anybody know about it?

since they believe in "natuion building" and letting diverse minorities declare independence when it undermines our missions I am saying, "why not here?"

When I was visiting NO, I rode the street cars a lot. I also did a walking tour of the downtown cemeteries. And the tours for the plantations are fun too.
As for paying for Sandy, I have a place on the river (which also means I have a lawsuit with DNR, but that is a whole nother story). It has a double wide mobile put in in 1976. We can't build, because it's in a flood plane. We can't put in a new double-wide. The only thing we seem to be able to do is rebuild the trailer one wall at a time. I would think that a lot of those homes can't be rebuilt. Being grandfathered in doesn't really help when it comes to the environmentalists.
And what happened to all the money raised at the 12/12/12 concert?
