So it's probably not that dangerous but it's the thought that counts.
This story will get some play because the notes tainted with the ricin contained anti-gun-control messages. Obama got a similar one, but it's not confirmed yet that it contained ricin.

Only if you knew it for sure, like as a time traveler who knows the outcome. Otherwise, you simply don't know how other things will affect or thwart the tyrant.
Personally, if I had that time machine, I still wouldn't use it to alter history.. you never know if the alternative is worse than the current timeline's history.

I'm not so sure of this. Every time one of these happens, the news networks pull out their "Ricin assassination!" story from the 80s/90s (whatever).
Then they talk about how "only a few grams can kill!" (but fail to point out that's "Grams of pure ricin" that are inhaled, injested or injected.)
Low Info people may not understand science (and often don't) so the ones that are already tilting crazy may think it's some crazy super poison you can get in your backyard.
