More than 8,000 French households' tax bills topped 100 percent of their income in 2012, according to a French newspaper report.

Citing data from France's finance ministry, the business newspaper Les Echos reported on Friday that in addition to those taxed at over 100 percent last year, almost 12,000 households paid taxes worth more than 75 percent of their 2011 income and that a further 9,910 households were taxed at more than 85 percent of their income.

In some places, yes.  In others they have other ways to do it.  Their two favorite (for old houses) are these:

1) The Snow Job- this is a pure con.  They come in talking about how awesome the HOA would be, and offering to mow your lawn, and all kinds of things.  Once you sign up, you're stuck- for some reason there's never a way to leave the HOA.

2) Inherited Crapfest- this is often a result of the first, but sometimes the person who added the house to the HOA did so knowing full well what evil would be wrought.  But, as I mentioned in #1- once a house is registered in an HOA, it is almost impossible to remove it.  Indeed, a note goes on the real estate listing (when you're ready to sell) that says it must be in an HOA and what the dues are.

75 First off, I would never buy a 120 year old house.  Second I would not buy any house located in a neighborhood that was controlled by a HOA.


Wife saw an ad in the paper for an antebellum house located out in the county.  We went out and looked at it.


Someone had started fixing it up but had stopped before finishing it.  They had completed putting vinyl siding on the house and had put in a heat pump with gas pacs (fed from a propane tank)



They were asking $200K for it.  Told wifey we would be better off buying a lot and having a new house built to spec to look like the old one.  It costs much more to fix up a house that old than it does to build new.  Also, with a multistory house that old it is probably somewhat hazardous as well.

The biggest problem is that there's a good chance that a lot of the studs are not going to be evenly spaced so that can fuck with your insulation.  Oh and if you are planning to redo the floor it can be really unlevel and a bitch to find the proper starting off point.  That was the straw that made my bro-in-law decide to say "fuckit" and have a contractor come in and lay down the floor.  Since they could tear it all up and use laser levels to do it faster.

Y'all keep saying to avoid houses with an HOA, but there don't seem to be any 'round these parts that aren't part of some HOA even if it's minimal.

I consider ours to be mostly neutral.  The indentures pretty much mesh 100% with the city, I can't keep livestock on my quarter acre and I'm not allowed to run a boarding house.  About the only thing they require approval for is a fence.  I've been told as long as you send the plans in they pretty much approve them, they apparently stopped caring years ago.

There were two movements right before I moved in (neither gained vary much steam) the first wanted to just dissolve the indentures (but the neighborhood does have common ground to care for, which is what the $100 year fee covers, and the street lights.) The other was to add a clause that limited the number of rentals in the subdivision (to prevent blight).  Like I said, neither went anyway (and none will, it's nearly impossible to change the indentures.)

A family whose kids I went to HS with wanted to expand their house and the neighbors put the kibosh on it, claiming that the proposed expansion would violate their rules. The family's response was to give the house to the kids, all three of whom were going to LSU, and the kids painted it up in LSU colors. The neighbors pissed and moaned about it but there was nothing in the rules about which colors or how many you could use. There's a similar story involving a former teacher of mine who lived in the garden district of BR whose neighbors started nit-picking him about meeting the neighborhood standards. His response was to take the standards, find the approved colors, and paint his house to be as ugly as possible within the rules set by the neighborhood as a both a "fuck you" to the neighbors as well as a shot across the bow at further attempts to nitpick him.
