Who Could've Given the Stand-Down Order in Benghazi?

The answer isn't as obvious as you might think. Or, rather, it's exactly as obvious as you think, but the left will of course attempt to claim that any number of persons might have given this order and we'll never know who they were so oh well let's move on to something else.

In fact, as Kerry Pickett reports, a source tells her only the president or someone directly conveying his order could give such an instruction.

A source with intimate information about the events that happened on the ground in Benghazi the night the U.S. Consulate and the CIA annex was attacked by terrorists told Breitbart News that, ultimately, only the President of the United States, or someone acting on his authority, could have prevented Special Forces either on the ground or nearby from helping those Americans who were under deadly assault.

According to the source, when the attack on the Consulate occurred, a specific chain of command to gain verbal permission to move special-forces in must have occurred. SOCAFRICA commander Lieutenant Col. Gibson would have contacted a desk officer at the time, asking for that permission.

There's one other question of importance - who ordered the change in the talking points to affix the blame to the video.  And it's starting to look like the State Department (*cough*Hillary*cough*) is directly responsible for that (with the White House making the decision to go along with the requested changes).  My best guess as the moment is that Hillary requested the talking points changes when she realized that she could potentially be hurt politically for ignoring the requested security improvements at the Benghazi Consulate.

If I am reading this right, which I may not be, the default would be you cannot send forces and must be given a green light to go rather than we are sending forces unless you tell us to stop. Is that correct or do I have it backwards? If it's that a go signal must be given, would it then be that if no answer is received, no troops are sent? Response: You had an open com line that someone switched on in the TOC which sent audio not only to the Annex where Woods heard it but most likely to Tripoli and as Charlene Lamb testified to the security ops room at the State Department. You also had a cell phone call from Stevens to Tripoli informing everyone that they were being attacked. By the way this alert system was upgraded after failing during the earlier IED attack on the Consulate. After that it was decided to upgrade the alert system and to have the manning or someone available to make sure that the system was activated. Someone of the team of people at the Consulate ran back to the TOC area at the Consulate compound and activated the system--it did not fail--and you had enough information to verify that indeed the Consulate was being attacked--you did not need the camera of the drone to be crystal clear.

The sovereignty of another country (as shaky as it is/was in this case) is involved, so the President would need to approve it (so that we don't accidentally start a war).  In this case, it's pretty obvious that the Libyan government would have happily agreed to an allocation of forces after the fact, and may in fact have actually agreed to do so (one of the bits of information I've heard is that a Libyan C-130 was supposed to fly the quick responder unit out of Tripoli).

They did not want to escalate the 'news story' any more than necessary. Obama was in the middle of a close reelection campaign and the last thing he needed was for his 'success' in Libya to blow up in his face just months after his victory dance.

Remember, at this time in '12 Obama's "Obama is dead, GM is alive" was his major selling point. Al Qaeda alive and thriving in Libya was the last thing Obama wanted the American voters to see.

So when an attack on occurs, all these SOPs and checklists are pulled out and people start going through their gear checks.  And then wait for the Go.

And in a case like this, it has to come from the White House because of the international repercussions.  Someone with the horsepower has to call the Italians and Croatians for example to use their air space to transport our troops as quickly as possible.  Only the POTUS can tell the SoS to do that while telling the Sec Def to get assets ready to start moving once permission is received.

By not giving the Go.  Or telling them to stand down.  This White House and POTUS are responsible.

According to the article I read, at least one of the windows was boarded up from the outside.  The rest were completely dark - presumably covered from the inside to keep people from seeing in.  It's possible that this included something to keep the women from slipping out through them.

Of course this was 2 weeks after Pearl Harbor and not the most powerful military force in the world.

To go to all this length for the coverup it seems like there might be something more here.  Even if they had told the special forces operators to stand down they could have said that they did not want to send a small, undermanned force into an unknown situation and just increase the number of Americans killed.  There are lots of ways they could have rationalized it and the press would have carried their water as if it was their own.

But why was the decision made in the first place?

The Doc noted his hand tremors and became concerned. We've always presumed them to be annoying but benign. However, the doc made an immediate referral to neurology. So i"m having mommy guilt over not doing this sooner and nightmares over what the Neuro will find. His appointment is tomorrow morning if you would please keep us in your prayers. And then Thursday we go back to my husband's hometown to file paperwork that SHOULD be uncontested to transfer custody of the younger boys to us. The Ex is telling the boys she's fine with it. There are some events that, when they occur, trigger other events by definition.  It takes outside interference to change that.

Actualy, under the War Powers Act, ONLY the President could have authorized military intervention.

 

Libya was a sovereign country that we are NOT at War with.  To Invade that country the President had the authority under the War Powers Act, because American Personel and 'Soil' was under attack, to send the Military in....

 

But note, NO MILITARY actualy intervened.  Those who responded were CIA and State Dept. Personel... NOT Military.

 

And those given the Standown order?  NOT MILITARY.  They were State Dept. Security Folks...

 

Now.... who should have been advising the Prezzy on this??? Wouldn't that be the National Security Advisor??? a guy who is a lawyer and political hack with no military experience?

 

ONLY the President could have ordered the movement of MILITARY assets into Libya... that they were available and did not move, prooves he did NOT give that order.

 

The standown was NOT military personel.... it was State Dept. folks... and thus a standown order could, and would, come through them.

Well, it seemed to me all along that the Prez would have to make that kind of call.  I can't imagine a military commander ordering troops into action in a foreign country without that kind of approval. That being said, the chain of command they outline in the article is remarkably long:

 

 

(1) Lt Col. Gibson (SOC Africa commander)

(2) Unnamed "desk officer"

(3) Marine Corps Col. George Bristol (Joint SpecOps TF-Trans-Sahara)

(4) Rear Adm. Brian Losey (SOC Africa commander)

(5) (4star) Genl. Carter Ham US AFRICOM commander

(6) POTUS

 

 

Yikes! One has to wonder how long it would take to slog through that list. Then again, it's pretty easy to picture TFG being hard to get on the phone during this event, which he would just as soon pretend wasn't happening. He'd be conferring with his political cronies, not some "unsavory" military types, and his first instinct and his first priority would be to find a way to avoid responsibility.

If this is true, things are about to get interesting in a Clinton vs. Obama way.

Regardless of what facts come out, Zero is in a no-win situation.  Either he made the call to stand down, or he did not. 

If he did make the call, he'll have to come up with a lame reason (which will not be believed) to deflect from admitting he let Americans die for his own personal ambitions.

If he says he did not order the stand-down, then he's a dangerously incompetent president.  What kind of leader would have people under him who did not know to pick up the phone to the WH in nano-seconds if an Ambassador was under attack on Sept 11?  And further, for this excuse to work, he has to be "outraged" that someone else gave such a horribly bad order...and heads would have to have rolled over this already.  Mr Big Tough Guy Man of Action (see: OBL is dead!) would have wanted everyone to know how Big and Tough he was before the election, but there was not a peep from him in terms of firing these alleged incompetent subordinates.  Because he cares about Americans (right before an election), and all that jazz.

In a sane world, Obama would be toast at this point.

At a minimum, I'd love to see a timeline of what he was told, when, and how he responded from the moment the attack began until it ended.

There is no question every effort could, and should, have been made to help those people.  No one is saying the attack could have been stopped.  The outcome is and would have been unknown at the time the decisions were made.

Why weren't assents put in flight the minute the attack was known?  They could always be ordered to stand down at any time thereafter.  To not send any help is beyond comprehension.
