The targeting of AP and now Fox (and who knows how many others) was, in hindsight, a pretty stupid way to treat a loyal ally.* This here is pretty mild and the administration is having a hard time dealing with it. It isn't going to get better for them either.
*I bet a lot of reporters and editors are asking themselves if they got this treatment from the DOJ and are probably digging around a bit to find out. I know I'd be a little bit curious if I were one of them. And I'd be pretty vindictive if I found out they had targeted me.

Stevens’ mission in Benghazi, they will say, was to buy back Stinger missiles from al-Qaeda groups issued to them by the State Department, not by the CIA. Such a mission would usually be a CIA effort, but the intelligence agency had opposed the idea because of the high risk involved in arming “insurgents” with powerful weapons that endanger civilian aircraft.
Hillary Clinton still wanted to proceed because, in part, as one of the diplomats said, she wanted “to overthrow Gaddafi on the cheap.”
This left Stevens in the position of having to clean up the scandalous enterprise when it became clear that the “insurgents” actually were al-Qaeda – indeed, in the view of one of the diplomats, the same group that attacked the consulate and ended up killing Stevens.

I think you need to use a different paradigm when viewing this White House. Instead of smart/not smart or competent/incompetant think Organized Crime Family:
TFG as the "Don" of the family is isolated and protected from any actions of his underlings by a wall of deniability. Thus he is maintained in a position to reward those who serve him well and punish those who don't . Meanwhile the underlings do whatever they think they can get away with to impress the "Don" and help him maintain (or increase) his hold on power.
This allows TFG to go about his golfing and vacationing without (in theory) worrying about what may be done by his underlings on his behalf.
The best way to investigate an enterprise such as this is to analyze it the way the CIA used to analyze the photos of who was standing next to whom on Lenin's Tomb during the May Day parades- ie which underlings are getting the plumbs and which ones are getting the shaft. The ones getting the plumbs should be investigated, and the ones getting the shaft should be developed as sources. That way the wall of deniability will eventually crack.
But I doubt anybody in Congress or the media has the stomach for that kind of effort.

I'm not convinced Obama is personally involved in much of anything except giving campaign speeches. When he had to make an actual decision, it took him what- two full days to make the no-brainer decision to get Bin Laden?
Then there's his reluctance to take questions at press conferences. It could be that he doesn't know enough details to answer them.
If he was replaced by a lifelike robot who did nothing but read from teleprompter scripts written by his handlers, would anybody notice?

Please note that the government was the group that released all of the initial information on all these other scandals, and that they appeared right after the "deep background" White House press briefing.

If that USA Today/Pew poll has any relation to reality, the Benghazi issue has already been decided in the President's favor. A majority believe there was no coverup. A huge majority buy the line that the whole issue is mostly a Republican political stunt. And most depressingly, the country is evenly split on whether or not they approve of Obama's handling of the Benghazi attacks and its aftermath.
There is seemingly nothing that can threaten the Narrative.

My focus is not on "getting Obama". My focus is 100 % on getting at the truth. The truth happens to be that Obama let people die by being derelict in his duty as CiC. Another part of the truth is that none of the other scandals amount to anything that History will even notice.
I want to see the Communist/Progressive agenda stopped in such a way that it won't be able to come back to attempt to enslave the people of this country for another 100 years. You do that by showing everyone what disgusting pieces of shit these people really are.
The fact that Carney says Benghazi is a distraction and Obama says of it that "there is no there there" tells me it is the scandal they truly fear.
