— Open Blogger Well, the cat is out of the bag now.
The U.S. Department of Education said 6.8 million federal student loan borrowers are now in default, representing $85 billion in debt. [$85B? The sequester was how big?] And the department's systems for collecting the bad loans are struggling to keep up.So, basically, there's no actual collections actions happening against a billion bucks worth of deadbeat loans because of some "computer glitch".The Department's Office of Inspector General found in December that more than $1.1 billion in defaulted student loans were stuck in a sort of computer limbo.
"The Department is not pursuing collection remedies and borrowers are unable to take steps to remove their loans from default status," wrote Assistant Inspector General for Audit Patrick Howard in the December 13 report, which blames a system installed in 2011 by Xerox that is supposed to transfer defaulted loan accounts from servicing companies to private collection agencies. Those collection firms have considerable power, including the ability to garnish up to 15 percent of a borrower's wages. But none of that can happen until the accounts are transferred.
This looks like a pretty expensive glitch now that its been going on for a couple of years, but I'm sure Xerox is darkening the skies and clogging airports with consultants, TOP MEN, EXPERTS, the freaking PROS FROM DOVER and it'll all be sorted out in a jiffy(*).
(*) In government parlance, a jiffy is roughly about 20 years +/-5yr

Yeah, for all their wonderful uses...computers really have become the greatest cloaking devices for incompetence ever created.
But I'm sure it's going on in other countries too.
Uh...wasn't there something going on back in 2011 about "debt forgiveness for student loans"?
Weren't the Dems and Barky pushing for it?
My sleepy brain can't remember for sure...but it was about the time that the Occupy movement was getting started.
It just strikes me as being...convenient...that a 'faulty' program would prevent debt collection efforts on student loans, during an election cycle, when Barky wanted votes from that demographic group.

I think there's a 15 year period in ObamaCare that forgives remaining debt. If you can string them along for 15 years, you're off the hook

Making doctors ask their patients "how many guns do you have" has nothing to do with healthcare.
So sure, why not something in there to take care of student debt too.

It is freaking COLD here in Palm Beach. WTF? Early spring / global warming? Yea right. Go with that.
We had six months so far this fall/winter/spring where I've had to turn on a heater, if this persists another few days, FL will probably have had its first "7 month" heating season in like since...forever.

In developing software for government, we often run into this twin conundrum:
1. They want it as fully automated and bulletproof as possible.
2. They can't tell us exactly what it needs to do so we can validate that it is working.
Lesson: Computer software can only make a process faster if you know what that process is, pretty exactly, and it can be reduced to programmatic steps.
Otherwise, the rush for centralization is simply devastating weakness.

When the customer (the agency) was partly responsible for testing (as opposed to doing all of this in-house) they were much more reasonable and concise with their requirements. The reason: If they made it vague and overreaching, they had to figure out a way to test that. Good luck.
Too many competitors for software these days are trying to be superman - we'll magically figure out what you want when you don't know, we'll come up with a lightning quick solution, and it will be tested and verified 100% by deploy date, all under schedule deadline and target budget.
To some extent Agile development helps here, but it only works if the people do know what they want, but have trouble making a clear requirements document for it (if they are not technical enough, this is pretty much a certainty.)
We've improved a lot since 1970, but I can't say the same for the customer.

BTW, Xerox is horrific at this stuff. They used to have a Xerox Business Systems division that would come in and try to run your mail operations for you. The only problem was that corporate would never cut them a postage check.
