Detroit could be the most desirable city in the country for middle and upper middle class people overnight with a few changes.
Eliminate the public school system and give a pure voucher for $25,000/yr/kid (what they are spending now). Home schoolers and people who want to band together in small groups for education would flood into the city for that deal.
Adjust the property taxes to match adjoining areas.
Done deal. Within 2 years, Detroit would be a thriving city.

When I lived in Milwaukee, white proggs would shake their heads sadly as they told me they were the most segregated city in the nation.
I liked to ask them when they were going to flee their lily-white 'burb and move to the shitty neighborhood where I worked...oh, no, not them. Other people should be forced to move.
One couple actually did move to the Mexican part of town--lovely old Victorian homes cheap--and moved out of the county after their first kid. Not sure if it was the second hit-and-run on their car or the third break-in that was the final straw.

My plan of eliminating the public school system and issuing pure vouchers is designed to flood the city with urban pioneers from the suburbs, who wouldn't dream of going anywhere near Detroit without this incentive.
As they move in, the current residents will be priced out of the city and end up scattered to different downriver suburbs or out of state.

But wouldn't it be better to contain the turds in Detroit proper, while just focusing on the burbs? Scattering the turds from one big bowl into each neighbors bowl of ice cream doesn't seem like a winning strategy.
That said, I have known of areas in expensive California where new immigrants, or native born white people for that matter, moved into a ghetto and gentrified it, largely because they could not afford the nicer burbs.
What they had to do:
1. Private School or homeschooling arrangements for their kids.
2. Arm themselves.
The Commiecrats, of course, discourage both.
