Harry Reid Blinks, Will Remove IMF Language From Ukraine Bill

I blame the Koch brothers.

Senate Democrats on Tuesday dropped their demands that International Monetary Fund reforms be included in a Ukraine aid package.

Senate Majority Leader Harry Reid (D-Nev.) announced the change, saying he wanted to ensure that Congress could pass the package quickly.

...

“As much as I think a majority of the Senate would like to have gotten that done with IMF in it, it was headed to nowhere in the House,” Reid said.

Reid acknowledged the White House was not happy with the decision.

“Of course, they’re disappointed. We have to get IMF reformed but we can’t hold up the other [parts of the legislation],” he said.

In case you missed it earlier, I blogged about why the IMF language was a deal breaker for Senate conservatives (well, most of them anyway) and House Republicans.

The highlights:

-The Obama administration negotiated changes to the IMF management rules would have weakened US control, while empowering developing countries.

-Potentially exposed the US to greater exposure when new bailouts are needed.

-Taken money from the US Army and Navy budgets to pay for new IMF spending.

Now, all of these things may still happen but the House GOP is trying to get something in return, a delay in Obama's anti-free speech IRS regulations.

I hope the Republicans who vote with Reid yesterday are feeling proud today.

Well, bully bravo whoopee hurrah for that, but the GOP had better make sure they're actually going to get a tangible something, and not an empty promise that will then be cynically reneged upon. Which is the the stock in trade of Democrats in the Obama era.

And that's not new. Obama is a particularly aggressive player of that game, but examples go back decades. For example, I note that Chris Matthews has a new hack book out about his old mentor Tip O'Neill's relationship with Ronald Reagan, subtitled "When Politics Worked".

What Matthews is pushing is a gauzy bit of historical revisionism. Politics sure worked during the Reagan years. Worked to the benefit of the Democrats. Because Reagan was a man of his word, and O'Neill and his crew were not. Simple as that. And, sadly, Reagan got rooked time and again after striking gentlemanly handshake deals with Democrats who weren't gentlemen and who had their fingers crossed behind their backs as they shook hands.

-- S&L deregulation. Reagan wanted deregulation, but did not want the risk of the S&Ls retaining their federally guaranteed loans. Democrats said, "We'll pass dereg right now and fix the guarantee issue later on," and Reagan assented. The Democrats never got rid of the guarantee. What ended up being guaranteed was the largest taxpayer funded business bailout in history up to that point.

-- 1983's TEFRA tax package. Reagan and O'Neill agreed to a deal in which Reagan would sign on to a fat package of tax hikes, in exchange for O'Neill enacting $3 in spending cuts for every $1 of new taxes. As Reagan later ruefully noted, "the Democrats reneged on their pledge and we never got those cuts".

-- Amnesty. Remember how there was going to be one and only one amnesty and never another one ever again? Because the border would be secured by new funding to be passed after the amnesty became law? Reagan bit down on that bait, signed the amnesty, and then after that, Democrats predictably killed every single border security upgrade in committee on the Hill. Because more Democrats, dummy.

So, why wouldn't Democrats look back fondly on the Reagan-O'Neill years? They were racking up win after win after win by pure distilled treachery, and getting away with it.

Let us not get roped in by that nonsense yet again.

If Democrats agreed to the delay, they would quietly add language to the Federal Register officially delaying the IRS rules for a year while Republicans compromised on the IMF language. The two issues were not supposed to be publicly connected, sources familiar with the negotiations say.
