The Nevada ObamaCare Exchanges: What Went Wrong
— Ace

John Sexton is Just a Blogger (TM), and not a Real Reporter (TM), and yet somehow he's been able to scoop the rest of the media by simply asking questions of officials and reading documents posted in the public record. (Well, until they were deleted -- but he saved them.)

First of all, for those of you who don't want to read a detailed exposé, here's a visual that gets to the heart of it. This graphic accompanied a September 16, 2013 report -- just two weeks before ObamaCare was supposed to go live.

Spoiler alert: Red is bad.

Then there's the typical Obamanaut response to free inquiry:

A spokesman for the Nevada exchange did not respond to phone requests in time to be included in this story. Thursday morning the documents mentioned above--which have been available online for weeks--were taken down.

The overall article depicts a chaotic, undermanaged and underthought scramble. Pretty much SOP for the Obama Administration, but the trouble is, computer code doesn't have a friendly media to spin for it. It's either logical, and it fits together, and it obeys the rules of mathematics, or it fails.

And so:

The Nevada exchange site has been taken down at least twice--October 3rd and October 8th--to apply software patches to fix various bugs. One site security consultant with extensive experience on major government IT projects, but who asked to remain anonymous, summed it up this way, "They are building the airplane the same time they are flying it."

97 That first item that's green makes no sense - how can the LOE be good if their effort is not getting the required results detailed in the items below it?

I work for a software co., and if your projected LOE turns out not to be right (i.e., it takes a more time/bigger effort than originally estimated) you have to adjust your effort accordingly (or change the delivery dates, or push that item into a future release - but these were not options for them).
You don't just expend your estimated LOE without completing the task and then pat yourself on the back for your friggin' effort.

122 Ace, one key thing that actually needs to be clarified here:  this was not a federal exchange.  This one is one of the state-run exchanges.  Doesn't make it any less of a fuck-up, but as I said above, the predictable spin here will be that the lion's share of the blame*** and responsibility for this particular crap exchanges falls on the state level -- particular the executive branch.

***But not ALL of the blame.  Megan McArdle has basically been 2013's Most Valuable Blogger solely because of her magnificent, in-depth coverage (long before the roll-out even started) of Obamacare's massive IT problems.  She was explaining months and months ago (with help from a bunch of IT pros who hang out in her comments) why this entire system was doomed to flop out of the box, and large part of it is the requirement for the exchanges to gather data from various different federal databases, each of which was built years ago using unique/proprietary legacy formats that are non-compatible with the other databases, leading to massive coding problems.  Then there was the federal government waiting until the last minute to finalize the specs on the project, giving a comically short (impossible) time before the go-live date.  Those two issues and many others were all on Obama.

143 There are some AMAZING details at the article. Integration testing is where you take all the little individual parts and pieces and you start to combine them to make sure they work together. Think of a single logical unit, like say, the password form. Simple tests are: Enter a correct user name and password, verify that is accepted. Enter an incorrect user name and password, verify that is rejected. Enter no information and verify that is rejected (or that the submit button is inaccessible or whatever). Now combine that with another logical unit, say a record lookup. When you enter your name and password and it's accepted, your account information is retrieved. They weren't doing integration testing until the MIDDLE OF LAST MONTH! And then, get this, and then, the site design document, was rejected, and a new design was set for the FIRST OF THIS MONTH! That's not the colors and the fonts. That's the entire functionality of the system. The architecture. It was rejected and replaced NINE DAYS AGO! This is unreal!

I've got news for you: the bulk of this work was almost certainly done in India, not Canada.   I've seen some circumstantial evidence in looking through a bit of the code (and reading the comments of other programmers), but this isn't a solid assertion, it's more of a hunch that I predict will come out later on -- and it explains why the administration has been notably, weirdly cagey when questioned this week about "who did this work?"

For those who don't know, this is actually a standard practice nowadays (and yes, pretty shady, but standard nonetheless these days).  A contractor company will base itself in a Canadian shell company and use that as a 'pass-through' for bids on U.S./North American tech contracts, and then for those contractors to outsource their work to sub-contractors in India, for the obvious reason that they work much cheaper.  But you get what you pay for, because those guys lack familiarity with the U.S. institutions they're coding for, and are often entry-level coders who are taught in vastly inferior schools and do sub-par work.

160 I have been predicting that for a month now. And that it will start the ramp up to single payer. And the media spin will be "look, we tried it the GOP way....delegating these things to the states.....but it just ins't going to work, so now we need a single payer system run entirely by the federal government, which is competent, as opposed to those incompetent state governments that the GOP is always talking about."

Posted by: Mallamutt, RINO President for Life at October 10, 2013 01:17 PM (OWjjx)

Sebellius tried that out on John Stewart a few days ago, something to the effect that 'We wanted single payer so we could avoid all this'.

The spin will be that single-payer is simple, straightforward, and free. Of course, they won't mention the rationing of services and medication, or the dramatic decline in quality of care--except for the well-to-do, who will be able to acquire their own insurance even after the enormous tax hikes necessary to sustain such a scheme.

A government that controls healthcare and energy--even indirectly through a stringent regulatory regime--controls everything and everyone.

Do I have that right?

Without knowing more, I don't actually think this is the controversy you think it is.  The Obamacare exchange code was supposed to be "open source" and released to the public several months ago.  That's not at all unheard of in the programming world.  Whether it's a good idea or not is a very different question: it seems utterly insane to me, since this isn't UNIX we're talking about here, but rather a database-interaction system that is going to be handling some of the most insanely sensitive personal information of every American.  Not exactly the sort of thing you want to be inviting Yevgeniiy the Novogorodian hacker to be ripping apart and studying for security weaknesses.  (In fact, i've read people saying that the 'open source' code that was released is no longer the code that the federal exchanges are actually using -- I'm guessing that security concerns are indeed the reason for this.)

polynikes, I hope you are right.

I mean, I know you are right, in that the actual substantive disaster that this idiocy is (absurdly expensive, lower quality "insurance") will become clear, at some point.  But as we have seen for years now, these spectacularly bad and incompetent (now to include criminal, histrionically unpresidential and inappropriate, arrogant, hostile ....) acts of government only produce a reaction if the electorate has the tools to react.

Meaning not voices or votes - but mindsets and frameworks.   What - aside from the now apparently wildly anomalous 2010 mid-terms and most state-level elections - gives us any reason to think this unimaginably bad, alien, bumbling, lawless regime (and its similar Democratic legislative team, and it's sometimes barely-better GOP opposition) will cause any reaction in the electorate?

I always talk about degradation.  But that's what it is.  In the years after 9/11, I watched in horror and disbelief as the Dems and other public figures/institutions beclowned themselves, or did/said vile and irresponsible things that - for all of my life - would have normally been met with political obliteration, and even social ostracism.  I used to email my network of Beltway friends and colleagues asking why nothing was happening, and they were puzzled, too.

Now?  We are so far beyond the outrages of that period that I lack words to compare them.  And out here in the country?  (*crickets*)  Most time here is spent (with justification) mocking and decrying the incredibly small people who dominate the Beltway.  But it is becoming hard to avoid the conclusion that this pathetic set of midget, rootless, rent-seeking mediocrities is not in fact representative.

It wasn't one single thread.   It's been commented upon many times in multiple threads for at least the past year.

The idea that the gubmint would be able to have these exchanges up and functioning in the time frame allowed -- let alone integrated with   patient health information e-records, which is a whole other kettle of rotten fish -- was always laughable and downright ridiculous.    The private sector    could have gotten it done,   but    the gubmint does not work that fast.   The gubmint has so many damn levels of bureaucracy and oversight that just getting everyone together into a meeting     about what color to make the background is a month-long ordeal.

Eh, I really, really wouldn't worry about this.  I for one don't even think the Dems would seriously attempt to push this line in the wake of a catastrophic Obamacare failure (which might be definable several different ways: tech system collapse, failure of young people to enroll in sufficient numbers, skyrocketing premiums and deductibles, shrinking availability of access to doctors, etc...each of which seems more like to happen than not).  That would take some stones.  But even if they DID try that line out -- I'm sure some ultra-left moron will try to 'test the waters' -- they'll get blasted back in the face not only by the GOP, but by the public as well (which flips its shit when the phrase "single-payer" gets mentioned -- an example, actually, of LIV behavior that helps us, since most people don't even know what it really means, they just Know That It's Bad...and this time thankfully they're right).    I don't even think the MSM would buy it the way they got on board with Obamacare wholesale: the "wait, you fucked everything up beyond recognition and now your response is 'let us do it some more, again'?" angle would simply be too hard to pass up.

Oh - and about Glitchapalooza (as Allahpundit has dubbed it).

Folks, as I've said since the outset, while it is fun and fine to mock this disastrous "roll-out" - keep in mind this WILL PASS.  It will be fixed.  It will "work".

The problem with this ridiculous, destructive, absurdly unconstitutional, indefensible final distortion to the already govt.-mangled health care finance system is not the stupid web interface.  Or even the pathetic inability to structure things such that the insurance cos. can process applications.  These problems, too, shall pass.

If Glitchapalooza can be used to help wound the beast to effect, great.  But let's not get attached to rollout problems as the "aha!!" development that helps us destroy this monster.

254 You know, my current client (who shall remain nameless) is going to have a big roll-out later this month. Nothing customer-facing (except for a couple of pilot programs), but major back-end changes, including in the E-Commerce department. If our project plan looked like that, 3 things would happen. 1) Every manager of every affected department would be fired. 2) The roll-out would be pushed back until all those red boxes turned green again. 3) No tax-payers would bear the cost (well, not *as* tax-payers, anyway).

258 @24, actually, the feds are running the exchanges for 36 states because the states didn't implement their own. (Which, ironically enough, they aren't required to do.) Of the 14 states that are running their own exchanges, all of them have had issues, but issues unique to their states. @14, Boehner is in all ways a douche, and I don't even sort of defend him. That said, the "medical device tax" is actually a horribly punitive tax. They define EVERYTHING as a medical device -- latex gloves, syringes, tongue depressors. If it is or could be used in a medical office, it's a medical device and subject to an additional 10% (IIRC) tax. That is going to be a huge cost to medical providers *and* to consumers -- that's an immediate 10% price jump for diabetics, for example. It is even hitting veterinarian offices because they don't differentiate uses. For that matter, if you buy latex gloves to do household chores, it is subject to an extra 10% tax. It is just a pernicious thing and it -- like the entire rest of the bill -- needs to be done away with.

265 I'm a health insurance agent. My agency, about 3000 reps strong, designed, developed and rolled out a software platform where I can put in a client's relevant data (age, weight, smoking status, etc.), get a review of available plans and price, and apply for any of them. It took under a year and cost a whole fuck of a lot less than $600 mil. It IS a web based health insurance exchange. The only difference between it and what Ocare needs is scale. I am absolutely positive that they would have sold it to the Gov for $100 mil, or even a tenth of that. All they would have had to do was add servers or cloud capability to handle the traffic. Every insurance company has the same thing for enrolling folks. $600 mil to develop this? Even by government standards that's an astonishing example of incompetence.

269 Couple points: the screen shot is of a simple MS excel worksheet made to look like one small part of a status report. Large system integration projects have layers of status reports from the various teams. Risks / issues is only one aspect. I would be interested in seeing the detailed weekly status reports from each team (or vendor) and comparing them the rolled up summaries that should have been reviewed regularly by the program's leadership. In addition there should be regular program audit reports (quarterly since it's government work) with resulting recommendations. You need all of this plus interviews with key program team members to get the complete "what went wrong" picture. Full disclosure: I do this for a living. Have done so for 30 years in the large corporate market. I don't say that snarkedly, but simply as a matter of fact. Several years ago I was curious how they would get all the states to integrate with a cluster of federal systems while insuring the data integrity and security of it. Is it possible to do? Sure with lots of time, $$$, and armies of people. But there is no #%^*+ way this should have been "Big Bang" released. If anyone can point me to more hard data, I'd be happy to analyze and write more.

284 More: I hate to say it but the $600M figure for this work seems low. Very low. For the scope, testing ( including regulatory testing), and limited time (3 years is actually not that long for something this massive) I would have expected an estimate 20X or more on the federal level alone. States would have been in addition to it.

285 Just like Fast & Furious was the excuse for new regulation, even though they were caught in the act, this gigantic failure will be the excuse for MORE POWER AND CONTROL, even though we've caught them at least implying and in some cases saying it outright. It has to stop. Contact your representatives (stop laughing) and remind them this is *the default* - how often do we hear that the IRS computer system can't even be fully audited because it's so fractured, or the SSI computer system is so obsolete they can't restore backups? This was a catastrophically stupid idea from the beginning and it needs to stop before the rest of the health care system is so crippled it can't be repaired. Unfortunately the hardest thing in the world to explain to someone in government is that something works better without them. It's like explaining quantum physics to a banana.

All of that code (since its in use today) has already undergone regulatory testing and basic functional testing. I'm pretty sure you could ask nicely and get the original Unit Tests on the code, too. 313 AllenG. I'm only saying that this was likely known two years ago and no one did anything. Programs like this don't go bad in the last month; they go bad long before. Oh. On that I agree. One of our own commenters- Sherry McEvil, I think- was front-and-center for a lot of this mess. She's been saying it's a complete f$ckin disaster for at least the last 18 months.

Serious Cat - a question.

You mean (outs self as deliberate No Information Citizen when it comes to this absurd outrage) that to "access" the wonderful Goverment Processed Insurance Product via the web for next year (when my current insurance goes "poof", or triples in cost for less coverage), I have to enroll before New Year's?

Don't get it.  The current Horribly Distorted and Costly Processed Insurance Product (private plan) is accessible any time, you just apply (more on that below).  But to get the crap that CA will offer I have to get it in the next 2 months?  No way the great unwashed are going to do this - as you say - prior to New Year's.

Weirddave - I have bought my own private plans via a website (eHealthInsurance.com) for years.  Checked around a bit otherwise, but of course due to the outrageous distortion/destruction of actual health insurance by federal tax code and state regulation, there are only a handful of companies in the market, and they are all on that site.  Which, I confess, adds a bit of humor to the idea that a $700 million guvamint project couldn't provide (perhaps with some tweaks/additions) what a private site has been doing, easily, for years.

The questions on my company's benefits site were all "name of your maid of honor", "daughter's middle name", "spouses's university."  Thank God there was a "father's name (if known)" or I'd never be able to create an account.

I feel my diversity is not being respected.

You miss an important connection, which makes this all fall into place.

Their Agenda is for Single Payer... they WANT Obamacare to fail.... which is why they took out the employer mandates and such ( as the numbers don't crunch once you do that).

322 Kaitian, PM's don't get the option of stopping the project or changing the schedule. That requires Sponsor involvement. Once a change is rejected, their only real tool left is to report the status as it actually is and let the project fail. If that chart showed green in all those categories, then yes, it's a Project Management problem. This debacle was bad architecture and flawed assumptions, but primarily criminal malfeasance at the Sponsor (I.e. Obama) level.

325 Just drop this at so LIV sites: These scenarios from callers are legitimate: * The salesperson says the premium offer is only good for a limited time. * You receive an unsolicited phone call or email from someone trying to sell insurance. * The salesperson says you could go to jail for not having health insurance. * You are 65 or over and a salesperson says you must purchase a different kind of health insurance. * A navigator or certified application counselor attempts to charge a fee for their services.

I'm myself am fairly ignorant about health insurance, but as I understand you have until end of this year to "be covered" for all of next year... but until March to get partial coverage in 2014.  But that March extension is only good this year.  For 2015 you'll need to sign up by Dec. 15th (or near abouts).

329 313 AllenG So you're saying a bunch of programmers can take pieces of existing systems and assemble them to meet the federally mandated requirements of massive piece of legislation at many people have not read. And integrate them with 50 different state systems (at their own levels of complexity). And insure data integrity and security, etc etc. My snarky comment: This is the same mindset that thinks you can assemble a lunar module and rocket system by using old parts found in a junkyard.

332 If anyone here has had to go in and re-do jacked up code, you know what I'm saying. You just want to shitcan it and start over. Never had to do that thankfully. But anyone who ever looked at my code would have been pleased. I ran utility programs to clean things up, properly indent, upper and lower case things to a specific set of rules. It would even print out a flow chart to give to the customer for training users on the system. Logical, modular programming. My first exposure to HTML and JavaScript I was like, 'What the fuck is this shit?' Oh yeah, that was back in the day. Get off my lawn.

Sibelius, Pelosi, and Obama even told us that Single Payer was the goal.

They want Obamacare to fail AND take out the current insurance companies... they want it to be such a mess that Obama can declare a National Emergency, and using his self appointed Economic Powers (look at the Executive order on the subject) can seize the assets of the Insurance companies (like he did GM) and use them to institute a single payer system... probably run by his cronies at United Health Care (the same folks he GAVE the Tricare contract to, even though their bad was higher, and things are now slower in Tricare).

The proof of this?

1. Not putting anyone in charge who knows how to roll out a program like this...

2.  They are slowly getting rid of all the funding mechanisms built into Obamacare... first the Employer mandate... Then Non enforcement of the Individual Mandate (look it up, enforcement mechanism, too easy to cheat)... and next will be getting rid of the Medical device tax.... which means the Subsidies break the bank....

Like the current Government shutdown.... which happened because Harry Reid would not allow votes on the Appropriations bills... this is a self manufactured crises....

They are CHOOSING this IMO.

WalrusRex - outstanding!  The US went from a standing start (17th largest military in the world) in 1941 to winning WWII (incl. being a key supplier to the largest combatant, the USSR) in less than 4 years.

From bolt-action rifles to nuclear weapons, proximity fuses, radar, sonar, and spectacular advances in battlefield medicine.  Four years.  Less than half the current population.

Note:  government-driven.  For the most unambiguous and valuable public goods, of course (national security).  Not to displace/replace private goods with unworkable frankenstein public/private hybrids (govt.-distorted medical care).
