Paul Krugman, The Wonk Gap, and The Eternal Church of the All-Seeing State
— Ace

A few days ago, Kevin Glass wrote a story about the alleged "Wonk Gap" at Meatball Central, aka The Federalist.

His basic observation is this: The Progressive Left likes to flatter itself as a Party of Experts, making rational, scientific decisions about policy without regard to politics or tribal loyalty.

As a hack at the Washington Monthly put it:

[T]he left has an equally lopsided advantage when it comes to a different type of pundit: wonks. The leftÂ’s wonk bench is both wide and deep. These folks are ideologically inclined, certainly, but are also dedicated to study, empirical analysis, and informed debate. They argue mostly through evidence-based reasoning, sometimes shot through with a bit of sarcasm or anger, but theyÂ’re uncomfortable with abject partisanship.

This is directly contrasted with the Unreasoning Right, a group which has precious few "wonks," low collective expertise, and, to fill in the significant gaps of their knowledge, examines every policy question through the prism of ideology.

Here's the problem: None of that is true. Because the Left's Wonks have an embarrassing tendency to completely ignore all of their previously stated Expert Opinion the moment a political actor, Barack Obama, tells them that the Left's political interests will be served by doing so.

What good is being a "wonk" if you're going to say "F*** You, Science" the moment the Democratic Party needs you to?

Ever since President Obama endorsed a federal minimum wage hike in his State of the Union speech, progressives have lined up in lockstep support. Economists, bloggers, tv hosts all have come out saying that a minimum wage hike is clearly the right move. YouÂ’d be forgiven if you thought that itÂ’s been a very short while since the very existence of a minimum wage was considered controversial.

In the late 1980s, the New York Times advocated for an abolition of the minimum wage. With 25 more years of research, much of it showing that the minimum wage is an inefficient distortion of labor markets, the New York Times reversed position and advocated for a minimum wage hike to historic highs.

...

Even the TimesÂ’ progressive-and-proud columnist Paul Krugman has earlier had wise things to say about the minimum wage. In 1998, Krugman wrote:

So what are the effects of increasing minimum wages? Any Econ 101 student can tell you the answer: The higher wage reduces the quantity of labor demanded, and hence leads to unemployment. This theoretical prediction has, however, been hard to confirm with actual data. Indeed, much-cited studies by two well-regarded labor economists, David Card and Alan Krueger, find that where there have been more or less controlled experiments, for example when New Jersey raised minimum wages but Pennsylvania did not, the effects of the increase on employment have been negligible or even positive. Exactly what to make of this result is a source of great dispute. Card and Krueger offered some complex theoretical rationales, but most of their colleagues are unconvinced; the centrist view is probably that minimum wages “do,” in fact, reduce employment, but that the effects are small and swamped by other forces.

What is remarkable, however, is how this rather iffy result has been seized upon by some liberals as a rationale for making large minimum wage increases a core component of the liberal agenda–for arguing that living wages “can play an important role in reversing the 25-year decline in wages experienced by most working people in America” (as this book’s back cover has it). Clearly these advocates very much want to believe that the price of labor–unlike that of gasoline, or Manhattan apartments–can be set based on considerations of justice, not supply and demand, without unpleasant side effects. This will to believe is obvious in this book: The authors not only take the Card-Krueger results as gospel, but advance a number of other arguments that just do not hold up under examination.

...

This earlier version of Paul Krugman had the right idea, writing that what a large minimum wage hike “is really about is not living standards, or even economics, but morality.”

The New York TimesÂ’ view has changed. Paul KrugmanÂ’s view has changed. Jason Briggeman of George Mason University took a dive into why these elite progressives have changed their opinions on the minimum wage. None of the possible reasons speaks well to the elite progressivesÂ’ thinking.

Yes, the sudden reversal on the minimum wage by left-wing academics is so abrupt and startling that other academics are writing papers to try to explain the volte face.

...

The intertwining of the left-wing intelligentsia with the Democratic Party has compromised the ability of many of these writers to actually think critically....

The result of this bandwagon-circling around the inherent rightness of progressivism is a rejection of the traits that they’ve associated with “being a wonk.” [W]hen the leader of the Democratic Party takes a side on an issue that the wonks may feel conflicted about, they tend to fall in line. When the progressive wonkocracy is a key leg of the Democratic Party, though, they’ll discard dispassionate analysis for partisan hackery.

Scott Linciome also discovers other "experts" now claiming to be surprised by the perfectly obvious -- that insurance companies, whose products are now mandated to be purchased, should be set to reap record profits.

And Krugman, meanwhile, continues to discover that all of his previous expertise on matters economic has now been rendered moot by the new discoveries made in the field-- discoveries announced by non-economist Barack Obama in political speeches.

"Here's the world as many Republicans see it: Unemployment insurance, which generally pays eligible workers between 40 and 50 percent of their previous pay, reduces the incentive to search for a new job. As a result, the story goes, workers stay unemployed longer."--former Enron adviser Paul Krugman, New York Times, Dec. 9

"Public policy designed to help workers who lose their jobs can lead to structural unemployment as an unintended side effect. . . . In other countries, particularly in Europe, benefits are more generous and last longer. The drawback to this generosity is that it reduces a worker's incentive to quickly find a new job. Generous unemployment benefits in some European countries are widely believed to be one of the main causes of 'Eurosclerosis,' the persistent high unemployment that affects a number of European countries."--"Macroeconomics" by Paul Krugman and Robin Wells, second edition, 2009

I should confess that Krugman does not explicitly endorse the "wide belief" that unemployment benefits cause longer-term unemployment in that quote. Nevertheless, just as he admitted the "centrist" view on the minimum wage is that it reduces employment by a small amount, here he confesses the "wide belief" of economists that longer-term and more generous unemployment benefits lead to, well, a more generous and longer-term spell of unemployment.

That belief is texbook-- literally. Krugman wrote about it in a macroeconomics textbook.

And yet, when he is in his firebreathing partisan loyalist mode -- a mode he has scarcely departed from lately -- he will instruct you that only stupid Republicans and non-wonks could possibly believe these silly little nostrums, and that no self-respecting Wonk could possibly credit them as true.

10 Minimum wage stupidity is, literally, Econ 101. And yet we can't even push back on that. High minimum wages cause unemployment among low-skill workers. All of Europe has huge problems with high structural unemployment due to market distortions like this. And the once you price a large swath of the public out of any possible job, you have to expand the welfare state so they don't die. The ever larger welfare state then further increases unemployment.

The Right similarly has experts, think tanks, studies and the like.  The big difference is that a "study" conducted by a leftist college professor or "non-partisan" Dem front group gets cited as legitimate in the MSM.

Any similar study from a right-leaning group gets treated as partisan astroturf not to be taken seriously.

Papa Johns already has a WYSIWYG editor for pizza, it's not like McD's couldn't do the same thing. McDonalds already has their fry batches so measured that they just dump whole bags of frozen fries into a hopper, then just turn the dial to get exactly the right number of fries in the basket. It's not that far off, technologically speaking, and if labor is that expensive anyway, why not have labor that will never call in sick, never have to take breaks, etc?

Absolutely.  If I'm running a franchise, what are my choices?

Raise prices?  Then I run the risk that fewer people will buy my food.

Shrink portions?  Unless people are really hooked on my food, then I run the risk they'll go somewhere else for the portion I used to sell.

Automate?  OK, that's a big upfront expenditure - but I won't have to deal with unreasonable employees and I should be able to make my investment back within a year or so.

McDs hires some of  the same teenagers  from the same pool, but the operation itself requires them to behave like human beings, and treat customers well.  It shows up in, not only customer service, but quality of product delivered.

It is not an accident that McDs outsells their competitors by zillions of dollars.  And it has  almost nothing to do with the taste or  price of the food.

75 >>Why do liberals hate hard working Americans who do hard manual labor for marginally more than minimum wage? The UPS loader making 10/hour? His buying power takes a huge hit by a minimum wage increase. Why do liberals hate him? Very nice. I would take it one step further. The reason so many people are working in low wage jobs is because our economy is burdened by so many liberal policies. From the liberal take over of our school system in the 60's with the result that we have some of the dumbest, most unprepared kids coming into the workplace to crushing regulations that have been crushing our industries and either hampering wage growth or sending jobs overseas, it is liberal policies that have been harming the American worker and keeping wages low. Why do liberals hate workers?

77 I would tackle it slightly differently You're not actually tackling it differently at all, except that you're giving them an "out." See, people should be Doctors out of the goodness of their hearts. So when you ask that question, of course they'll say, "Well I would choose to be a Doctor, so I could help people! The money doesn't matter to me!" If you make them choose between two "low" professions- fast-food worker or plumber- then there is no "moral imperative" to choose one or the other. Remember, Liberals (claim to) believe that You Owe Society if you're capable of being a doctor, or a lawyer, or whatever. Therefore OF COURSE you should take on all that debt even though you wouldn't be making any more money.

81 All of you folks talking about the impact on fry cooks and employment for a $15  min wage are missing one important point.  The so-called strikers or not fast food workers demanding higher wages at all.  They are paid rent-a-mobs from the unions trying to unionize these places and then get a min wage increase.

A min wage increase gives them an automatic wage increase because somebody was too stupid to tell them to piss off in contract negotiations. And from what I understand most of the unions that have this kind of contract are gov worker unions.

The gov doesn't worry about "negotiating" because up until now they just raised taxes every time. Its not their money.

90 Megyn is clearly smart. And probably smart enough to realize that arguing public policy on Leno isn't smart for her career. The point of PR on Leno is, usually, to "humanize" and do soft focus and playful banter and just be as "likable" as possible. She's not an activists. She wants people to watch her TV show. Going on Leno is a way to try and attract new viewers who currently don't watch her, try to get them to sample the product. So she wants to appear inviting and friendly. It's understandable. She's a smart lady, she wouldn't do something like Leno without a strategy for what she hoped to accomplish. And clearly one of those strategies was to insists that she is not a partisan, ideological right-winger.

It should be noted the difference between corporate owned McDs restaurants and franchises are often the difference between night and day.

Corporate stores are shite.  Franchises, where the owner does everything except dress up as Ronald tend to  be much more customer friendly, much more likely to provide quality service, and give you your food in the manner you would  expect from an operation that cares about pleasing customers (which doesn't mean it'll be good, this is McDonalds we're talking about).

Not always the case, of course, but  that's the general nature of it.

159 If you make them choose between two "low" professions- fast-food worker or plumber- then there is no "moral imperative" to choose one or the other. Except i think that the moral imperative is key to the kind of "dilemma" you're trying to force. As you said, both are considered "low" professions, and therefore only important in that meaningless "hero of the little guy" way to many on the left. Your question seems to boil down basically to "would you like more money, or less?" A great question when the greed canard comes up (greed is a real problem, of course, but it is not often the actual problem of greed that comes up in these discussions). I think to demonstrate the problem with income inequality objection, though, you have to invoke a profession with a higher barrier to entry and a more visibly "important" impact on the world. And if they want to claim that i must become a doctor if i have the capacity, there's still a simple response: "great! I can't afford it, so why don't you pay all my tuition and living expenses so i can become a doctor? After all, i have to, and that means you have a duty to help me fulfill my duty to the world!"

162 This is yet another area where the totalitarian impulse strikes the left. "We are the only ones who honor science and truth; we are the reality based community." It's what Reid and especially Obama do - reject that your opponents have a good-faith disagreement. That removes the need to provide any evidence or counter-argument. It's of the same stripe as the "conservative are evil argument." We are right because we are good. That provides ample basis to trample the rights of your opponents. "Shut up," they explained. Our side really doesn't do a good job of exploiting this obvious weakness. When the left doesn't have an argument, they shout "racist" or "anti-science." "I'm not racist" really isn't a good comeback. The other day, Quin Hilyer had a piece on NRO about the left's misuse of the race card. He destroyed (IMHO) his own argument by spending the first page documenting that he wasn't a racist. We shouldn't fall into that trap. When people are discussing public policy, each side must assume the good faith of their opponent unless there is evidence that they aren't acting in good faith. Hilyer's argument seeks to establish that he is acting in good faith (i.e. not a racist). The implication is that the left's cries of rampant right-wing racism are accurate, and therefore our side needs to establish its bona-fides before weighing in. It must be something in the way conservatives learn to argue generally. We almost always adopt the premise of the question/argument we are hit with and then respond to it. Newt (for all his numerous flaws) is one of the few who regularly avoids this trap. When the latest MSNBC clone comes out with "golf" is racist or "obamacare" is racist, any conservative in sight should be ridiculing the host mercilessly, not weakly arguing "no, it's not racist."

Krugman ----The higher wage reduces the quantity of labor demanded, and hence leads to unemployment. This theoretical prediction has, however, been hard to confirm with actual data......

I'm no  Nobel Prize recepient but wouldn't  the opposite not be so hard to confirm?  That raising the minimum wage does not increase employment?   And if that is proven then the best case scenario is that it is neutral  and that neutrality is easily lost relative to the increases of the wages.   Also I am sure that the  advocates for the minimum wage did not take in consideration in their studies that it may stay neutral on existing jobs because it is offset by less profit  but that no new jobs are created based on the loss of capitalization money to these higher wages.

"Income inequality" just means that different professions get paid differently. It means, at bottom, that a part-time fast-food worker is not WORTH what a full-time plumber is worth. If you're going to tilt against the windmill of "income inequality" then the real animal you'll slay (if you succeed) is the economic driver which causes people to say, "Yeah, I'd like to be a plumber" or even, "Yeah, I'd like to be a doctor."

192 Raising the minimum wage doesn't do anything at all in the long run except create inflation. Today: Burger flipper: $7.25 Job X: $15/hr Tomorrow, the flipper gets $15, what happens to the job that pays $15? It goes to $31. And the job that used to pay $50 goes to $100 and so on. Someone with skills to get twice the minimum wage today will still get twice the minimum wage tomorrow. Someone with the skills to get 4X min wage today, will get 4X that tomorrow. So everyone moves up the line. Which makes prices for goods and services more expensive. And in the end, the guy making $7.25 today can still afford the same amount of "stuff" making $15 an hour.

Just the act of taxation reduces the given velocity of a dollar by exactly "one".

220 You can't artificially make someone earn more money when their skills don't dictate an increase in earnings. Which brings us to the theory of "money." Specifically, that "money" is an abstraction of "value" and therefore only loosely coupled with "currency." That is, the value of a fry-guy doesn't change, no matter how much you pay him. So if you insist on calling that value "$10/hr" then all the other "values" in the economy (from other jobs, to light bulbs, to cars) will adjust.

234 Despotism is ultimately about yielding to a philosophical viewpoint over all else. It ignores facts, experience and  highly predictable outcomes under the name of adherence buttressed by unachievable utopian ideals. It proliferates through the most dastardly means including lies, misdirection, misinformation, propaganda, authoritarianism, subjugation and force of violence. Sound familiar?

The good news is that this type of philosophical despotism is not sustainable or existential. It will eventually collapse under the obvious, disastrous lack of achievement and the tremendous pain it produces. No population stays ignorant or subjugated forever. That is proven by history and it is not about to change. Ultimately, it will finally consume and demolish the liberal- progressive philosophy under the weight of its own self-evident fallacy.

If you hear someone talking about his IQ, for example, it's a good bet that he falls into this category. The genuinely top-tier smart people are too busy doing actual things to waste time worrying about something so meaningless as how smart they are. 300 298 When your coblog DrewM denounces even tax credits for families as nefarious govt favoritism Well, it is nefarious. The road to hell is paved with good intentions, which is pretty much all the progressives have. Allowing the government to conduct social engineering leads to all sorts of unintended consequences. And it gives the enforcement agent all sorts of powers to game things for favored sectors, and against unfavored sectors. Should the government - federal, state, or local - be picking life's winners and losers?
