Economics and Time Preferences
— Monty

Fox's Adam Shapiro interviews Walter Russell Mead about the coming public-pension meltdown. It's a fairly long video, but very worth your time if you're interested in this sort of thing.

Mead's point about yesterday's liberals becoming today's conservatives is a good one, and one that not enough people really appreciate. It's become au courant to refer to modern conservatism as "classical liberalism", and we are now encountering the spectacle of the radical New Left of the 1960's desperately trying to conserve (note the word) the status quo.

Mead is optimistic that America can re-invent itself yet again and take advantage of technology to make government at all levels work better and for less money. I doubt that this is the case -- a century's worth of untrammeled growth of government at all levels argues against it -- but we shall see.

As for the government's ability to leverage technology to improve delivery of services....

5 The public pension meltdown can be traced back to JFK who made public employee unions legal through an EO.  No he was no saint.  The Democrat controlled Congress followed that up with a law which the Republicrats have never seen fit to repeal.

They are no saints either.

I started reading the Walking Dead comics.  What is really interesting is how  sparse it is.  That's not a criticism, just an observation of the difference between the comic format and series television.

The redefined terms... yeah, I don't believe liberal, conservative, progressive, or even the more loaded words, socialist/fascist, etc. can be used with anything resembling uniformity anymore.

I pity the person who tries to regulate their bahavior, based on  what these terms mean to them.  It probably can't be done with any sort of integrity.

Sorta like living in a zombie world.  People still operating with the old  rules will be  eaten.

9 What happened to, "Keep your laws off my body!"?  Now those same dirty hippies want the government all over and into their bodies with Obamacare mandates?!  What happened to, "Never trust anyone over 30!"?  They're all over 30 now and are more preachy and self-righteous than ever.  To hell with them forever and always.  NEVER trust a hippie.

10 I'm kind of a contrarian about this pension bomb stuff. Taxpayers, especially at the state level, are never going to rise up and shut down these pension systems. Fact is that most states have fairly unlimited ability to keep raising state income, gas, and other taxes to pay for these pensions as infinitum. Most people see little difference in their paycheck from an increase of 5 to 7% for state taxes. California's top rate is now, what, 12%? It can go higher. The numbers look really big, but states will find a way. If it comes down to paying for Medicaid or pensions, the pensioners will win.

12 This is from an American handgunner article and I think it's relevant here. Uncle John calls ’em Millennial Orphans, springing from fractured homes and forming their own “families.” Some came from big money, and walked away. Virtually all have some college, and many graduated. They were force-fed the educational establishment’s progressive propaganda-pap until they puked — too smart to become good little automatons. For many, the big awakening came about 2009. “Our teachers and professors had hammered us with America is evil, defy authority, capitalism kills and crap like that,” Lead Dog said. “Then all of a sudden it was don’t question authority; obey the government; embrace the collective. Don’t think, just obey. That’s when we started teaching ourselves.” They discovered new heroes, the real revolutionaries — our founding fathers — and fell deeply in love with some neglected, derided old documents: the Declaration of Independence; the Constitution; the Bill of Rights. And they saw how far we’ve drifted from them. “They told us capitalism was wrong because lots of power could be held by a relatively small group,” Purple-Stripe explained. “But it’s clear they want to replace it with a system where another even smaller group has absolute power, with the brute force of the state to enforce it. Not happening; I’ll die first. That’s why it’s important for them to disarm us. And that’s why we have these guns... http://preview.tinyurl.com/l9esjhg Maybe the kids are all right, at least some. I could see how being told "question everything" and then later being told "believe everything THESE people say" would lead to unintended consequences for the left.

30 World public debt just passed $100 trillion.  This country is on the hook for nearly $150 trillion in debt and unfunded liabilities.  The only way this country recovers is to start over from scratch.  There is simply no way that what this country owes can be repaid.  Impossible.  Realistically, Zimbabwe is a more probable outcome than any resurgence to any previous world power status.

32 There has been for a long time the Cassandra voice that this will end in default or devaluation.  It always has, in the end the wonderful promises wind up like fairy gold, which is why that particular phrase exists.  It is just that the people who depend on this manipulation won't go quietly into the night, they owe too much, and have too much influence to just go away.  Eventually, to support the failing pensions, I fully expect the federal government to "nationalize" all private retirement plans.  You, you put away $500 per month your entire working life into your private retirement plan, never bought a new car and ate beans once a week? Yeah, you have too much, and you must share with the assistant sub-director of the redundant weights and measures enforcement unit of city codes who made more than you at retirement and had a timeshare in Curacao and  sent his kids to Princeton and Simon Fraser.

Year after year of crony corruption, pure corruption, tax increases, rampant crime with no punishment, and most of all union sweetheart deals.  The working taxpayers have all left the city along with the businesses.  The only reason it hasn't gone bankrupt long before now is the US taxpayer bailing them out.

Now that they have entered bankruptcy court the unions are fighting tooth and nail.   Their solution; more of the same damn thing that got them here, tax increases.

But contrary to what the lying jug-eared SOB said, he is shipping them more taxpayer money.  So we are STILL bailing those corrupt SOBs out.

The problem is how to tell the membership and retirees, Without getting strung up.

87 Another example of our gov't harnessing technology...

Underground bunker dubbed the 'crazy cave' where 600 workers process government pensions by HAND - and one case takes 61 days!

http://tinyurl.com/msnlujd

Six hundred workers are processing government pension papers in an underground bunker entirely by hand in a staggering example of state inefficiency that is costing taxpayers millions.

Staff at what has been dubbed the ‘Crazy Cave’ take up to 61 days just to deal with one single case because of the archaic process that is the same speed as 37 years ago.

Each file is sent in on paper, entered into a computer, printed out on paper - and then put back into a computer again.

In my 2x4 hick area, we don't seem to have an overwhelming incursion of liberal governance.  Not that there aren't proponents of such, but their influence is decidedly limited.

Downstate, different story. Those idiots are flat out of control and will inevitably ruin the place.

My 30 years in the computer industry have taught me that the problem is almost never the application of technology; rather, the problem almost always is in confused thinking, which leads to badly designed requirements, which leads to technology being used badly.

Case in point: the ACA - or, to use Jon Stewart's term, "the 2,000-page clusterfuck". No amount of technological sophistication could turn that flaming bag of dog shit into a smoothly functioning information system: the requirements are too confused and too detached from reality to ever be made to work.

So, the problem isn't that that technology is used badly. Rather, the people who are determining what the techology is to do are self-righteous, power-hungry, ignorant fools.

132 "We really have $100 trillion in energy assets? " It all depends on who is holding the pencil. I can see a scenario where the U.S. creates a quasi-governmental entity that "buys" all the energy and mineral assets lying under all federal lands and offshore our coasts for 200 miles. This entity then sells those assets on a long term basis over the next 100 to 200 years, to regain the capital it used to buy the assets. The rest of the world would go along with the scam because it would be in their best interest to do so.

Monty wrote, "Mead is optimistic that America can re-invent itself yet again and take advantage of technology to make government at all levels work better and for less money."

I'm no enemy of optimism but I don't think lack of technological advancement or improper utility of existing technologies are the reasons why government at all levels is inefficient and unbearably, unsustainably expensive.  The problem lies in the human heart and the greed, shortsightedness, selfishness, and hubris encased within it.

That doesn't mean better government or societal reinvention is impossible. It does mean finding a solution to a given problem first requires correctly identifying its cause or causes. In the case of bad government, the solution is to restore the rule of law by fairly punishing the corrupt, firing or demoting the incompetent, and rewarding the hardworking and the efficient.  If you construct a system where the inverse holds true and the venal and inept are rewarded and the honest and dedicated are punished, you get Chicago. You get Washington.

Technology is just a means, and has little to do with anything in this context.

That is an illusion.  That is the government paying a credit card with another credit card.  It makes the problem worse not better.  Here's the example: The Fed prints money to pay debt (buy treasuries via QE) then repays interest it gained from inflating the dollar and then claims success.  Smoke and mirrors.

188 OK, since nobody asked, I'll tell you anyway. Hypothetically (ahem) speaking: Pregnant woman, Mexican citizen, "self pay" patient, baby evaluated prior to delivery, has major cardiac defect (only one ventricle). Plans made with full Social Work assistance to relocate the mother and father to a larger city (travel & lodging provided) prior to delivery. Baby will require 1-3 months in intensive care unit with a major heart surgery in the first week of life. Baby will be automatically enrolled in Medicaid at birth. If it survives the first surgery, will expect a minimum of two additional major surgeries in the first three years of life. Total cost to American taxpayers? Well north of a million dollars (conservative estimate) for a single patient. Courtesy of the American taxpayer. Where is the responsibility of the taxpayers and government of Mexico for this? Medicaid for all + open borders = an underground railroad for Central America to outsource their complex medical care to the US. Multiply that amount by thousands and you will see the tip of the iceberg. There's your morning doom folks.

208 Honestly I'm feeling optimistic about the future again. The tech/geek/google industry used to be all in with the Dem establishment, giving them crucial young blood support. That has all but unraveled in the light of Snowden's revelations about the extent of NSA spying. I was listening to an NPR segment on tech privacy and different private sector security geeks said they no longer look to the government to provide them with electronic security and privacy, and they realize the private tech sector will have to do it all on their own, often in spite of or thwarting the government. Look at the big trends: pro guns, pro pot, pro abortion, pro gay marriage, pro privacy in all forms. 234 I think the 2nd most depressing part about The Strain is the descriptions and accounts of how people will just get used to a brutal life of slavery in the camps.
The most depressing is how there will be a large chunk of fellow humans who will willingly keep the rest of us in camps in order to secure for themselves a little better life.

All because it is true.

And we see the chorus on the left getting louder and louder everyday--"put them [conservatives] in the camps!"

Even if it only saves one life, it will be worth it. But the extreme Right, in the thrall of Big Physics and the Koch brothers, refuse to act. It's time to stand up to the corporatists on the right and pass reasonable measures to stop the turbulence!

I admire the hell out of Zell Miller (who is still alive but elderly and no longer a public figure).  He was the last of the great Jacksonian Democrats. I especially liked it when Miller, a former Marine, seemed on the verge of challenging Chris Matthews to a duel during an especially combative interview after Miller's speech at the 2004 Republican convention.  I would've paid good money to see that old man face down Chrissy Matthews with a flintlock pistol at 15 paces.

That’s the theme behind an exhibit currently on display at the University of Michigan dedicated to defending and glamorizing the history of abortion. “4000 Years for Choice is an exhibition of posters about the age-old practices of abortion and contraception as a means to reclaim reproductive freedom as a deeply personal and life-sustaining act existing throughout all of human history,” states a university webpage describing the exhibit. The exhibit will be showcased through May 29 in the main lobby of the Lane Hall women’s studies building on campus. The exhibit consists of dozens of brightly colored posters with bold words, phrases and documentation meant to highlight and celebrate all the ways in which women over the millennia have performed abortions.

The disorders & miseries, which result, gradually incline the minds of men to seek security & repose in the absolute power of an Individual: and sooner or later the chief of some prevailing faction more able or more fortunate than his competitors, turns this disposition to the purposes of his own elevation, on the ruins of Public Liberty." — George Washington, September 19, 1796

303 Mead is optimistic that America can re-invent itself yet again and take advantage of technology to make government at all levels work better and for less money. I doubt that this is the case -- a century's worth of untrammeled growth of government at all levels argues against it -- but we shall see. I agree, Monty. Technology can't save us: what will save us is a return to some semblance of common sense along with a dollop of empathy. Failing that, we need far more restrictions on government's power. It's become painfully clear that the current crop of pols have no scruples and don't recognize that there are limits to what they can do. We need some hard and fast laws against this Postmodern approach to governing that says in no uncertain terms (read "jail time") that, "Beyond this, you will not go."

A sneaky back door way of updating history to current progressive thinking.

341 Regarding the discussion of Jubilee and timing in the first hundred comments, my OT read came boiled down to this: If you couldn't find something useful to do with yourself, you could voluntarily become someone else's slave (servant is probably a better translation). Every 7th year anyone who had become a slave in the past 7 years could walk away and try again as their own man as it were, or choose to remain a slave "permanently" (which gives an incentive to figure out something useful to do before then, or accept servitude).

The year after every 7th 7th year (so the 50th year), Jubilee was to be declared and all such slaves were freed, all debts cancelled, and all land returned to the family it was assigned to at the time of Israel's founding.

As far as I can tell these instructions were never put into practice. But if you think about it, you can see where this would put some serious limits on the runaway exponential debt growth we are burdened with.

And thus.... folks like me.... strong Fiscal Con, Social libertarian (small L) have no party in Government who represents our views... Because the pull today is between Social Cons and Social Liberals.... and Statist vs Constitutionalists... which is a multi access political field.... which cannot fit into a binary decision set.

368 There are, to my counting, only three things that advance human freedom:
1) Advances in private weapon technology
2) Advances in private transportation technology
3) New lands

What they all have in common is making the individual more powerful and the government less.

The first allows man to fight against the government on more equal footing. Think from flintlocks to the cartridge .

The second allows man to evade the government.
Think from horses to cars.

The third allows man to escape the government; diluting the power of governments.
Think of the opening of the old West, colonization of the Americas.

Only the first is the most likely, near-term advance. And that advance costs blood.

382 Actually, many, many people hoarded their gold. Yes, but that isn't what I meant by "do something." The idea that people with guns will come and take something that belongs to you should inspire outrage that leads to revolution. Instead, Roosevelt was elected again and again. There are, to my counting, only three things that advance human freedom:

431 324 FDR seized private gold in the 30s and nobody did anything about it.
------------------------------

I'm no fan of FDR, but I do see this point being repeated all over the web and it's only partially true.

Gold bullion that was turned in was paid for in full by what was then still a gold backed currency, the US dollar.  It was not simply confiscated, it was purchased by the government.

I still completely oppose the idea of outlawing private gold bullion ownership and think it was a gross overreach, but people have this picture of how it went down that's just not accurate.

I will say that the powers that be are really scared of people hoarding gold, that's why the Paul Krugman's of the world love to mock "gold bugs" every opportunity they can.  If more private citizens bought gold, I honestly believe it could take down the printing press.

523 WASHINGTON, D.C. - The ongoing fight for social media dominance between the United States and Russia has expanded again, this time to some of the internet's most popular video sharing sites.

The US Department of State has posted a video message on the website YouTube, which it has titled, "What we think of Vladimir Putin and the Russian Invasion of Ukraine."  The video is a clip    from the   1994 film Ace Ventura: Pet Detective, and features Jim Carrey's titular character using his hands to make it appear that he is speaking out of his buttocks.   The sound has been re-dubbed so that, instead of the original dialogue, viewers now hear various members of the Obama administration making loud and exaggerated noises meant to simulate someone passing gas.

The Kremlin has responded by posting a Vine clip of Russian President Vladimir Putin urinating on a picture of Barack Obama.

UPDATE: (8:04 PM EST) The State Department's YouTube video has been taken down due to copyright violations.

527 Same with probiotics. I like how people take them without caring which probiotics they are taking. At least with some probiotics there is some evidence that for some conditions (chronic diarrhea) it can help. You don't just take any random antibiotic. Different antibiotics are indicated for different problems. Some have horrible side effects. If you don't have chronic diarrhea then taking a random assortment of probiotics is kinda insane.

So after she ran through the numbers, I asked her "So I'm supposed to effectively take a 75% loss when I'm barely clearing 10-15%?" Her response was quick; she had obviously prepared. Some of the usual marketing jabber about exposure and such, but then she mentioned "breakage" - the 15-20% of Groupons that don't get redeemed. I said, "that's interesting, because the franchise ran a Groupon offer several months ago and made the same pitch to us. We tracked the breakage and found it to be less than 1%." She valiantly tried to cobble her quickly-deteriorating presentation by improvising some bullshit about how this would be more targeted toward my individual restaurant. I let the bullshit slide and asked her if she knew about the re-sale market for Groupon. Deer in the headlights. She tried hard to suppress the boo-boo lip as she dejectedly walked out. I would have gladly done anything in my power to console her.

555 My main concern of antibiotics on livestock is whether that is increasing the pace of antibiotics resistant bacteria. There is not good science saying it's bad for you to eat. And the increased yields mean more people get to eat meat and keeps costs down. Antibiotic resistance in human pathogens is a big deal, though. There is mixed data on whether usage on livestock is a causal factor. The main cause appears to be over-usage in humans, not livestock.

558 Why is the MST3K quote in the sidebar accompanied by a picture of Luke Skywalker? Was that from their Laserblast episode? "I just don't think he's ready for some footbawl." One of their better episodes.

559 As is common this time of day, I don't know if the  odor I detect is the smell  coming from  people preparing their lunch in  the office kitchen or the overripe scent on a morning AoSHQ thread.

562 There's a lot of racial and ethnic variation in when periods starts. There is not solid evidence showing growth hormones in beef cause early menstruation. You know what does cause earlier menstruation -- high calorie, high protein diet. Body says, this is great, let's hurry up and reproduce while the protein is plentiful.

It was from   "The Final Sacrifice," easily one of their best riffings.   Funny from start to finish.

569 I thought this little tidbit was interesting, in a subtle way. Obama yesterday referred to the American colonists as colonialists, according to the WSJ transcript of his speech in Belgium. Do you think that distinction is relevant to his worldview?

Chicago next in line.  City needs an immediate $1 bllion.  Mayor's answer, sock it to the peons.  Double everyone's property tax.  Life in the People's Republic of Chicago.

574 Services?

What services?

Yes, yes, I know about the post office, the DMV, etc, etc.

These, however, are not what one usually thinks of when the term "government" is brought up.  Government is not these things.  Government is all of the ways in which the state absconds with our money and finds inventive ways to not merely spend it, but to literally destroy it.  To "invest" it in things generate a return that is less than zero.
