— Gabriel Malor Happy Monday.
President Obama is scheduled to give a speech in the Rose Garden at 11:25 this morning addressing Obamacare's rollout failure, probably because Democrats are shitting themselves over it. He will surround himself with people who have possibly applied or even possibly enrolled, though not anyone who has paid their first premium yet. Expect a blame game.
In preparation -- you may consider it a prebuttal -- read Megan McArdle on four things that people are getting wrong about the Obamacare rollout. These are pretty foundational things. Let's see if the President just glosses over them.
Virginia AG and Virginia GOP gubernatorial candidate Ken Cuccinelli gave the GOP weekly address over the weekend, which was also on Obamacare rollout failure. "President ObamaÂ’s ideas are deeply flawed and the implementation of this law has been a national embarrassment."
David Freddoso has more on the distinction between Obamacare exchange enrollees and Medicaid enrollees, which too many news outlets are conflating. Freddoso, by the way, should be a daily must-read. His stuff is always timely, well-written, and insightful. Add his Conservative Intelligence Briefing to your list.
Contractors have weeks of work to do on Obamacare exchange websites. Can you believe it, that's the rosy estimate. "One specialist said as many as 5 million lines of software code may need to be rewritten before the website runs."
Much of this was discussed on this week's podcast, which can be got just below.

Tech Surge Planned to Fix Obamacare Exchanges
Those changes included adding capacity and making software fixes to address some of the sign-up and log-in flaws, agency officials said. They also said they were “defining new test processes” to check on the site’s progress, and encouraging consumers to tell them of any problems they found by visiting healthcare.gov/connect.

"Encouraging consumers to tell them of any problems"?
Heavens! I hope no one submits a false bug report that a programmer might spend hours working on. That might delay the implementation of Obamacare or something.
Now, where did I put my wooden shoes....

The Illinois Supreme Court struck down a state law Friday that required online retailers, like Amazon, to collect sales tax if they have in-state Web affiliates, according to Associated Press.
The court decided the law violated federal rules, which prohibit putting a discriminatory tax on digital sales. It's the first time a high court has thrown out a law like this -- 18 other states have similar laws. In New York, the court upheld the law, spurring Amazon and Overstock.com to petition the Supreme Court.
Cnet
Finally a win for the Constitution and consumers. Of course, both parties are busy trying to pass the bi-partisan "Marketplace Fairness Act" this year to allow internet taxes, but you probably expected that.

I had the thing explained to me by Roy Blunt, (R) Missouri. There is nothing like being condescended to by a nitwit (who didn't write the reply himself, of course) who is so blatantly self-serving, and then have him expect a thank you and a check for his reelection campaign afterwards.

6 "The funeral industry gets a setback in LA at the Supreme Court."
Louisiana is a hot bed for the funeral industry.
I played some stocks in the early '90s when a few companies used junk bonds to buy up funeral homes in clusters, then use one central facility to do all the embalming and prep. Good plan that made money.
On top of that, the concept of pre-paid funerals created a shit-pot load of cash that companies could manipulate. Stewart Enterprises and SCI were a couple of the big ones.

Human breast milk is sold for babies on several online sites for a few dollars an ounce, but a new study says buyer beware: testing showed it can contain potentially dangerous bacteria, including salmonella.
The warning comes from researchers who bought and tested 101 breast milk samples sold by women on one popular site. Three-fourths of the samples contained high amounts of bacteria that could potentially sicken babies, researchers found.
There are many milk-sharing sites online, including several that provide milk for free. Users include mothers who have difficulty breast-feeding and don't want to use formula and people with adopted infants.
AP
Apparently hospitals have the common sense to pasteurize their milk donations, but the internet exists to help thin out the human herd.

Morning, ‘rons and ‘ronettes. Thanks for the morning briefing, Gabe and Vic.
Before he ended his career with trash like The Thing With Two Heads and Frogs, Ray Milland was a talented, well-respected actor. His finest performance was probably as Don Birnam, the alcoholic writer of 1945s The Lost Weekend. One bravura sequence has Milland, desperate for a drink, staggering down Third Avenue with his typewriter, looking for a pawnshop.
The scene was filmed on location early on a Sunday morning. Milland walked uptown, dirty and unkempt, while the camera – concealed in a bakery truck – followed him. None of the people the actor passed seemed to realize what was going on until, somewhere in the eighties, Milland reached a pawnshop and began hammering on its gates. As he did, a young woman ran up to him and cried, “Mr. Milland, may I have your autograph?”
Milland, knowing the take was ruined, gave her a sidelong look. “I’m not Mr. Milland. I’m just a guy who needs a drink bad and trying to pawn my typewriter.”
“Who do you think you’re kidding, wise guy?” the woman snorted. “I been a fan of yours from away back.” Sidling up to him, she went on, “Whyn’t you come over to my place? I got a quart of Seagram’s Seven which is lookin’ for a guy like you. The bars don’t open till one.” Milland then realized the woman thought he really was an alcoholic and wondered how he was going to get out of the situation.
Fortunately for him, director Billy Wilder came up, told the woman they were making a movie, and showed her the camera in the truck to prove it. But she still remained a hard-boiled, skeptical Noo Yawker until Wilder took down her name and address and promised her a screen test.
Hope you all have a wonderful day.

Has the government gone after funds for non performance? If not, why not?
The administration continued to report "all is well, on schedule for October 1". Are these people being held accountable?
Where is the money coming from for the "tech surge"? Are taxpayers paying for it? How much will that cost?
Or, the press could just ask "How much will this system help sick people when it is working?"

I see major risk of being isolated and ruined by the array of his growing enemies. The established national politics of DC; lobbying, payola, political hacks, the Democrat Socialists and the MSM and the entrenched GOP that want nothing to do with changing the metrics in DC. I wish him well though as he has so quickly stepped up to fight the good fight.

My favorite scene in "The Lost Weekend" is when he is at the opera (La Traviata), and is fantasizing about the pint (or flask) in his overcoat pocket.
The aria being sung is: "Libiamo ne' lieti calici," or "Let's Drink From The Joyful Cup!"

This kind of thing smells of people yammering about "Optics" and "Message" and worrying about whether the friggin' Democrats will be offended by the Unfairness of the Loyal Opposition and not invite Boner to play golf with them.
Fuck "metrics." And fuck "major risks," too. The basic issue that is at stake is the survival of the country: can it exist without money, without jobs and without a Constitution? Choom Boy thinks so. When laws are being broken and the "system" has been co-opted by America-hating greedheads, the only issue is to rein in the criminals. We change the "metrics in D.C." with the complete and final political destruction of the country's enemies. By any means necessary.

Not that long ago we lived in an age where peer-reviewed scientific journals helped push the boundaries of knowledge.
No longer.
Today those same journals are not "peer-reviewed" in the same manner of trying to challenge published research to be better, more thorough, more scientifically sound. All too often the purpose is to publish biased research, in the name of an agenda.
As we're busy watching other fronts of this war, they have usurped science. We didn't get where we are by accident, and when the world crumbles back into the dark ages of magic and superstition, and a massive dying off of the human race, this will be the beginning of it.

A million lines of code printed out would be 18,000 pages. That's a stack six feet tall (on typical 20 pound paper).,weighing 180 pounds.
So, five times that.

I hate to rain on anybody's parade but haven't we been down this road before?
Wasn't Rubio the dark haired Cuban that was a staunch Conservative and would save the Senate from it's self made perfidy?
Yeah. How'd THAT work out?
Then there was Fatboy Christie talkin' smack back at the Teachers, the Teacher's Union and Reporter's and how (even though he had his own zip code) would be just the thing for Conservative Republicans and would stand up to the evil Libs.
(and Ann Coulter revealed herself to be a chubby chaser and tried to get him in the debacle known as the 2012 election?)
Yeah. How'd THAT work out?
So color me skeptical about Mr. Cruz goes to Washington being anything other than another slickly crafted populist politician standing up and acting like David and Goliath while meantime knowing the fix is in and who has no real intention of doing sh!t about anything and who we eventually find out has a silly putty spine.
Talk is cheap and when you look closely, he didn't DO anything other than talk.
/let the flaming begin by those desperate in their search for the great white hope of conservatives.

"Cruz is still a product of a system in which there are rules. And that system is as unfit for challenging the left-wing radicals running things as trying to play a game of chess against an opponent who feels like moving the pieces any which way he feels like and always claims to have won. "
and " The United States has never really had full-bore left-wing radicals running it before. It does now. Media outlets breathlessly report on Tea Party radicalism, which consists of wanting to undo the judicial activism of the last century. Meanwhile Obama and his cronies just ignore any law they don't like and rule by fiat."
The whole thing is excellent. http://bit.ly/Hd6vcZ

I worked for the DDG 1000 program about 3 years ago. I consider the manning concept flawed, but it is a decision that was part of the conceptualizaiton of the class. We managed to argue up from 120 to 130 people, but it was rough going.

In the March, 1996 issue of Computer Watts Humphrey published crude rules of thumb for estimating software projects.
A million lines of code will occupy 67 people (including testers, tech writers, developers, etc) for 40 months, or 223 person-years.
A million lines of code costs $20m to $40m.

I NEVER said I hated any of those guys.
I just said that they somehow triggered this avalanche of oohs and aahs from conservatives about how strong and smart and how they were taking the liberals to the wood shed and that we needed them to be the Republican leadership and wow how great that would be.
And then they revealed themselves as to what they really were and what they really stood for and it wasn't what they were getting praised for by conservatives.
So seeing Mr. Cruz getting that same idolization treatment lately, I thought I'd mention the other times when that happened and turned out to be a false alarm.
I hope he IS what he claims/acts like.
I would be quite happy to see him influence some of the other Senators instead of the Turdle McConnel.
I'm just not ready to dance in the streets and strew flowers in front of Mr. Cruz as he takes his triumphant walk for having done, essentially, nothing only talk.

HOLY FUCK, CUPCAKE! ARE YOU SERIOUS?! I'm young. I've only just started working in the civilian world, and have very little in savings. I couldn't AFFORD to be out of work for nearly three weeks. Back pay? Cool. My mortgage is due NOW.
Yes. I'm a leech. Yes. I'm paid by the taxpayers. Yes, I hit my savings account (hard) to pay the mortgage, and yes I'm glad both that I'm back at work and that I'm going to be paid for the time I was forced to miss. (For the record, I'm torn on this issue. I didn't do any work, so I don't think I should be paid, but I didn't ASK to go home either.)

Just checked with BCBS of SC and the crappiest plan, where I pay 50% of everything after my $5000 deductible will cost me $590.73/month. I am currently paying $380 for much, much more.
So thank you adorable care act for making me lose my current insurance (Medical Mutual of OH probably didn't want to deal with SC claims) and charging me more for less. This is the bronze plan. The closest to what I now have is Silver 3 plan, lower deductible but will cost me $687.26
By the way BCBS's website works great. Maybe the feds should have used their's as a model.

In my last incarnation as an employee of Big Corporate America, I worked for a software company that builds compliance software for the financial industry. The software ensured institutional compliance with myriad federal & state statutory and regulatory schemes across the entire 50 states and the US Territories. The software was complicated, and my job was to write requirements for the engineers and coders, and to functionally test the software to those requirements in the Quality Assurance phase. To be clear, though: I was not and am not an engineer or coder. I do, however, own a degree in mathematics; I have experience coding, and I understand the logic and process methodology of coding.
All of that to get to this: From the news reports, from analysis of independent, qualified experts, and based on my own experience, there is no chance the exchange will be fully functional in a couple of weeks. The size of the undertaking is breathtakingly, staggeringly immense. Even "moderately functional" (which is a euphemism for "running on five cylinders" or "running inconsistently and buggy") would be a stretch. My suspicions? The site may be cobbled together to limp along within three to six months, but won't operate as intended for the better part of a year yet - maybe longer than a year.

You are collecting infromation, setting up an account. Then using that information to pull from a collection of available plans from a database of insurance plans based on location. You then interface with whatever financial information the US govt have to figure the subsidy to attach and display on the account. Store the user's choice and send to billing and the insurance company via whatever interface or method you've decided on.
You should be re-using a lot of code here, I don't see where you should even come close to 5 million at all....

And they evidently found the right party in D.C. who would enable that greed. But I think she is right to a certain extent because of the previous law preventing insurance companies from selling insurance across state lines. Bet the all big companies donated heavily to both parties to keep that law intact. And, as I recall, not too many companies raised a rucus over the ACA. Not like they did when Cankles had the same bright idea.
