Obamacare Working Great, Except It Still Doesn't Do Any of the Tasks It's Supposed to Do
— Ace

From JWF, the minor improvements in the front end only serve to exacerbate the huge problems on the back end.

Despite the Obama administration’s claim that HealthCare.gov is “vastly improved,” insurance companies are still grappling with error-riddled files fed to them from the flawed website. The lingering glitch could cause major problems weeks down the road, resulting in people thinking they’ve signed up when insurance companies have no record of them doing so.

These so-called “back-end” problems were largely glossed over when federal health officials confidently claimed over the weekend they had met their own goals for improving the website by Dec. 1.

...

Jeff Zients, the official appointed to fix the ObamaCare site since its disastrous Oct. 1 rollout, said it is “night and day from what it was.”

But insurers continue to deal with the same set of problems that have shaken their confidence for weeks in the system they have to rely on to enroll new customers.

“Until the enrollment process is working from end-to-end, many consumers will not be able to enroll in coverage,” Karen Ignagni, president of America’s Health Insurance Plans, said in a statement.

...

“This is not a functioning website yet,” James Capretta, senior fellow with the Ethics and Public Policy Center, told Fox News.

What the insurers are doing is hand-checking and hand-fixing of these mistakes. Which they can do, so long as there are not many forms to fix. But if Obama gets his wish and Obamacare "selections" ramp up, the manual fixing of error-riddled 834's will not be possible. The whole point of automating data is to take the limiting choke-point of slow human hands out of the process.

It's especially a problem for those who hope to have insurance by January 1st -- those kicked off their plans despite Obama's repeated assertions that "if you like your plan, you can keep your plan, period" and that if you have insurance, "you don't have to do anything at all."

Well, those people not only have to fight with a system that still can't enroll people, but they might also have to go without insurance for a few months.

16 I've forgetten the exact quote, but a clip of congressjackass Keith Ellison was shown on FOX news this morning, in which he was talking about Obama's promise the "if you like your quality insurance..."
I guess the Dems and their flunkies in the MSM are thinking that if they repeat the line differently enough times, people will forget what His Majestry actually said.

oh, here's a bit form Newsbusters:

Being a leftist of the Obama ilk, you have to assume that Congressman Keith Ellison thought he was doing President Obama a favor in offering his interpretation of the president's "if you like your plan, you can keep it" line, as well as his subsequent non-apology apology.

But on today's "This Week with George Stephanopoulos," Ellison wound up putting words in the president's mouth that quite literally added insult to injury.  Ellison first falsely claimed that Pres. Obama had said "if you like your decent insurance, your insurance that works, then you can keep it." Obama of course never said any such thing. Moreover, according to Ellison, by his apology Obama meant "if you misunderstood what I was trying to say, I'm sorry."  So the fault lies not with Obama for having blatantly misled the American people. No, it's those ignorant Americans—too dense to dig the real meaning of the great man's words—who are to blame.

17 The only way to solve problems nowadays is to let the stupid people get burned. As it will be in the future, it was at the birth of Man- There are only four things certain since Social Progress began:- That the Dog returns to his Vomit and the Sow returns to her Mire, And the burnt Fool's bandaged finger goes wobbling back to the Fire; And that after this is accomplished, and the brave new world begins When all men are paid for existing and no man must pay for his sins, As surely as Water will wet us, as surely as Fire will burn, The Gods of the Copybook Headings with terror and slaughter return!

62 The hilarious thing is that the front end is the EASY part. And they're declaring victory because the front end is "night and day" better than before. Often what happens in software projects is the production team does a "mock-up" of what the software is going to look like. They put in fake data and let the end users play with it. They demo that mock-up and make sure that people like the flow and the interface and all that. The danger is the people looking at that go back and declare it's "Nearly Finished". But all the real work is yet to be done. So once the mock-up looks right and has all the necessary features, then the business logic and databases and messaging and all that gets put in. That's the bulk of the time and project. So basically they're at the "Our mock-up basically looks right and we're working through the back-end bugs at this point" stage. It's not impressive, at all.

From JWF, the minor improvements in the front end only serve to exacerbate the huge problems on the back end.

THIS.  THis this this.   Making the frontend work sort of okay is only going to make things worse in the backend.  All it means is that MORE people are going to signup through the website, which means MORE data is going to end up in a glitchy, problem-prone backend   that's probably changing in small ways every single day.   That's   not a clusterfuck waiting to happen; that's a clusterfuck underway.

And if you think the fixes they're making to the backend are being done in a slow, considered, deliberate manner, you're a fool.  The time for considered deliberation    was BEFORE October 1st.   It's all CYA now.   What testing is being done is probably bare boned and   done on a shoestring before the "fixes" are patched into production.  Small groups are probably working in silos on their own pieces of the   backend puzzle, without sufficient time or communication to make sure that all those pieces work together as they should.  If there are backend schematics of table relationships and such, they're probably outdated by the end of each    day   and need to be   reproduced each morning.   And all the time the bureaucrats and politicians are hanging over the programmers' shoulders telling them to  hurry up, there's an election coming, and, "Don't you know who I am!?  You'll never work in this town again if you don't fix this YESTERDAY!"

If they couldn't get it done in 42 months, how are they going to get it done with an extra 1-2 months?

My only question is will it be up in time for Jan 1 enrollment for 2015.

Aw, who am I kidding?  The administration will trot out some line that the website is fine, it's the evil insurers that are intentional dorking the policy you selected because ... profit.  If the insurers were smart they would refuse any manual work-around and require the government sites send corrected 834s for everything until they get it right.  (That is, send transactions to cancel every policy and resend good data so all the bad data and missing data gets cleaned up.)  As is it, they're just signing up to be screwed.

===

That's funny.

I've used the term "sub-optimal" for years, and I always tell my co-workers (privately) that when I use the word "sub-optimal", I'm really saying "shitty".  "Sub-optimal" is what you've got when your work product does what its supposed, to, just barely and with minimal acceptable quality.

In this case, IMO the Obamacare website doesn't even rise to the level of "suboptimal" because that implies that it functions, just not well.   Personally, I'd use the term "non-functional" or "unsatisfactory" to describe this. . .though I'm not trying to spin for the Obama administration here.

I know half a dozen doctors near retirement; these are the guys with the most experience and often the best in their respective areas.

Some of these guys are already looking at massive pay cuts from Medicare reimbursement reductions this past year.

To a one, they're all saying stuff like, "If this crap any worse, I'm out", and "It was nice to be in medicine when it was good, but I wouldn't let my kids go to medical school now".

Since there is already a growing shortage of doctors, pushing out ANY into early retirement is only going to make things that much worse in terms of actual care available.

167 Slavery..?

"Wage slavery is the predominate form of oppression today. Workers are forced to sell themselves (actually, their labor power) in order to survive. Instead of being owned, and provided for in some fashion, they are “free” for the remainder of the day. However, economic necessity prevents the overwhelming mass of humanity from being truly free. Survival is linked to becoming a wage slave for another. In most cases, the “other” is a giant corporation.

The system we live in today is called the capitalist mode of production. Past modes include primitive communism, slavery and feudalism. We can project future modes as socialism and advanced communism."

181 Just for giggles go to the ANSI site and look at the record types for medical insurance. You will know just enough about some of the terminology used to think you have a handle on things. You would be wrong. Now imagine that those record types have to moves smoothly and error free from server farms to enormous mainframes. Oh, BTW, servers and mainframes do not use the same language or storage protocols, so that translation has to be done back and forth. Then, you get to deal with the money to pay everybody for everything in the correct legal formats per contractual agreements, etc. The people with actual expertise in this spend hundreds of millions of dollars and countless hours a year to keep all this going smoothly. But, hey, Barky, gives it to a Canadian company with the requirements written on one side of a 3 x 5 in card. Genius, syriasly, you guys, this is rocket surgery in the dark in a diving submarine with a screen door.

It would have been more precise to say that it gives me grim amusement to watch the defenders of this fiasco try to pull this bait-and-switch, as if it's all they have to convince us of, then once the technical problems are fixed: Presto! But I shouldn't be amused, for just the reasons you give. This is messing with a lot of people, and whatever fix is worked out - up to and including repeal - isn't going to undo the damage.

194 Oh, one of the physician groups I know laid off a good number of employees a few months back.  The combination of known Medicare reimbursement cuts and coming but yet unpredictable health insurance cost increases meant they couldn't afford to take chances with any employees whose jobs weren't absolutely essential.

The "silver lining" was that Medicare cuts also meant that the physician group owners fell out of Obamas $250k 39% "Rich American" bracket.   So their marginal tax rates are "only" about 42% factoring in State income taxes as well.

Too bad this wasn't a surgical group, or they could compensate by doing a lot more unnecessary leg amputations.

206 Actually I think this whole clusterfuck speaks volumes about our shitheel in chief -- He is willing to and actually is destroying the mental health and financial well being of millions of Americans because "I want".

People like our Lauren and Neidermeyer, who have really tried to use the new system to get compliant insurance but can't, and are left in a bureaucratic nightmare not of their making. People that have NEVER been uninsured before, and have in fact arranged their entire working lives around making sure they have decent insurance. People that already had to make tradeoffs to afford their insurance, and are now looking at costs thousands above what they were expecting -- Facing car repos, lost homes, ruined credit, no college education fund because it is that or buying this turd product mandated by law.

That is the reality of what he wants; that and the fact that he just doesn't care. Apparently Hope and Change doesn't come with a Care component. It's enough in his mind that he wants it.

216 So, I tried healthcare.gov again today without signing up.  I used the feature that lets you browse plans/premiums and they finally added a "Details" button next to each plan.

In the details (at least for the Blue Cross plan I tested) you can get to a list of providers.  It is very cumbersome and I cannot imagine having to cross-check multiple plans for the providers I wanted, but it did let me finally do this at least.

The problem is, however, that NONE of my providers were on that list.  The largest hospital in my county was not on the list!  So, I would be paying out of network prices for all my doc visits and hospital visits.

And this was for one of the high-end Gold plans!

People are going to go batshit crazy when they find out how bad their selections are in these plans..  Women being forced to go to a new OB/Gyne and not allowed to have their babies in their own hospital?  These are the women the Dems will be counting on believeing the GOP has a "war on women"?  Good luck, libtards!

257 Quick question: How about the +4 on your zip code? Version 005010: In some places (carrier address, billing physician address), mandatory. In most places (patient address, ambulance pick-up location, etc.), not mandatory. CMS: Default to 9998 when unavailable. Yawn, why'd we make it mandatory to begin with?

258 Consumer Reports initially told people to stay away But now they say the site works Would they give this same recommendation if this were a private business? No way

259 “Obviously my most recent concern has been that my website’s not working,” Obama said. “We’re evaluating why it is exactly that I didn’t know soon enough that it wasn’t going to work the way it needed to. But my priority now has been to just make sure that it works.”

It's his website, see, and yet WE are figuring out why he don't know shit.

Oh, the eloquence. The pure poetry of shit for brains.

260 They will make it difficult to get appts. The way I get around it because I live close to my docs is by asking to be put on the cancel list. I usually get a call for an available appt within a day or two. The drawback is that I have to change my underwear daily to be ready to go.

264 The 1/2 billion LOC number seems staggering to me.

Windows Windows 2003 Server ~50M SLOC.

Consider the dev/test effort that went into W/2003S, to produce a product that mostly WORKED, and evolved out of 10+ years of work.

This Obamacare shit, created in 3 years?

Ha, ha, ha!

Fast forward...you then get carriers who refuse to accept a file without a way to contact the member (other than snail mail via the address you did force the enrollee to input). Oops.

This is a favor to the USPS.  I'm sure, somewhere, the law stipulates that snail-mail has to be used.  You know......for security  reasons.

WE'RE evaluating?     Is that the royal "We," Bamster?      Because no one   holds the blame on that but you.

268 That +4 shit is for homos. Wasn't that added for bombmaking residue detection? They rolled it out in Belfast or something. The +4 narrowed the houses down further.

They better be careful.  Oprah learned the hard way that when you go all in for Obama, you'd better be prepared to lose half your audience.  And supporting the disastrous Obamacare should have even worse repercussions.  There goes Consumer Reports reputation, swirling around the drain.
