Report: Paul Ryan Ready To Cut A Budget Deal That Breaks The Sequester
— DrewM

Surely you're not surprised that the GOP really isn't committed to cutting spending are your? If so, I've got a bridge to sell you so leave your email address in the comments.

With lawmakers due back in town Tuesday, aides said [House Budget Committee Chairman Paul] Ryan and [Senate Budget Committee Chairwoman] Murray are likely to bypass the committee and take the deal, if finalized, straight to the full House and Senate. Congressional leaders hope to finish work quickly and leave town for the holidays as soon as Friday.

Senior aides familiar with the talks say the emerging agreement aims to partially repeal the sequester and raise agency spending to roughly $1.015 trillion in fiscal 2014 and 2015. That would bring agency budgets up to the target already in place for fiscal 2016. To cover the cost, Ryan and Murray are haggling over roughly $65 billion in alternative policies, including cuts to federal worker pensions and higher security fees for the nationÂ’s airline passengers.

Republican leaders are also seeking additional savings to knock a small dent in deficits projected to exceed $6 trillion over the next decade. But the deal would do nothing to trim the debt, which is now larger, as a percentage of the economy, than at any point in U.S. history except during World War II.

It became clear months ago when the House only passed appropriation bills that increased spending and not the ones that actually cut spending that the fix was in.

And don't buy the nonsense about fees (aka "taxes") or higher pension contributions offsetting some of the spending. First, like almost all stopgap gimmicks they are...gimmicks. Second, in the case of higher pension contributions, that should happen even with the sequester in place to reduce costs, not to offset new ones.

The biggest problem with the "off-set" flimflam is that even if it helps offset hiking the budget and the debt, it does nothing to shrink the size and scope of government. I've said it before and I still mean it, I'd rather a federal budget that takes up 17-18% of GDP and was out of balanced than a budget that consumes 24% and is balanced. Size and scope of government matter more than perfectly balancing the books.

Oh and when Team GOP types say, "well, we told you this would happen because you pushed the shutdown" ask them what in the world prevented the House from passing a "clean CR" that kept the sequester intact? If they answer anything other than "Um, nothing", they are lying.

Keep this betrayal in mind (and it will be a betrayal because you can bet Boehner's going to need Democrats to make this work) when Team GOP says "stop primarying Republicans and focus on Democrats!".

Until Republicans stop kicking conservatives in the shins, I'm all for conservatives kicking Republicans in the balls.

But hey, cheer up! Sure the GOP is going to sell you out on spending but they'll give you amnesty later in the year as a makeup present.

Feel better?

30 I still fail to see how this pension thing is going to work in any case. From what I'm hearing Employee contributions (at least for people who also Pay FICA) will go from 0.8% to 1.2% If my math is even close to accurate, that still leaves the government on the hook for...(math math math) Let's put it this way, nearly double digit percentage contributions. Granted, I'm just doing back of the napkin math here. But assuming you're looking at 10% total contribution levels to be solvent (and that's under shooting it by a long shot.) The government's share just went from 9.2% to 8.8%. Hardly enough to save significant money. Hell it's almost a statistical blip. Even if you assume the pension is underfunded at IL levels, and the total contribution is only 5%, the government share just went from 4.2% to 3.8%, hardly meaningful.... So....uhh...WTF?

This is how the regular budget process is supposed to work, folks.  The House passed a budget and the Senate passed a budget.  Not surprisingly there was a big difference in spending levels between the two.  They were going to have to meet somewhere in between.

Republicans never much liked the sequester, especially with all the defense cuts.

But by all means, go ahead and keep thinking there can be more budget cuts and debt reduction with a Democratic Senate and President.  It's all the fault of the GOP betraying conservatives.  Or not fighting hard enough.  Or something.

Posted by: rockmom at December 09, 2013 06:47 AM (aBlZ1)

58 Not to worry, we can fix this by growing our way out of debt. All we have to do is hire more Federal Government administrators for this marvelous new Health Care Initiative Congress has written and the Obama administration is so successfully implementing.

As unemployment is reduced by this increase in Government hiring, the economy will pick up steam, and prosperity will return. Once everyone works for the Federal government, making above average wages, with good benefits stable economic growth will solve many of the problems we now face.

We just need to execute our new five year plan to stabilize the economy, create jobs, reduce unemployment, reduce government waste and fraud, and preserve peace in the Middle East. We are well on our way to economic prosperity. Now is not the time for drastic measures that will only upset our magnificent five year plan for economic prosperity.

The sequester, while not exactly all sunshine and lollipops for our side, helped expose Barry and the Dems as a bunch of fucking ninnies who doomed-and-gloomed what it would mean for the country for it to go into effect. None of their wild rantings came to pass. Unless we get something positive out of negotiations with the Senate, I see no reason to undo the sequester.

A few nights ago Rory's Roger iron's rusted, so he's gone to the local battle-cruiser to catch the end of his footer. Nobody is watching the custard so he turns the channel over. A fat man's north opens and he wanders over and turns the Liza over. 'Now fuck off and watch it somewhere else.' Rory knows claret is imminent, but he doesn't want to miss the end of the game; so, calm as a coma, he stands and picks up a fire extinguisher and he walks straight past the jam rolls who are ready for action, then he plonks it outside the entrance. He then orders an Aristotle of the most ping pong tiddly in the nuclear sub and switches back to his footer. 'That's fucking it,' says the guy. 'That's fucking what' says Rory. Rory gobs out a mouthful of booze covering fatty; he then flicks a flaming match into his bird's nest and the man's lit up like a leaky gas pipe. Rory, unfazed, turned back to his game. His team's won too. Four-nil. Translation- His TV broke, he went down to the pub to finish watching his game, and a guy got pissed at him for doing so. His response was to get a fire extinguisher, put it in the street, and order the most alcoholic drink in the place. When the guy stepped up to him again, he spit the drink on him, lit a match, and went back to watching his game.

It's one thing to say, "I can only stop bad things from happening" and quite another to say, "I will now actively work against you". The GOP is doing the latter if you care about debt.

And, get this, they'll be right. The point of the last one was to delay Obamacare because we were sure it would be a disaster. It was a disaster. But it's out of the bag. So while it can't be used again, at this point we look kinda prescient; 'hey, maybe those Republicans knew what they were talking about with that shutdown nonsense.'

The fact is, we control too little of the government to set the budget and fighting over it would be counterproductive. In general, the best approach is to make as little fuss as possible and thereby refuse to give the Democrats the legitimate distraction that they desperately, desperately want. And the budget isn't worth it. After $16 trillion, what's another $900 billion?

Posted by: lowandslow at December 09, 2013 10:46 AM (7Nq2G)

Let me approach this in as reasonable a tone as I can:

The first question to ask is, why don't they care?  Are they pig-ignorant, hopeless Pollyannas or convinced their can-kicking will last their lifetimes?  IMO, they don't care because they are physically and economically isolated from any collapse that will happen.

Let's take Nancy Pelousi as an example.  Oh, sure, we can talk about primarying her withered, skanky ass, but it won't happen.  She won't be attacked from the left and an attack from the right is as likely as not to be sabotaged by the Establishment.  She knows her political office is hers until she decides to give it up.  So she fears no political blowback.

She also knows that, despite frothing here, on other boards, at Tea Party gatherings and at the local pub, the right will never physically threaten her.  They won't picket her house, they won't cyberstalk her, they won't try storming her office.  She fears no physical blowback.

And, at last, she has her bottomless Fed salary and pensions, as well as the money accumulated by her sleazy crook of a husband.  She can afford armed guards, gated communities or even militarily-escorted flights out of danger should a "collapse" happen to pig her radar.  She fears no economic blowback.

Now, multiply her by all the other tax-fatted, worthless homunculi squatting on Capitol Hill, daring to stand up on their hind legs atop their feculent mound of power and lecturing us to sit down and shut up.  None of them have any reason to fear the collapse because they will be able to escape it.

Prove me wrong.  I sincerely doubt you can.

Any and all questions, no matter the subject, should be answered with 'Obamacare'. But no, the leadership is dead set on giving their voting base the middle finger, desperately trying to drive them away.

Obamas one big accomplishment was to decouple the budget from any form of restraint or reality, i.e.. trillions, trillions went to his cronies and instead of raising taxes he robbed your children and grandchildren, etc to do it. Now, the Reps want their turn at unfettered gravy slurping to give to their cronies. That's all this is. Nothing more. Should be simple right?  But NO!  Amazon Payments is only saying 'having problems with Instant Verify' and no sign at all of how to enter the deposit amounts.  There is not even a search window. and Help is worthless.

Posted by: Roy

This is also what I find maddening.  I don't really believe this, but it's almost like he's a plant for the Left.

It's like the one entitlement he wants to go after is far and away the most popular that everyone knows is NEVER going to be cut by a Democrat President and Senate.

I really couldn't think of a bigger gift to Democrats than when Ryan decided that was going to be the crusade for the newly minted Republican House.

And what happens when we get something that approaches real cuts in our government?  He can't wait to cut a deal to restore them.

And enough with the military bullshit from the Super Hawks, the military wastes money just like every other government agency.  We're not going to be conquered because the Pentagon can't get a shiny new trillion dollar jet fighter.

Meaning that seventy percent will break for the Democrats. So, even though we're losing seventy percent to thirty, don't worry: We'll make it up in volume! Here's another thing to consider - he's somebody's staffer. This fucking simpleton is actually making policy. Sleep tight.

226 "It's truly amazing how the big GOP 'stars' like Christie, Ryan and Rubio have become complete and utter FAILs." There were murmurings about Rubio when he ran, but Crist had already climbed into bed with the Dems. He truly was a RINO at that point, but that's not to say that Rubio shouldn't be primaried. It looks like he will run for POTUS in 2016, though. He and Christie and Ryan and Jon Huntsman can all split the establishment vote and let the best conservative win.

Posted by: Tattoo De Plane at December 09, 2013 07:37 AM (Y92Nd)

227 Let's assume for a minute that the premise "this is the way things work" is right, and that the GOP has to be pragmatic and yet again, pick a different battle.

After this passes, the Dems will be grinning and backslapping for their first budget that made it past the House in 5 years. Make no mistake, this was their lowball figure - it is a win for them.

Who is going to be there grinning with them, and celebrating bipartisanship?

Here's a pro tip: if you have to do something for expediency, explain that.  Then explain your plan for changing things down the road.  And make it a plan with teeth.  Build in some expediency.  Help people understand that.

But you never hear them say they are voting under protest. All they do is grin along with the rest, while lapping up Dem ball sweat.

If you're giving them everything but a few half-pennies on the dollar, YOU LOST.

276 Ok, Drew, let's review the situation, shall we?

The "TEA Party caucus" / "cut the size of government caucus" decided, and the exhortation of people like you, that we had to have a "fight" over ObamaCare, even though every single individual with a functioning brain knew that we'd lose the fight.  The rest of the Republican Party went along with them.

What happened?

We lost the fight, real conservative Ken Cuccinelli lost the VA Gov race to Terry McCauliff (sp?), RINO Chris Christi won his Gov race in a blow out, and the Republican brand was seriously hammered with the American people.  (Yes, it recovered, or at least the Democrats got hammered more, because of the ObamaCare rollout.  You know, the thing you strategic geniuses were fighting so hard to prevent.  Just think where it would be if we had NOT spend the first half of October fighting to no victory!)

Now, having destroyed all your capital with the rest of the Republican Party, you profess to be shocked with they ignore you, and the rest of us?  Really?

277 Here's a little tit-bit I picked up from trolling the web, h/t Stuart Schneiderman.  It really speaks to me, for a number of reasons:     I would add another point about the psychosocial side of depression and suicide.
People who have purposeful lives, who live in community, who fulfill their social duties and obligations are less likely to commit suicide. But, it is also true that people need to belong to a moral community, a community that has accomplished good and even great things, a community that has garnered more than its fair share of successes.
There is, in other words, no great virtue in constantly talking down America, in constantly complaining about it, in failing to emphasize what is good and even great about the country. Making people feel that their nation is an organized criminal conspiracy, that it has exploited people, places and things is not going to make them want to live happy and productive lives.
Talking America down is likely to produce, not to cure depression. Once a depressive state of mind finds a rule that requires people to express their feelings fully and to act spontaneously, you have a formula for suicide.

OK.  I know that it is not your main point but in reality nobody knows who won the popular vote in 2000.  The count for the popular vote was within a few thousand when Gray Davis, Democrat Governor of California, ordered a recount of all ballots.

The way it works is that is that after election day if the election is not close enough for the number of absentee ballots and provisional ballots to make a difference, they are simply thrown away and not counted.  Even though Al Gore won overwhelmingly in California, Gray Davis ordered all the ballots to be counted which added three million popular votes to the Al Gore total without affecting any election results.  Republican governors like Rick Perry in Texas could have ordered similar recounts which would have spent additional money but not have changed the election results but they chose not to spend the money needlessly.  What those recounts would have done, though, is that they would have boosted the popular vote totals for George W.Bush.  Would the popular vote total for Bush have exceeded the total for Al Gore?  Nobody knows and with the ballots destroyed nobody will ever know.

That is how the Democrats created the meme that Al Gore won the popular vote in 2000 and now it is part of the conventional wisdom.

Two possible reasons:

Al Gore won the popular vote by about 500k votes.  To say if they did more digging, Bush would have made up that margin is not realistic.  Most provisional type ballots tend to go overwhelmingly for Democrats anyway.

Personally, I blame the media that basically called the race early, had that not happened, I think Bush would have won the popular vote and Al Gore would not have had the wind in his sails to litigate like he did in Florida.

310 If the people whom the base votes into office to represent their values and interests consistently lie to and betray the base, or end up co-opted or compromised once they're in office, there's no point in voting for their kind again and again and again. Over time the base realizes that every Moses who arises to lead them out of Egypt instead leads them back to Egypt and bows to Pharaoh while whispering, "Don't worry, NEXT time..."

Reportedly, even more presumed conservatives (Mormons and Catholics) voted for Obama his SECOND time around than did his first. I heard that in the days after the last election and have not heard it refuted as false.

So if you can no longer have a chance of winning the game, why play? One way or the other, you're beaten.

I warned people that if  the Republicans nominated and most conservatives voted for Romney, he of Romneycare, that the Republican establishment would take that to mean that there is no vow they can't break to the Republican electorate that will cost them.

Until we replace the establishment, or at least have them in terror that they will lose their jobs, for stabbing us in the back they will continue to do so.

Every incentive in DC points them to talking as conservatives and governing as liberals, and as such this is exactly what we see...

When Clinton was impeached for lying not sex did that work out good or bad for us? We would have lost that battle in spectacular fashion just as we lose most. This is why some of us RINOs were always in favor of letting Obamacare take its course and hurt the very idiots who wanted it so badly. The IRS hasn't hurt Obama. Neither did F&F. Not Black Panthers suppressing voters. Nothing has but this and its because people largely are 1) stupid and 2) don't give a crap unless it affects them personally and immediately. Most people don't give a crap about illegals cause they don't understand how they hurt them personally. Yes, of course establishment Republicans were given control of all of the elected branches of the government in 2004 and they gave us...a new entitlement program.

The core problem America faces right now is that we have two liberal parties. One of them has some conservatives in it...but the system is designed to keep them trapped in a position where they cannot change anything, and many will eventually be corrupted by the graft that dominates DC.

This should be part of a *much* larger initiative, but it works here too. Break the budget apart.

Long before they need to be pass the bills for the spending you want, don't say jack shit about the rest - adjourn the session. Make sure the bills are completely unobjectionable.

Complain on TV Obama won't fund the VA or the Treasury Dept or whatever.

If Obama/Reid don't pass the spending bills ask them why not. Never change the topic to anything else....If he doesn't pass the budgets call him out for closing down the government. If he does pass them then we go to the next step.

When the time comes to say...fund the White House, demand he enforce the law. If he doesn't go home.

That's a long-standing American feature. Americans loved foreign armament contracts in 1939 and 40, but strongly opposed military involvement overseas until Pearl Harbor. The typical American's attitude towards government is leave me alone and yes, I'll take seconds of those government goodies. This administration kept pushing hard on the first part, and suddenly the second part perks are becoming irrelevant.

381 I don't know that we have a choice about LIB because I think it's going to happen regardless. But I don't think a crash will lead to some restoration or golden age. Danger and crises are perfect opportunities for those in authority to justify even more power for themselves to "fix the problem." And you don't get to that point in the first place without a credulous populace. They "let it burn" in Russia in 1917 and things only got worse.

385 _____________________________________

I just want to point out that it always has been and always will be utter folly to believe that we will ever limit the size and scope of the federal government by electing politicians to wield power in the federal government.

You see: NO MATTER WHO GETS ELECTED INTO POWER, THEY WILL ALWAYS BE INTEGRAL PARTS OF THE FEDERAL GOVERNMENT.

Politicians running for elected office at the federal level are - get this - seeking _power_ at the federal level.

It is inherently contradictory to the point of foolishness to believe that the very kinds of people who seek power at the federal level will (upon obtaining that power) turn around and diminish the very power they sought to obtain.
IT WILL NEVER EVER HAPPEN.

It is a prepubescent wet dream that conservatives must get over in order to realize a paradigm shift in the game they are (supposed to be) playing.
The federal-election-cycles-game to truly limit the power of the federal government can never be won.

Yes, we can win an election cycle here and again. - But none of these wins nor any series of wins will EVER cause federal politicians to stop growing the government. It has never happened.

Even under my second favorite president of all time, Ronald Reagan, the federal government expanded.
Even under the Republican revolution of the 90's led by Gingrich and others: despite balancing the federal budget the federal government still expanded.
(And, incidentally, the fiscal trajectory of Social Security still continued to slide in the wrong direction while Medicaid and Medicare continued to run deficits. - Those budgets were "fixed" through temporary _discretionary_ spending cuts. Not through real structural changes.)
The likes of the great Ted Cruz will always be the RAREST of exceptions in elected politicians. (Duh!)

And we would need a minimum of forty Ted Cruzs in the US Senate alone in order to have a shot at doing what has never been done: actually _reversing_ the size and scope of the federal government.

You and your Republican liars are the ones who screwed it up. Nothing forced a cave after three weeks. Nothing. It was pure choice that nobody forced you into. The "children" are the ones blaming everybody else for their choices. And now you're going to blame us for ruining the brand? The brand is slime, Greg. It stands for blank-check authority to make whatever bad deal the polls suggest is immediately useful. If that means you fund abortion, raise taxes, hike spending and finance the dread Obamacare rollout, well, you'll do it, and lie about having no choice. There is no more "we", Greg. You're an opponent. I don't want your crew sucking up our anti-Democrat oxygen, and this is a fine year to render you just another non-incumbent third party.
