Morning, all. ItÂ’s not that cold here in northern MA this morning, but it is rainy and dreary; just the kind of weather tailor-made for sleeping in, if one was a member of the FSA. Oh, well, letÂ’s grab a cup of tea or coffee and settle in for a story. . .
In 1949, the New York Sun reporter Malcolm Johnson won a Pulizter Prize for his series, "Crime On The Waterfront," which detailed the seedy world of corruption, blackmailing and extortion infesting the Mafia-dominated waterfront dockworkers unions. Then, in 1953, a dockworker named Anthony DiVincenzo testified in front of the newly-created Waterfront Commission about the Gambino and Genovese crime families' hold on the waterfront. In the tight world of dockers, it was very dangerous - monetarily and physically - for DiVincenzo to testify, and director Elia Kazan saw a bit of himself reflected in the docker, as he had gained the enmity of a number of Hollywood friends by naming names for the House Un-American Activities Committee.
Kazan first approached Arthur Miller to write a screenplay, but he wasn't happy with the finished result (and, of course, it didn't help that Miller had not testified and was lionized for it, while Kazan had and was vilified). He next approached the writer Budd Schulberg, who had attended the DiVincenzo hearings,* and the two knocked out a script.
As he would do for the role of Private Maggio in From Here To Eternity, Frank Sinatra campaigned hard to get the part of Hoboken-born docker Terry Malloy, even meeting with Kazan to discuss costuming and motivation. The problem, however, was that Sinatra wasn't a star. His recording career was in a slump (he was still recovering from the abysmal single "Mama Will Bark," a real stinker) and his personal problems had tarnished his image nearly beyond repair. No studio wanted him, and even Kazan was leery of giving such a meaty role to The Voice.
Marlon Brando, on the other hand, was hot. He'd already come off of Kazan's film of A Streetcar Named Desire with rave reviews. Our old friend Columbia producer Sam Spiegel (he of yesterdayÂ’s Peter OÂ’Toole story) told the director that with Sinatra in the lead, he could only raise about $500,000; with Brando's name attached to the project, it would be easily twice as much. But Brando didn't want to do Waterfront; he refused to work for a man who had testified before the Senate House Committee. It was only after a long period of cajoling by Spiegel that Brando signed on, telling himself that at least, playing Malloy, he would be able to drive into New York on Fridays to see his psychiatrist.
Kazan sent a letter to Sinatra informing him of the decision. Devastated, it would be months before he could even bring himself to write a short note to the director: "For me to tell you that I was not deeply hurt would not be telling you my true feelings." Sinatra despised Brando - "Mumbles" was his constant nickname for the actor, even when the two were shooting Guys and Dolls together - and in his anger, sued Spiegel for breach of contract. The decision would have cost Spiegel half a million dollars, but the two men settled out of court with no money exchanging hands.
When released, On the Waterfront was a commercial and critical success, tamping down - if never fully silencing - the anger at Kazan for his HUAC testimony. But one man who didn't share in its success was Lee J. Cobb. Although his portrayal of union boss Johnny Friendly is a masterpiece of malevolence, the role was the last sputtering flame of a dying candle. Already ostracized in Hollywood because of his own HUAC testimony, Cobb in 1953 was a bankrupt who had just suffered a massive coronary. The role of Friendly was welcome work, but it didn't save his career. Memories are long in Hollywood, and while Cobb managed to snare juicy roles in 12 Angry Men and The Brothers Karamazov, his final years were a wasteland of second-rate TV appearances or supporting roles in cinematic turkeys like Our Man Flint.

DoD can ABSOLUTELY take this cut. What is CANNOT do without breaking the place is take a 10% salami slice to every program and activity - which is the way Congress mandated it.
Just tell us to take the cut, and then give us the authority to move cash around to pay the "must pay" bills and we'll be fine.
The problem is, Congress didn't do that, so yeah, DoD is fucked.

Obama has issued a PDF file for EACH of the 50 states detailing the scary effects of sequestration. These are written in juvenile tone (aiming at the uneducated, I suppose) and in Indiana we are being told that we risk losing teachers, early childhood education (Head Start), aviation safety and security risks, etc.
It is the biggest crock of crap I have read in some time, and obviously they have been working on this for a couple of weeks. Let me emphasize that there is a PDF file for EACH state on the White House web site. Here is the link to Indiana's, so you can see what I mean. You can probably get to your state's file there by looking around.

Thanks, MP4, for the On theWaterfront story. My wife happened to flip through the channels on Saturday night and we caught the last half on TCM. It's a damn fine movie, and I can understand why the Vatican has it on its list of all-time great movies.
Cobb did such a great job as Johnny Friendly- I had not realized that he had almost no substantial work afterwards. It's a good thing that Hollywood no longer discriminates and blacklists actors who actually support the United States, right? Right? Hello...?

Aside from you guys in DoD, ya know what will be cut? Fucking social workers going to the homes of mothers with infants (0-3 yrs) as part of the Early Head Start program. WTF? The benefits listed are things like activities so the kids are not watching TV. WTF again?

And when did the feds take over funding of schools? They didn't.. but if you listen to the lefty moaners, it's as if every school will close down on March 1st.

SEQ = One small step for sanity. If this goes well, we should do it more often. Think about it: 10-15 sequesters and we might even make some progress.
As for the DOD civilian workforce? No offense, but since 9/11, that industry has gone hog wild crazy with unlimited $$$ thrown at it. Ever hear of "market correction"? Welcome to reality. Nothing in the government should be spared from the cuts - nothing.

It's terrible. A few months ago, Cena and Jericho were going back and forth in ring and Cena's ranting at Jericho and busts out with something like "gosh doggit", "dagnabbit" or something equally absurd. They both break character for a second and Jericho says "Really? I mean, dagnabbit? What the hell man?" Cena "What do you want from me Chris, our average viewer is about 8 years old."
Sad, because it's true. And now they have a champ who's there, what, half the time at best?

I walleye fish in front of BJs Voyagers grab. A nice family multi-building summer camp. Now just the main bldg left as a display and a park service super duty dock. And a sign asking for stories of life on the lake. Gave me and Dad something to crank about when the fish weren't biting.

We had a drought for three years so the roof wasn't an a huge issue.
I went back to work and had a new roof put on.
The day after the roof was done it rained an inch and a half a week for a year .

After World War I, and with another European war looming, leaders from the historic peace churches met to discuss how to cooperate with the government in order to avoid their difficulties during imprisonment experienced during World War I. As the United States prepared for another war, the historic peace churches, represented by Friends who better understood inner dealings of Washington D.C. politics, attempted to influence new draft bills to ensure that their men could fulfill their duty in an alternative, non-military type of service. On June 20, 1940, the Burke-Wadsworth Bill came before Congress for Civilian Public Service. CPS participants were financially sponsored by their home congregations, not by tax funds. Furthermore, all wages earned while working at private medical facilities, for instance, were confiscated by the government.
Understaffed wards at Philadelphia State Hospital had one attendant member for 300 patients, the minimum ratio being 10:1. The government balked at initial requests that CPS workers have these positions, believing it better to keep the men segregated in the rural camps to prevent the spread of their philosophy.
The CPS men discovered appalling conditions in the mental hospital wards. In an interview, a conscientious objector described his experience when he first entered a mental hospital in October 1942:
" It is sort of like a perpetual bad dream. The smells, the sounds of the insane voices, the bad equipment. The long, dark corridors. I tell you, it is all very much like a medieval fairytale of the nether regions. WeÂ’d heard about how these patients had been treated by the attendants, Beat with rods, you know, do all kind of things. We took a vow before we left the camp, we decided that we would not assault or in any way, strike a patient. I opened one of those rooms, and there was a man lying on the floor. I leaned over to try to see what I could do to minister to him in some way, do something for him. He may have been on a mattress or he may have been on the bare floor. No he was on the bare floor, because when I tried to move him, his skin came off. His skin was bloody and stuck to the floor and when I tried to lift him up it just peeled his skin off. He was in the last stages of syphilis. He died less than a week afterwards. Now that was my first introduction to what was badly needed in that institution. "

And that's really the point. Here's an example...and this is an actual example.
Let's say the Base Ops account (money to run military bases) is $8B. And it's going to take a 10% cut. So far so good. Every sub account gets slashed 10%.
Only problem is that the utilities account is one of those sub-accounts, and it HAS to be paid - and it's $4B. So now the 10% cut is not coming from the $8B topline, but instead from a $4B topline, because the utility bill MUST be paid. Therefore, every other sub-account under that activity will be taking cuts on the magnitude of 20-30% in order to get to the 10% total. A lot of these sub-accounts are vital functions, but are not mandated in law to be paid....like the utility bill is.
Here's another example....
We have to cut Military Construction by 10%. No problem. But you can't build 90% of a building. So you'll end up taking a larger hit in MILCON so you can make your 10% cut. That will end up being something like a 15-18% cut when it's finally done.
And MILCON is one of those areas that actively means jobs outside the front gate.

Let's say you make $50K a year. I'll give you $100 a month for 11 months, and then I'll give you $48,900 in the last month.
This is not just a problem in the DoD. This is how government budgeting happens everywhere, and not all of it is the fault of the department. If you happen to be in a government agency with a lot of contractors, then you KNOW how many of them leave their invoicing till the last possible minute. Sometimes it's like pulling teeth to get them to spend any of the money they've been awarded within the fiscal year. So just as departments will spend relatively nominal amounts of money for the majority of the year, only to go on spending sprees in the last few months, so, too, do the contractors they employ.
The whole system needs to be completely overhauled. It's a total mess.

DoD has authority to move money around if it has to be re prioritized during the year. But Congress limits, rightfully in my mind, how much of that they can do in any given year. There are caps to the flexibility. However, the sequestration cuts are so large, that that flexibility is reached before even half the cuts are taken.
THIS IS THE ISSUE.
Again, DoD CAN take the cut. It SHOULD take the cut and NO ONE in DoD is saying otherwise. All they are asking for is the ability to move money around without regard to the caps for this one year.
Since Congress is the one who put DoD in a tenuous situation, it seems that could allow some flexibility to accommodate that for this year.
But they are not - as it stands now.

For example, Adlai Stevenson publicly criticized J.Edgar Hoover's FBI inefficiency, so Hoover fabricated false evidence provided to Eisenhower's campaign against Stephenson for POTUS, smearing Adlai as a communist ONLY because he had provided a character reference for A.Hiss (self acknowledged democrat and communist but not a spy) who had served in FDR's administration and formerly been an aid to Chief Justice Oliver Wendell Holmes. (McCarthy might have more accurately smeared the late FDR himself as the communist. Irony of the hypocritical Nixon smearing communists when it was Nixon who enabled Red China to become what it is at US taxpayer expense.)
Public education today is poorly acquired, at best. And public opinion is shaped with the least amount of effort to study/recall history in it's making, as recent as 20th Century American living standards, and (unrealistic) expectations. The blatant permeation of revisionism today hardly benefits fair analysis of any topic.
Labor at the turn of the 20th Century did not have any benefits that Americans today ignorantly assume goes part and parcel with union membership. Even today, at least in right to work states, legislation protecting US Labor workers on the job is not necessarily enforced, construction site lack of standard enforcement (illegal alien cheap labor) setting stages for accidents and worker deaths. Furthermore, even with their union, miners have yet to enjoy such predictable union benefits as grocery clerks do.
As with any organization of people, unions have corrupted themselves just like the political parties have, as have governments and corporations. All function now to benefit the leadership while abusing the peopled resource of funds, regardless of duty, platform or promise.

Refusing to learn from the lessons of the newspaper in New York that tried this crap, the Arkansas Business Journal publishes a list of CCW permit holders (names and ZIP codes) for the ENTIRE STATE. Then, when the public understandlibly goes apeshit, they double down on stupid and promise to email the list to anyone that wants it. Deleting FB & Twitter comments as fast as they can.
The really interesting wrinkle to this is that the Legislature just passed and Gov just signed into law an act prohibiting this very thing. So someone's clearly itching to get reamed in the courts.
Many subscribers and advertisers are pledging to never do business with the mag, or any of its advertisers. Torching the company would have been too slow and messy, apparently. This is easier.
