...one of facial recognition systems' key weaknesses is that they have a hard time detecting - let alone recognizing - a face if it is not looking towards the camera, according to Dr Kilpatrick. "Absolutely the easiest thing you can do is look down at your feet," he concluded. "That won't attract much attention, but because surveillance cameras are generally mounted high up or at least at eye level, it will defeat pretty much any recognition systemThe article spends two pages telling you how disguises and such are pretty worthless against the almighty facial reco software, but saves this nugget for the last paragraph. All those thousands of cameras around London? Decorations.

It may also be a continuation of the habit formed by those in a restricted environment.
Looking down is one way to give others more space.
I would think that those who are selected for that duty would have strong habits that automatically give others more space in enclosed spaces.
Like prison and seagoing vessels, long periods of time without outside contact can be stressful. Your private space is constantly being invaded and there is no where to go for very long for relief.
It's what is part of the cause of what' called cabin fever. People experience this when forced for long periods of time to a particular area, are limited or restricted from leaving that area at will and must also occupy the area with the same people.
It can lead to violence and psychological breakdown.
Those who live/work on subs and be stable must use any and all means to afford their shipmates with as much psychological space as possible.
I would assume the stress is even more intense when you are restricted in this way and are in a heightened state of alertness due to the mission of SSSBN's.

If the states keep up their resistance, that might help keep it at bay until it can be repealed. And, IMHO, it should be repealed.

With a few years of ass raping premium hikes under their belt, even today's supporters are gonna start to soften when their care gets worse and they're paying more for it.
People notice shit like being forced to buy a 5yo used car rather than a new one because their paycheck is that much less.

This is an area that is sadly lacking in Star Wars, imho.
