****READY TO POST*** IRS auditors: $13B in EITC fraud last year
— Purple Avenger

If they're admitting to that much...

...The IRS paid as much as $13.6 billion in bogus claims for the Earned Income Tax Credit last year, according to a report the agencyÂ’s internal auditor ...
...Over the last decade, the IRS could have paid out as much as $132.6 billion in improper payments...
I'm not sure I buy the WT's simplistic 10x'ing of last years figure for a decade number though. Pre-crash when UE was in the 5% range and a lot more people had decent full time jobs it would have been a lot harder to finagle an EITC payment.

Whatever...the $13B for last year being generated by the IRS itself is probably real'ish. So how much is $13B?

$13B/360M warm bodies (more or less) = $36/warm body. That includes people in comas, iron lungs, infants, pensioners etc.

Some percentage of total US population doesn't even qualify for EITC at all. Working parents might, but their children and pets wouldn't, non-working spouses wouldn't (although a household EITC is larger than a single person's).

So how much EITC can someone legally qualify for?

2012 Tax Year

Earned Income and adjusted gross income (AGI) must each be less than:

$45,060 ($50,270 married filing jointly) with three or more qualifying children
$41,952 ($47,162 married filing jointly) with two qualifying children
$36,920 ($42,130 married filing jointly) with one qualifying child
$13,980 ($19,190 married filing jointly) with no qualifying children

Tax Year 2012 maximum credit:

$5,891 with three or more qualifying children
$5,236 with two qualifying children
$3,169 with one qualifying child
$475 with no qualifying children

FWIW, that single $13,980 number works out to be almost a perfect match for a $9/hr 32hr/week part time job, so a single person with a min wage part time job legitimately qualifies for the bottom rung $475 EITC.

From looking at those salary/payout ranges, the phat fraud cash is clearly in fabricating a couple of non-existent children. Suddenly your shitty $14k/yr part time job is paying $19k and the fridge is full of Heinies rather than jelly jars of tap water.

With the payout bump from zero kids to 2 kids being over $4,000 that's a huge incentive manufacture alternative realities.

BTW, a qualifying "child" can be up to 23yo if they're a "full time student".

So, suppose you did scam up an extra $4k/yr manufacturing a couple of faux-kids. That's over $330/mo. What kind of snazzy bling can that $300+/mo get you?

Well, you could lease a new BWM 3-series, or if you wanted to "go green", a new Chevy Volt. If you wanted some cash left over for insurance and gas, a new SmartCar is probably the way to go though at $99/mo lease.

I'm guessing this is why the Walmart parking lot is full of new cars when I roll up in my 1998 vintage Jetta.

7 According to the audit, the improper payments accounted for between 21 percent and 25 percent of all EITC claims in 2012

Fully a quarter of the program is fraud? This seems unlikely. Nancy Pelosi has assured me that government has been pared to the bone. It doesn't have a square to spare.

8 So, how many people could you medically insure (in the bad old days of last month) for $13 billion? If they had such a hard on to increase Medicaid, why didn't they just increase it and leave everybody else the hell alone?

What's $13B compared to the money that was "lost" in the shutdown that we're supposed to be all broken up about?

Posted by: HeatherRadish™ at October 22, 2013 10:28 AM (/kI1Q)

17 I used to watch daytime TV when I was testing a DVR program. Judge shows were the least bad thing to watch in my estimation. Many of the "cases" involved people owing other people money. You have no idea how many times I heard people say, "I was going to pay you back as soon as I got my tax return." Most of these people don't even have jobs. "I'm on disability." So that's when I learned about EITC. I looked it up and was amazed. This news story doesn't amaze me as much. I'd guess the 1/4 fraud is a low-ball estimate.

71 It gets better. A long time ago, when I was a junior petty officer and the EIC was new, I technically qualified based on my taxable income. Well, according to the rules, one was supposed to figur non-taxable income for claiming purposes. Combining housing and food allowance we didn't qualify so I didn't claim it. Many months later, we got a fat check from the IRS with a note saying: you forgot to claim EIC, here's your money. Gotta love government efficiency!!

When my friend went to file it flagged the daughter's SSN as already claimed. Posted by: Tami - GO CARDS - WOOHOO!!! at October 22, 2013 02:34 PM (bCEmE) Ahhh, no, that's the point. She's not using the SSNs for herself. No, no, no, she's selling off the excess. Let's say you have six kids. You do not get one single penny more for kids four to six. But. But let's say you sell those SSNs to me, who has no kids. I go from getting nothing to getting nearly six grand because now I qualify. I keep four grand and kick you two grand and everyone's happy.

"I remember reading that article of if you played the game right with all the govt benefits, a family of four could be as well off as the same family that earned $60,000/year."

My daughter and son in law are in the category that this EITC applies to.  Less than $50K in income, 3 small children, so they get the max $5900.

On top of that, they get $28K gifting from my MIL, $10K from the wife and I, plus they've never had the opportunity to purchase on piece of clothing, cribs, bedding, etc. for any of the kids as long as my wife has breath in her body and a credit card in her pocket.

Still, they're barely making it.  The don't live the high life, have little savings and most would think they're on the edge of poverty.

164 EITC is also a fundamental component in an identity theft scam you'll be hearing more about if you haven't yet. Goes like this:
1) I get your name and SSN
2) I e-file with low income phonied up and claim EITC, which is conveniently sent to a debit card or bank account created for this purpose
3) I vanish in a puff of smoke

A co-worker had this happen to him. It doesn't matter if you have ever e-filed before or would never do so. The IRS doesn't have a way to block e-filing.
It doesn't matter if you had a wife and three kids last year but are filing singly this year.  The IRS won't be checking in anything near real-time. It doesn't matter that your phony W-2 completely disagrees with the one filed by your real employer. The IRS won't be checking in anything near real-time. Your only defense is to file as quickly as possible.

Credit card companies are smart and agile comparatively speaking.

I'm sure the IRS won't fall for any scams related to their new ACA responsibilities.

Never worked a day in his life.

Posted by: Mallamutt, RINO President for Life at October 22, 2013 02:49 PM (OWjjx) **************** The IRS admitted recently that it had paid out something like $3 billion in EITC to illegal aliens -- and that was just in one tax year. Illegal aliens are also not eligible for food stamps under current federal law -- yet the Obama administration pays out billions of dollars worth of food stamps to illegal aliens every year, and even spends millions of dollars advertising that fact, both here and in Mexico. Wake up.

When I was working in the restaurant industry, none of the illegals filed returns.  You could tell from their withholding forms, I think the lowest I saw claimed was 8.  So they were paying SSI/Medicare but little else.

@176 For that, they bring you a nasty old dead mouse once in a while

----------------

You're forgetting that the fact that mouse is dead means that it can't go nibbling away at everything you have in storage.  No spilled food - or worse.

My parents discovered they had a mouse or rat in one of their garage storage closets when they realized that the bottom corner had been chewed out of one of a 2.5 gallon water jug.  The resulting mess (in addition to the other things that were chewed on) ruined half the stuff in the closet.  After cleaning things out, they left the closet door open and let cat spend some time inside.  The instigator of the whole mess was never seen alive or dead...  but there were no further signs of its handiwork, either.

Usually a good sign, but not always.

There's at least one case in Louisiana where something like that happened and a hold was put on all those refunds.  Turned out to be the mailing address for a bunch of foreign workers from Poland or somewhere else who were all over here working on some project.

How does it work that one cannot qualify to obtain a social security number, then "pretend" to work (under the table), claim part of it so they can commit fraud? I see it every effing day of my life and It frosts me that people are re-electing those selling us down the river over and over again.

188 How does it work that one cannot qualify to obtain a social security number, then "pretend" to work (under the table), claim part of it so they can commit fraud? *************** It's easy. They file tax returns using TIN's (taxpayer identification numbers) instead of S.S. numbers. The IRS will give a TIN to anyone who asks.

OK, a silly question. On the tax form, you have to provide the SSN of each kid. If a filer is creating faux kids, aren't those numbers checked?

196 On the tax form, you have to provide the SSN of each kid. If a filer is creating faux kids, aren't those numbers checked?

Just borrow a couple of kids from your friend/neighbor who has more than 3.  EITC maxes out at 3 so any excess is wasted unless "loaned out" (for a fee of course) to people with less than 3.

You can also fabricate phantom kids with some flimsy fake docs and apply to get SSN's for them

Posted by: Purp[/i][/b][/u][/s] at October 22, 2013 02:38 PM (l5zzX)

197

EIC fraud has been rampant from the inception of the EIC credit. Before that it was "phantom dependent" fraud. When you have community organizers "helping" people to get all they can you will have fraud. Most wage are  honest and hard working . However the scammers  know the system and used it. In the 80s people could  list their dependents in Mexico. A IRS volunteer could not challenge their information. They only advise them that they were responsible for the accuracy of the information. What ever they said was listed. A few years later the IRS required a Mexican ID number. Supposedly that came from a Mexican official,  but before that was mandatory they were allowed to  write "applied for" in the SS block. So the scam went on. Then came the fake W2s to show the maximum earnings to reap the maximum EIC. Oh you may ask how they could use a fake W2?  Well the IRS had no automatic system to verify the W2s the SS no or the employer no. So they requested instant electronic refunds which the IRS sent out without verification, Bingo! This led to tax "consultants" setting up shop in southern AZ. filing the returns collecting the EIC refunds and charging the filers huge fees for instant cash.

Posted by: Bufalobob at October 22, 2013 03:36 PM (r8ENS)

198 It's actually worse than it looks in the post . According to the IRS (http://www.irs.gov/uac/Newsroom/Earned-Income-Tax-Credit-for-2012;-Do-I-Qualify%3F) the average refund was $2200.00 so if we carry that average over to the reported fraudulent numbers we have nearly 6.2 million fraudulent claims . According to the same IRS webpage they paid out a total of 27 million claims . That means that approximately 23% of the claims paid out were bogus .

Posted by: johngalt at October 22, 2013 03:54 PM (XWq6m)

199 To add to the above , even if we give the fraudsters credit for being smarter and pulling in an average near the maximum credit , say $5,000 each that still produces 2.72 million fraudulent cases or just over ten percent . Either scenario is shameful any way you look at it .
