Well, to be honest, there is no good or legal reason...the 'chain of command' exists - even in the  civilian  Executive branch -  for a reason.  I could only imagine some type of  temporary    Constitutional crisis[i/]   (which is why I referenced that particular movie).

 

On a related,  but side issue...yes, we have  some  idiots in the military and some  politicians  disguised as general officers,    but all-in-all,  you're much more likely to get abused by federal LEOs than an activated Guard or Reserve unit  (units  made up of your conservative neighbors).
