GOP Congressfolk Describe Obamacare Plans
— Gabriel Malor

Two general proposals were made this week by Republicans in Washington, D.C. for fixing the mess President Obama and the Democrats made of healthcare in this country.

The first up is Sen. Ron Johnson's plan for what we can do while Obama is still in office:

Sen. Ron Johnson presented an extensive PowerPoint proposal to "repair the damage" of Obamacare. Johnson had once hoped to repeal the law but conceded that now, after its implementation, "you don't just wave a wand and repeal it and it goes away." So he is collecting ideas for a bill he hopes would instead remove some of the most problematic parts of Obamacare. Johnson stressed that his proposal, in whatever final form it takes, will not be a systematic replacement but rather a set of individual fixes that could offer relief to some of the Americans most burdened by Obamacare.

Among the ideas he's considering are doing away with the individual and employer mandates, creating a "true grandfather clause" to let people keep their insurance if they like it, allowing any state that chooses to simply opt out, ending the bailouts for the insurance companies and ending the tax penalty for people who buy insurance on the individual market, allowing the sale of insurance across state lines, and creating high-risk pools to insure people with preexisting conditions.

Johson's plan is pretty straightforward. Obamacare is deeply unpopular, but Obama isn't going to allow its repeal while he is in office. So the GOP should press its advantage by offering small, popular ideas to replace the worst parts of Obamacare. In particular, many Democrats are running on the claim that they want to "fix" Obamacare. The idea is to make them put up or shut up.

Johnson acknowledges that this is just the limit of what can be done so long as Obama refuses to budge. Johnson notes that other parts of Obamacare will have to be transitioned out of existence (he names the subsidies) after the President is gone.

That's on the Senate side. On the House side, conservative Reps. Tom Price and Mike Roe outlined their plan to replace Obamacare.

And physician Reps. Tom Price (R-Ga.) and Phil Roe (R-Tenn.) promoted their ideas for tackling a long-running conservative priority: replacing President Obama’s healthcare law with a system that allows people to buy health insurance across state lines and take it from job to job, that reduces “defensive medicine” through tort reform, and that expands health savings accounts.

Price acknowledges, however, that this isn't happening until after Obama is gone:

But Price cautioned the new system he envisioned was, practically speaking, years away.

Obama, he said, is “not going to sign a bill to repeal his signature legislation.”

“What will happen, I believe firmly, is that in three to five years, we won’t be living under this law,” Price added.

I'd love to see the Democrats forced into some hard votes on this craptastic law.

1 Harry Reid has been the best friend to this regime. Ron Johnson is going to need to go to the press and hard for his idea to ever get any light.

How is that less disruptive than repeal? Note that I am not against this plan nor do I care to listen to everyone say everything they always say about repeal, I am addressing Johnson's own statement that you can't just wave a wand and make it go away. If the goal is to be less disruptive, I don't see how this avoids that. Not only would general counsel for insurance companies be injecting heroin into their eyeball during a board meeting, so would insurance commissioners during public hearings to determine how the hell to put back into place the grandfathered polices, not to mention the prior networks. Which isn't to say I'm against this, because I'm not, I'm just saying that it is as disruptive as full repeal.

15 So the GOP should press its advantage by offering small, popular ideas to replace the worst parts of Obamacare. Oh, yes. Let's accept the premise that the Federal Government has any say in my health care or health insurance. That's a great idea. No way that could *possibly* backfire. What you get for continuing to argue for full repeal is- once there is a President other than TFG, you might actually get a repeal. Once you accept the premise that this is not a wholly unconstitutional power-grab, you may as well implement single payer yourself- because that's what *will* come.

52 ObamaCare (ACA) is unworkable, unconstitutional and a tyranny of incompetence as presently written. But is is "the law of the land". As long as the Weasel in Chief, our Prezzident Obama, makes weekly decrees vacating his own "signature legislation", the rule of law is just a phrase for High School civics. It is non-operative. You can't replace something with nothing. Any clear proposals put in front of the public, even if they fail to pass or are vetoed, makes the public actually look at this trainwreck. And it gets the Democrat gangsters going on record of what they actually think. They are going to have to take a stand somewhere, even if Obama creates new fiat law to dodge the inevitable. If the Republicans do "nothing", then Obama will continue to use his pen and phone and a supine Media (or a fellating media) to just as he will, and a lot of people will never know the difference.

66 That premise got accepted in 1964. 1965? Decades before your parents even thought about you, at any rate. I disagree. Medicare is, while an "entitlement" not actually a requirement. Oh, it's nigh impossible to find actual private insurance if you're over 65 now, but not actually impossible. Medicaid is specifically a State program (albeit, one forced on the States by the Federal government). COBRA and HIPAA are more problematic- but even they aren't actually about the specifics of your coverage or care. Until 404Care, there was still a demarcation (however thin) between the Federal Government and my actual health care/health insurance. That has been completely erased at this point. To try to "fix" 404Care is to accept that erasure. I do not- I reject it fully.

86 The GOP does not want to and will not repeal obamacare. If they claim the senate all They will say is we need the white house to do anything. Its one sorry excuse after another for their impotence. At this point the only thing that is acceptable is full implememtation as written. They should be offering up bills to do away with their own exemptions and all of the other exemptions doled out by this corrupt administration.

87 Surely this commonplace practice is not too difficult for you to understand. Show me where a) it's been done in the last 5 years and b) where it has even moved the needle. And, for the record, what happens if your opponent decides "hey, they're right- I can vote for this (knowing full well it will never go into effect) and then shore up my anti-Obama cred! Score!"? If the "politically difficult vote" (snicker) is Politics 101, then the "vote for something you don't believe because it's a safe vote" is part of the prep-work to be able to *take* Politics 101. Even assuming you're right (you're not) about the VAG's motives, it's a losing strategy.

96 Medicaid is specifically a State program (albeit, one forced on the States by the Federal government). COBRA and HIPAA are more problematic- but even they aren't actually about the specifics of your coverage or care. Posted by: AllenG (DedicatedTenther) When ACA was passed, Lieberman made them take out the "Public Option". Medicaid will now be the default "public option" for people without a plan. This has to shouted out loud and clear, and people have to realize the actual results of being forced onto Medicaid. This will be "more pain" for the voting public. This again, was the craptastic thinking behind ACA from almost the beginning. Which is why the government was forcing the Medicaid expansion on the states.

"Obamacare is deeply unpopular, but Obama isn't going to allow its repeal while he is in office."

He isn't going to ALLOW it?  ALLOW it?  He's not a fucking king.  Where in the blue, gay sphincter of Hell is it his place to allow it or not allow it.  If "Obamacare is deeply unpopular" - that is to say, the majority of Americans want it GONE - and (yeah, this part is a stretch) Congress exists to do the will of the people who its members allegedly represent and whose job it is to to their will, then what not repeal it? Why not vote it out of existence?

You want a viable alternative?  Here's my viable alternative.  First, somebody put their finger on wherever it is in the Constitution that empowers the Federal government to dictate, manipulate, or otherwise fornicate with the provision of medical care in this country.  Once they admit that such a piece of text doesn't exist, then repeal Obamacare once and for all.  Then, for those people who want to purchase medical coverage, or catastrophic coverage, or whatever else the insurance industry is willing to offer, let them do so, in whatever form or fashion they are willing to contract. For those who desire to not have insurance and pay for whatever medical care they need out of their own resources, recognize their freedom to do that as well.  For those who are in need of medical care but, owing to their inability or unwillingness to earn the money to either buy coverage or pay for the services themselves, this is the role of private charity, not redistribution from earners to non-earners through the auspices of the central government bureaucracy.  Americans are the most charitable people on God's green Earth; we are, in fact, the great check-grabbers of the planet.  The donating public can decide whether to support abortions for the poor and the promiscuous, immunizations for the indigent, medications for those infected with the AIDS virus for whatever reason, and the like.  There are some I would gladly donate funds to; there are some I would not.  And that's my business.

Guys, you know I RARELY flip out on this blog, but dammit, there are days when I'm about a fly's eyelash from militant resistance, and this is an issue that makes this happen.  Sorry if I'm out of line.  For any weak-kneed Congresscritters who want to say "this is not the hill to die on," let me tell you that it's not the hill to surrender on, either.  Because math is an iron-plated bitch, and what can't go on indefinitely, won't.  If Obamacare is allowed to go on existing, it will bankrupt the nation, and then there won't be anyone to write the entitlement checks, and there won't be a mechanism to write them.

Thanks for letting me vent.  We now return to your regularly scheduled programming.

168 I'd love to see the Democrats forced into some hard votes on this craptastic law. Pipe dream, Gabe. I mean, you're dreaming big and I like that, but it just isn't happening. Here's why: the House Dems could vote en masse for these measures, or they could abstain from a vote, and it would still pass the House. Harry Reid will never allow any of these bills to see the light of day in the Senate. Emperor TehWon has no need to abolish the Senate, the Dems there are his Grand Moffs.

169 Johnson had once hoped to repeal the law but conceded that now, after its implementation, "you don't just wave a wand and repeal it and it goes away."

Doesn't King Barry just wave a wand to implement or put off any law he likes or dislikes? So why not just wand it out of existence.

Veto pen and executive orders. Even if by some miracle the GOP got the stones to take action and by an even greater miracle the repeal passed, there isn't enough votes to overrule a veto. And even if by some act of God there were enough, President Obama would just implement it anyway.

179 Those who can, do. Those who can't, teach. Or, perhaps more likely- they were rather more in shape in their youth (Olympic athletes rather famously eat for an army), and never got out of the eating habits while simultaneously not keeping up the exercise regimen. There have been a couple of US Olympians on "The Biggest Loser". Holly Mangold was a powerlifter and Rulon Gardner was a surprise Gold medal winner in Greco Roman wrestling. A person who competes at that level is 100% focused on their sport alone. Their coaches tell them when to do everything. Then when their career is over, the coaches go away and they're in charge of their life with no coaches to bug them. Not all of them go crazy eating. There are a LOT of Olympians that stay in amazing shape. But some of them do.

239 I'm on a team with three kids just out of HS football who each weigh 350 lbs. This is them in shape (well, sort of). What's going to happen when they 'let themselves go'? Well, if they've done it "right" that's not too bad. Bodybuilders are supposed to weigh about 3-4 lbs per inch of height. Say the kid is 6'2", that puts them at 296lbs. Add 50lbs of fat and you're right at 350ish. If you're eating like a bodybuilder and not just carb-loading, when you're done playing you can simply back off the portions as you exercise less. But yeah, I get it. Most HS athletes have no clue about nutrition. Some programs really emphasize it, but how many HS Football coaches are pounding that information weekly?

240 "The Republicans in the Senate could show their anger at the Searchlight Strangler's usurpations by denying unanimous consent to everything on the agenda. Every single thing. Gum the whole place up. " The Congressional Record is a journal of everything done on the floor of the Senate and House. Members are allowed to "amend" the record with corrections to omissions. This is traditionally abused to include matters on the record that were not actually discussed, such as congratulations to constituents, or speeches, or letters from constituents. It would waste time to read all that in, so they're allowed to include it as if the chair would have let them hog the microphone as much as they wanted during sessions. As a matter of procedure, any one member can waive the reading of this record. They would then have to stop while the clerk read the Record aloud to the membership. It should be considered a last resort, to be done after all other less offensive methods were attempted. Such as, assault and battery with a baseball bat.

242 Posted by: Chris Balsz at February 11, 2014 01:22 PM (5xmd7) Simpler answer??? It takes YEARS for things to wind through the Courts.... and meanwhile, the ACTS are going forward... Take the blatant illegal Recess Appointments for the Labor Relations Board.... By the time it made it through the Courts... their appointments were already moot... AND everything they did.... stood... The Courts are not FAST enough to stop Executive Tyranny.... because they can only Redress something that has already happened.... not STOP it in its tracks before it does...

244 The point isn't that we're mad that they *haven't* repealed ObamaCare, but rather that they keep signaling that they don't think it's so bad.

"Repeal and Replace." No. Repeal. Period.

You are insane.  The fact that they have an alternative plan does not imply that they're groovy with Obamacare.  Hence the whole "appeal" thing.

It is your opinion that the pre-Obamacare health system in the US was perfect?  That no improvements by federal lawmakers were possible?  Say, tort reform?  Interstate competition?

Running solely as the Party Of No isn't going to work.

Step back, calm down, and read what he said. Please. Go ahead and re read it, not as an attack on you personally, not as something to jump on and fix, not as an insult, but just the words as written.
I think you'll find far more you agree with than disagree with, if you view it fairly and objectively. It is plainly not "insane" by any rational standard.

=====
They went all in just before Christmas, 2009.  They're stuck in the Obamacare tar pit.  The more they struggle, the deeper they sink.  Dems in Mass. voted for Scott Brown as the 41st vote to stop the cloture vote for Obamacare.  Think about that at your leisure, because the "moderate" Dems sure as hell didn't consider the effects of the law on the people of their respective states when they signed on for the long ride.

I  don't think there are  any moderate dems in congress now.  They've all been chased away by the likes of Reid, Pelosi, Schumer, King, etc.  The dem caucus is run by the iron fist of these marxists.  No one speaks against the leadership lest they become fresh meat for the MFM jackals  and ruined politically.

Health insurance was governed by STATE Law... and it was Federal Law that said you could not sell it over State lines... (thus no Commerce Clause). So it would be up to the STATES to fix it... NOT the Congress. Now... Tort Reform? notice Obamacare did not touch it???

Chipping away at ObamaCare is a slow tactic but right now it appears to be the only one that can be accomplished.*  It has the side benefit of keeping this on the agenda, highlighting one disastrous part after another, showing how ObamaCare hurts this person and then this person and so on.

Force the Democrats to defend hurting individual people.  That is much more powerful than hurt people in abstract.

*Not that all of the delays and exemptions and so on aren't destroying ObamaCare as we sit here and type.  We want to get our kicks in also before it expires.

259 "It is your opinion that the pre-Obamacare health system in the US was perfect? That no improvements by federal lawmakers were possible? Say, tort reform? Interstate competition? Running solely as the Party Of No isn't going to work." Affirmation of state control of health insurance regulation is not just saying "No", and it involves the ABSENCE of federal management of health insurance. It is too bad there isn't a press conference that Senators and Congressman can do to implement that. It is just too, too bad. Since there's only 535 of them, we can cycle personnel til we find 535 who can stand it.

True, but, there very first need is to be reelected and the Dim leadership has mastered scaring folks into toeing the party line or ELSE.  It's hard to be reelected when you had zero success as a legislator and your own party works against you.  There were some moderate to conservative Dims elected in the 90s and the Dim party took them aside upon arrival and explained the realities of life to them--they fell in line--the one or two that resisted, served their two years and were gone.

I can remember  hearing a speech he made to a group of physician sycophants when he was discussing Ocare.  Everything he talked about was met with applause.

Then he  added that some doctors think that there'll be tort reform  (applause).  There's not going to be tort reform  of any kind.  Everyone is still held to the  same tort laws as before..........(silence).

It also has fail written all over it.

Obamacare is made up of component parts. Johnson's approach leaves taxpayers holding the bag for many of these changes.

So what's the point? Give employers relief but leave taxpayers saddled with the cost?

Unacceptable.
