Senate Outlook And Immigration
— DrewM

When he's not slumming here with astronomy posts CAC does election predictions over at The Federalist.

His latest breakdown of this year's Senate races are now up.

Right now, the Republicans are projected a net gain of seven seats, enough for a 52-48 majority in the Senate if ]Alaska Senate Democrat Mark] Begich manages to hold on.

...

What are some races to watch in the month ahead? Oregon could become interesting, particularly the possible contrast of a pediatric neurosurgeon (Dr. Monica Wehby) running against Senator Jeff Merkley. The stateÂ’s exchange is a complete disaster, and Dr. Wehby, focused almost entirely on the health care law, raised an impressive $500k in the last quarter. Since we have no polling data for this match up, weÂ’re going to leave this race as moderate-Democrat. Lastly, Georgia is still a Republican-favored race worth watching. We havenÂ’t had any non-partisan sponsored polling in a while, but the Democrat, Michelle Nunn, has been fund-raising well and picked up endorsements from several former Republican Senators. The stateÂ’s electorate makes getting to the mid-40s easy, but winning is another matter. Still, the Republican field is wide open, and if it turns bitter, a damaged candidate could give her a further boost.

One of the wildcards in this or any scenario is amnesty.

So why with the chance to take control of the Senate and increase their margin in the House are Republicans flirting with the idea of a divisive intra-party fight that takes focus away from ObamaCare? Sean Trende has a few thoughts (with an assist from our own AmishDude".

5) Republicans are afraid of winning.

In the course of my musings on Twitter, AmishDude suggested that the real motive here is that the GOP leadership is actually concerned about the implications of a landslide. Of all the suggestions put out there, this seems to make the most sense, and synthesizes the above theories reasonably well while addressing most of my pushbacks on them.

The idea is twofold. First, a landslide would present as much of a problem as it does an opportunity for those who might want to revisit the issue in 2015, especially if the GOP establishment (or its donors) believes this is a must-do before the 2016 elections. The base would be even more agitated after a big victory, and appalled at any compromise on this issue if the GOP picks it up in 2015. In addition, absent a majority, Democrats wouldnÂ’t have the same incentive to support a bill that contained further compromises, especially since they already view the bill as a compromise in the first place. TheyÂ’d be better off watching Republicans flail and fail to pass a bill as their own base abandons them; this is roughly what happened in the mid-2000s.

This makes sense of the timing issue. Perhaps the GOP really did plan on letting the issue die last summer, when taking the Senate looked like a 50-50 shot, and breaking even in the House seemed like the order of the day. But then the Obamacare rollout hit, and suddenly Republicans looked like they might enjoy a 2010 redux.

If only the GOP were this clever and devious in dealing with Democrats as they are conservatives.

The problem with all this talk that amnesty is a question of timing, that it will be more acceptable next year than it is now, misses two big things.

First, amnesty is unacceptable as a matter of policy and principle. Timing is irrelevant.

Second, imagine the GOP holds it together long enough to win big by focusing on ObamaCare and punting on immigration. Are they really then going to pivot away from ObamaCare and onto amnesty?

Sadly all we're really debating is when the GOP will do something incredibly stupid and not if they will.

Remember all of this the next time someone from Team GOP says conservatives are helping Democrats. If the GOP would stop doing dumb things, we'd be happy to fight the Democrats but we're not there yet.

Added: Right on cue.

Yes, the danger to distracting from the GOP's ObamaCare message is a handful of people on Twitter, not the GOP's congressional leadership's focus on amnesty.

12 Boehner and co want to control Obama's Leviathan, not get rid of it.

Having more conservatives in congress makes that tougher for them, so losing in 2014 so as to be able to do better in 2016 with a full slate of left leaning Republicans is acceptable to them.

This isn't a surprise of course, but this is what we get as conservatives because we've continued to support Republicans after they've stabbed us in the back.

In 2006 conservatives rebelled over amnesty, and the leadership gave us the most notable amnesty proponent in the Republican party...and most conservatives supported him. In 2010 conservatives rallied to oppose Obamacare and in return the leadership gave us Mitt Romneycare as the nominee...and most of us supported him.

Until the Republicans start paying a prices for betraying their base this will continue...

The Constitution makes the Congress by far the most powerful branch of the government.

A motivated, conservative Republican party with even just 50+1 reliable members in both houses could easily force the agenda in DC.

The problem is the Republican leadership is not conservative, the party as a whole is incompetent, and there is no feedback loop to reward/punish for performance.

A  GOP majority in 2014 causes problems  for the Repubs in  the 2016 presidential election year,  regardless of  their actions.

1. Act like Democrat-lite RINOs -  you  lose your base for 2016.

2. Act like true conservatives and start taking a machete to  the welfare state -  you completely energize  - what would otherwise be an uninspired  group  - the FSA (47%)  to come out in force.

33 As one idea to temper Republican treachery, what about a pledge to not do business with anyone that hires an amnesty House/Senate voter as a consultant?

Boehner and co feel insulated, because even if they were removed from office, they have wealthy friends that will take care of them.

If that lifeline was not there it might change behavior. Of course the problem is to have this be believable we'd have to actually punish at least one Republican traitor in such a fashion first...

Two things:

1. Any house-Senate negotiations will not come after Harry Reid "filling the amendment tree."

Posted by: jaimo at February 03, 2014 12:07 PM (9U1OG)

While a Republican-controlled Senate wouldn't be able to advance legislation given the President's veto power, they could stop cold much of the President's agenda and reduce him to lame-duck status the rest of his term. President Obama would, of course, continue to circumvent Congress and the Constitution with his illegal use of Executive power, but even those efforts would be hampered with a Senate Republican majority.

Right now, the big money donors who more or less control the Republican Party are breathing down the necks of the GOP Establishment, demanding movement on amnesty legislation now, damnit. Meanwhile, the conservative base is on the verge of revolt and a replay of the Whig/Republican split in 1852. Forced to choose between the base and the big business wings of the party, the GOP Establishment will always choose the money guys. For them, it's a no-brainer, partly because money talks and partly because the GOP Establishment despises us almost as much as the Democrats do.

154 The status quo, what we have right now, is this: Illegal immigrants come into the country through the borders and overstay their visas. Very few in the overall scheme of things jump the fence and sneak in through the desert. Since we can't ask Hispanic-looking people if they are legal or not, they end up on the welfare rolls, in subsidised housing with food stamps and Obama cell phones. They are treated in our hospitals, given scholarships and march in La Raza rallies. It's next to impossible to deport them even if they are repeat offenders commiting crimes left and right. There is one way to fix all this. It's called "Immigration Reform". Of course, as soon as someone says the words "immigration reform", thousands of knees jerk upwards and the word "amnesty" comes out of their mouths just like "MATT DAMON". For some reason, it's impossible for the conservative mind to conceive of reform in the area of immigration that isn't granting citizenship to millions of illegals. "SLIPPERY SLOPE!" comes the spittle laced retort if asked. "TRAITOR!" is the only word to describe someone who dares to discuss the subject. But maybe, just maybe, there are some people who are against illegals walking into the country and onto the welfare gravy train and who want to do something about it. Like "reform" it. And no, they don't want to give citizenship to 12 million illegals. Yes, they do want to know who these people are, where they live, where they work and a whole lot more. They might even grant them the right to stay in the U.S. under a work program, but they sure don't want to give them citizenship in front of people who are waiting legally. They say this all the time, but no one seems to listen. So, as it stands, all the bright conservatives think that if we can just maintain the status quo everything will be good. We win. We're smart. Yeah.

168 Speaking of posturing ...

President Barack Obama is counting on Senate Democrats to help approve his legislative agenda during his final years in office. And though they are his staunchest allies on most economic issues, many Democratic senators are breaking with him on key issues in very public ways.

From trade to Iran sanctions, the Keystone XL pipeline, Obamacare, the National Security Agency and energy policy, Senate Democrats seem unusually comfortable criticizing the president, with only minimal concerns about repercussions from the White House.

Even ObamaÂ’s steadfast ally, Senate Majority Leader Harry Reid of Nevada, didnÂ’t mince words last week when he rejected a bill to fast-track trade deals that is strongly backed by the White House, working against Senate Finance Committee Chairman Max Baucus of Montana, a Senate colleague who has been tapped to be the presidentÂ’s ambassador to China.

Even some Republicans are noticing.

Random thought:

When they aired a reading of the Declaration last night, how many Americans sat up at took note when this was said out loud:  "But when a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty to throw off such government and provide new guards for their future security."

I didn't expect the government to allow that statement to get on the air.

I also wonder if anyone heard: "we mutually pledge to each other our lives, our fortunes and our sacred honor," and noted (aloud, as I did) that 'people just don't talk like that anymore.'

191 NEW YORK (Reuters) - A New Jersey Democrat leading a probe of the bridge traffic scandal that has engulfed Governor Chris Christie said on Sunday he has seen no evidence to support claims that the governor had been aware of the apparently politically motivated traffic jams as they happened.

The remarks by Assemblyman John Wisniewski, who co-leads the probe, came two days after a former Christie appointee at the agency overseeing the bridge who personally oversaw the lane closures said "evidence exists" that Christie had knowledge of the blockage when it happened.

If such evidence does exist, a state panel investigating the closures has not yet seen it, Wisniewski said.

202 I am still not sure what the reason is for the GOP wanting amnesty.

Is the GOP truly delusional, thinking that passing an amnesty will result in any change of the Hispanic vote?

Or, is it that the GOP big-donors want amnesty because "cheap labor"?

Neither of those things makes any sort of logical sense.  Amnesty will not result in cheap labor - it will increase labor costs for those currently hiring illegals as the illegals obtain legal status and become entitled to various statutory benefits - overtime pay, FMLA leave, etc. (not to mention payroll taxes for those paying the illegals under the table).  Plus, the illegals will likely want better wages once they no longer have to worry about immigration issues. And, the unions are salivating at organizing the newly legalized immigrants - which will increase labor costs dramatically. So, the idea that amnesty somehow results in keeping labor costs down is nonsensical.

The only way that amnesty can result in lower wages (and/or keeping wages at their current low level) is if one is confident that an amnesty will result in a new wave of illegal immigrants to hire.

Put another way - the pro amnesty people claim that amnesty will not be a huge drain on federal and state resources because allegedly these illegals are almost all working at good paying jobs and therefore will not immediately go on various state and federal entitlement programs.  Assuming this is true, passing an amnesty is not going to lower labor costs or keep labor costs down.  It can only increase those costs.

Unless we are being lied to and the vast majority of illegals don't work at all, and the sudden influx of legal workers created by an amnesty drives wages down (which also means lots of people going on state and federal entitlement programs).

In other words, to the extent big-donors want cheap labor, the status quo is better than amnesty - unless they are trying to screw over the American worker and seeking ways to drive the American workers' wages down.

As far as Hispanics voting for the GOP based on amnesty - it is absurd.  There is no factual basis to support such a claim and tons of evidence to refute the argument.  Polls show Hispanics as left on almost every economic issue. Hispanics did not increase their vote for the GOP after the 1986 amnesty. And on and on.

So - what is the reason for the amnesty push?  What is it that the brain trust of the GOP truly think amnesty will achieve?  I have seen nothing put forward that even remotely makes sense.

So, there are only 2 logical reasons (having any fact basis) for the GOP wanting an amnesty:

1.  They want to create a new wave of illegals for businesses to hire at low wages; or

2.  They want to create a huge influx of legal workers to drive wages down.

Either of those 2 things is against American interests.

And this is the party we support?  these are the politicians we consider the "good guys"?

228 When the plan was released and the first point as a complete and total repeal of Obamacare we moved on to the next freakout. Posted by: JackStraw at February 03, 2014 12:47 PM (g1DWB) The problem with that was strategic. Even if it's a great plan, it's a plan, which makes it a target, which takes attention off of Obamacare. There are two things people know: Obamacare is bad by every measure (getting more people covered, quality of coverage, customer service) and the system pre-Obamacare was better. Don't confuse people.

249 I freely admit I have no idea what this comment means. It's in reference to a popular claim by black activists that the ships transporting slaves to America from Africa were so awful that millions of people died during the trip. The bodies were thrown overboard and sharks feasted on the corpses. Of course it's nonsense on roller-skates. The slavers had a vested interest in keeping the slaves alive and relatively healthy. It's also conveniently non-falsifiable, because the sharks don't keep records. The records that we do have from the ports indicate the claims are orders of magnitude off, but again, non-falsifiable. They're slavers! We can't trust their records!

252 >>There are two things people know: Obamacare is bad by every measure (getting more people covered, quality of coverage, customer service) and the system pre-Obamacare was better. People are already confused and are increasingly looking for a solution. I don't think just telling people at this point we are going back to the old system is enough. Many have been convinced thanks to years of liberals saying it that the old system was junk. Nothing wrong with offering some market based reforms to the old system like insurance across state lines and tort reform. Obama's been getting a lot of mileage out of saying the Republicans have no plan on anything. The Senate plan has zero chance of getting passed given the current makeup of the government but its a good idea to give an increasingly anxious public some hope that the other side has a plan.

I agree that it is money from big donors driving this train.  But, the question I have is which big donors?  And for what purpose?

Here's the thing.  Which businesses are clamoring for amnesty?  Which businesses claim they have no available labor?

I'm not so sure that it is big donors who really want amnesty for purpose of cheap labor.

I have a sneaking suspicion that it is big donors who consider themselves the GOP "brains" who believe that passing an amnesty will result in sudden huge Hispanic votes for the GOP.

In other words, I'm not convinced that there are a lot of business interests who are pushing amnesty for business reasons.  If your business model relies on cheap illegal immigrant labor, the status quo for illegals is better for your bottom line than an amnesty will be.

I'm betting instead that this is rich people who think they are political gurus who (delusionally) are convinced that the GOP will win big with Hispanics if we just pass an amnesty.

I forget all the details, but basically they had to rely on the stratification of testosterone present in the two groups. It's actually pretty fascinating. You can't rely on genetics, because not everyone is XX or XY. Some people are XXY for example. There are also genetic disorders that cause a person who is XY to suppress their male hormones and present as female. So what they do for the Olympics is test your testosterone levels. If you show up in the male strata, you compete as a guy. If you show up in the female strata, you compete as female.

So... a girl with a penis walks into a bar.   Bets the bartender $20.00 she can pee into a shotglass 10 feet a way and not spill a drop.

Bartender takes the bet.... and the girl whips it out and proceeds to pee all over the bar.... never hitting the shotglass.  Bartender laughs his head off.

Bartender collects the money, but notices the girl with a penis is grinning ear to ear.  "What are your grinning at??" asks the bartender??  "You lost $20".

"Yep"  she says.... "but I bet that table of drag queens over there $100 each I could pee all over your bar and you would laugh about it".

304 The LSU board I post at had something on this.

They figured he was laying off a bunch of bets in Vegas to offset all those sales in order to minimize his risk.

If you do it right, you make a shit-ton of sales and only end up paying juice on the money you borrowed.

You can insure almost anything  ( those  million dollar hole in one promotions are insured for a small premium )  but I don't know if the premium to insure a  basically 50/50 promo  would be worth it.    If he insured  a loss up to say , two million,  I figure that premimum would cost him at least 750,000.   That's just a guess.   So  he probably did  some other strategy as you suggested.

305 @251 Titus Quinctius Cincinnatus Yeah, that's the only option. Do it condescendingly... Or we try this...GOP submit a bill to raise the minimum wage to $20/hr over the next 5-7 years. Think of all the software, mechanical, electronic, and systems engineers this would create.

308 I never said business interests were cutting the checks, I don't even know if checks are there. I just suspect checks because these are politicians and they are predictable.

Who would be interested in doing this, again, is beyond my knowledge. I'm merely guessing like everyone else is. Well, not like everyone else because I'm not going into a rage-spaz at the thought of the inevitable betrayal by the GOP to the master brainiacs of the Democrats.*

Ahh - the old "outraged outrage".  I love some good snark.  No reason to be upset about anything.  no reason to care about anything.  No reason to have any principals or get upset.  In fact, why are we even here?  Why pay attention to the politics at all?  Why vote?  Why base a vote on anything?  Wouldn't want anyone to believe I was "outraged" about something - I'm too cool for that.  And that makes me so much more intelligent than anyone who cares or is outraged about anything.

I love the smell of hipster in the morning and early afternoon.

309 What I also don't get is what these businesses think they'll get with legalized illegals. If they're retail, they'll have to pay minimum wage anyway and the Dems and LIVs will make sure that goes up at some point. If they're construction or farmwork, again there's an advantage to them being illegal. They work under the table now.

315 12 That's an excellent summary. They don't want to lose so much as they want things to stay the same even if that means being out of power. Refresh yourselves on Boehner's career. The '96 wave was the worst thing that ever happened to him. He almost quit politics for good when he was replaced by J.C Watts after Newt resigned. He longs for the good old days of handing out lobbyist checks on the House floor. That's why he loves amnesty. That said. YOU DON'T WANT THIS BITCH IN OREGON. If you thought the Maine hags were bad... and you just got rid of Snowe. You can't even get rid of Alexander, Graham and McCain. There are a dozen other seats in play -- WV, SD, MT, AR, NC, AK, CO, MI, VA, LA, NH and IA. If the wave looks big enough, you might get a good candidate in MN against Franken.

Just because I do not see the point of getting worked into a lather on a blog doesn't mean I do not have principles.  Typing "Weepy Boehner!" and "Bitch McConnel!" isn't my style.  I wish we had better, I'm glad we do not have worse.  I don't like Obama going off with his E.O.'s, but I prefer that to having the Democrats control all legislation.

So I'll keep making the jokes (good, bad, and ugly) and let everyone else have their rage displays.

BTW - describing me as a hipster really proves you do not know me.

327 Witnessed an accident here last year in S Texas.  3 beer drinking characters sideswiped a young lady's car and collapsed their front wheel strut.  Slid off the road and hit the curb.  all 3 got out and just walked away. Unfortunately local police arrived before they got too far.  Wife gave her name as a witness, I was writing a shopping list and didn't see them hit, I thought they just drove off the road. Was only looking down for a few seconds.   Never heard anything about the case afterwards. I've orten thought I should just put a video camera on the dash, driving around here. Not the first drive-off I've seen either.

If there's a percentage quotient of estrogen to testosterone, the testosterone in these women will hold a higher percentage. What then? It's not a percentage of estrogen to testosterone. It's purely testosterone in ng/dl. There's a clear stratification that happens when testing Olympians testosterone levels. I don't know the actual numbers, but for example say girls clump around 300 +/- 100. And guys clump around 700 +/- 100. (Again WAG numbers). That's how you are placed.

333 I lurk until I read something fantastical about Oregon. Monica fundraised $500k?  Before revving up the Snoopy dance, check the source of that money. I'll save you some time: Monica's b'friend is politically active lumber billionaire Andrew Miller. That's not groundswell from the grassroots, that's one man's checkbook.

People in Portland & along the I-5 corridor vote Navy Blue. Their numbers overwhelm the rest of the state which is red. People being screwed by obamacare/Cover Oregon are mostly LIVs who've voted dem for generations. They will not vote Republican, not even for a pretty female doctor one, CAC, I love ya, but there is.no.freaking.way. that a Republican will take Merkley's seat.  He will cruise to reelection and so will Gov./Dr. Kitzhaber (his 4th term. Posted by: redware at February 03, 2014 12:36 PM (gc2+4)

340 Adjoran, what's your explanation for why the House Republicans now claim support for the DREAM Act is part of their principles?

Posted by: Chris Balsz at February 03, 2014 12:40 PM (5xmd7)

341 "332 Would one of the other credentialed conservatives here please tell this idiot that most illegals don't jump the fence? " So what? Deporting 20 million people means interior enforcement. Beefing up the fence just means they have a harder time getting back. And even then, the main point of the fence will be to track pedestrians before they can escape motorized patrols, not act as some impenetrable forcefield.

Posted by: Chris Balsz at February 03, 2014 01:33 PM (5xmd7)

342 "The Republican leadership has embedded so many "poison pills" in to their plan vis-à-vis the Democrat's Senate plan, that nothing will pass this year. Additionally, the "don't trust Obama" meme works well with independents. Meanwhile, the Republicans now have a plan. " Instead of offering a conditional surrender in the hope it is rejected so you can keep fighting, why not just Keep Fighting? It's less annoying and no danger of being stuck when your surrender is accepted. Remember, the Democrats have no problem violating the law because it conflicts with their agenda. They can push to enact the GOP principles and then abandon them in a year, even if they're law.

Posted by: Chris Balsz at February 03, 2014 01:41 PM (5xmd7)

343 This is why Matt Bevin MUST defeat Mitch McConnell in the KY primary in May and also why I hope that JD Winteregg defeats Boehner in OH-8's primary. We must clean our own house before we can fight Dems.

Posted by: Aslan's Girl at February 03, 2014 04:42 PM (KL49F)

344 "Remember all of this the next time someone from Team GOP says conservatives are helping Democrats. If the GOP would stop doing dumb things, we'd be happy to fight the Democrats but we're not there yet."

ITA. Here's my analogy: the GOP's a broken car and we have to get to the car race  -- but a broken car cannot get us there. We must fix our own broken car before we can use it to defeat Dems.
