It was notsloppy testing. It was the lack of any testing. They say "two weeks" but in reality all they could do was have a few people walk through some basic scripts in that time.

Depends on how many people they had and their testing protocols.

 

When we do a rollout on our system, we have a bunch of jobs that we run end-to-end to make sure that they work, a bunch of dedicated testers who put in a lot of stuff, and any programmers who are done with their current assignment are press-ganged into testing whatever part of the system still needs to be looked at.

Time for a Sebelius story...

 

After 9/11, congress heard testimony about how first responders  couldn't communicate with each other.  Fire couldn't talk with police, who couldn't talk with emergency management, who couldn't talk with FEMA.

 

They passed an addition to the Homeland Security Grant Program for about a billion per year in new equipment grants to the local level.  All it required was for the people running the state to set guidelines  so that counties and cities bought compatible equipment.

 

Some states did this well.  Florida, under Jeb Bush, did a great job.  Kathleen Blanco in Louisiana didn't.  By the time the Hurricane Pam exercise was run in New Orleans, open warfare had broken out among the Parish politicians as to whose payoff to accept.

 

Few democrat run states did a competent job, with  one of the exceptions being Kansas under Sebelius.  Their standards were put in place quickly and professionally, without a hint of corruption.

 

She's still a scrunt, but just so you know, at one point in time she did something right.
