28 If it was a dynamic IP, your hash would change regularly. If it doesn't change, you have your very own IP address. But if you turn off the modem, that will release your IP address and it can get used by someone else and/or the modem just grabs a different one. It's possible that if you just turn it off and right back on, you might end up with the exact same one. But most of us don't own our own IP addresses the way a business does.

33 How do I reset my modem? I am clueless. Depends on your modem- usually there will be a "reset" button. However, if it's a combination modem-router, you might mess up other network settings if you do that, so be warned. In Connecticut and now in Missouri my IP never changed after modem reboot or prolonged power outages. It's not quite that simple. Modem reboot or power outage isn't exactly the same thing as a modem reset. Most computers (PCs at least) have IpConfig- a utility which lets you play with your IP settings. On thing you can do is reset your IP settings- which explicitly releases the "lease" your PC has on its current IP address and then asks the relevant server for a new one. "Modem Reset" is more like that. Sort of. Or your ISP could have assigned you a static IP. That's possible to.

35 I guess I'm mis-stating the technical stuff a bit. But most of us seem to have a static IP address because our modems are always on. I've had two IP addresses in 4 years here. It only changed when the ISP made some changes and started using different IP addresses. So it's a semi-static IP address. Common law static IP address??

40 So it's a semi-static IP address. Common law static IP address?? It's probably a "persisted dynamic IP address." Short version- it takes time (that is: costs money) to assign you an IP address. Not much, but every millisecond counts. So rather than assign you a new IP every time your modem turns off or loses connection, the ISP maintains a directory, of sorts, associating your modem with a particular IP address. It's not "static" or you'd be able to plug that IP address into your modem and it would never change- even in a prolonged power outage or if you reset them modem. But it doesn't change very frequently (as you note- when the ISP does some maintenance perhaps, or if you're offline long enough (often measured in days)), and as long as you log on regularly, the "lease" gets renewed- so that, in theory, you could keep the same one forever, even though it is technically "dynamic."
