Obama's FutureWar Battle Plan:
Step 1. Reduce the Military Budget By Relying More on Stand-Off Weapons Like the Tomahawk and Hellfire Missiles
Step 2: Slash Funding for the Hellfire Missile and Eliminate the Tomahawk Entirely

— Ace

I made up "Step 1," sort of. Though it's obvious that Obama prefers light engagements when it comes to war, drones and planes and missiles, rather than heavy ones with tanks and ships and soldiers and seamen.

Which makes it absolutely baffling that he's cutting Tomahawk purchases to 100 in 2015, and then canceling production entirely in 2016.

This will leave us with enough Tomahawks to get us through 2018... maybe. Assuming we don't have to use more of them than we were expecting.

President Barack Obama is seeking to abolish two highly successful missile programs that experts say have helped the U.S. Navy maintain military superiority for the past several decades.

The Tomahawk missile program—known as “the world’s most advanced cruise missile”—is set to be cut by $128 million under Obama’s fiscal year 2015 budget proposal and completely eliminated by fiscal year 2016, according to budget documents released by the Navy.

...

The Navy will also be forced to cancel its acquisition of the well-regarded and highly effective Hellfire missiles in 2015, according to ObamaÂ’s proposal.

...

Nearly 100 of these missiles are used each year on average, meaning that the sharp cuts will cause the Tomahawk stock to be completely depleted by around 2018. This is particularly concerning to defense experts because the Pentagon does not have a replacement missile ready to take the TomahawkÂ’s place.

“It doesn’t make sense,” said Seth Cropsey, director of the Hudson Institute’s Center for American Seapower. “This really moves the U.S. away from a position of influence and military dominance.”

Cropsey said that if someone were trying to “reduce the U.S. ability to shape events” in the world, “they couldn’t find a better way than depriving the U.S. fleet of Tomahawks. It’s breathtaking.”

They're claiming they'll just put these funds into the development of the next-gen missile, the Long Range Anti-Ship Cruise Missile, but that is in development hell and isn't even planned to be ready for deployment until 2024. (And you know how schedules usually work out.)

This makes such little sense that I can only think -- or hope -- that Obama and possibly the Navy is playing a variation of Shutdown Theater here, canceling the thing that will grab your attention the most in order to alert you to all the cuts to the DoD's budget you might not notice.

As DrewM. has pointed out repeatedly, these sequester cuts are serious, and they will require genuine cuts, not merely "trims" or the like. Hard decisions will have to be made. (Like retiring an entire carrier fleet, and that's just for starters.)

But canceling the very weapons that President Dronestrike relies upon to carry the weight of warfighting as he cuts the rest of the military budget?

It seems so preposterous I can't believe it's all on the level.

21 Okay I have a question about this. Someone mentioned the other day that the company that makes the missiles knew about this or agreed with it or some such (I do not recall exactly). Is this as bad as I think it is or is this a way for a defense contractor to go ooooohhhh we're going to need you to come in on Saturday with a whole bunch of money in order to get the replacements ready? Or is it a perfect storm of incompetence and greed? Or just plain old weapons are icky so we're going to unilaterally disarm? Or all of the above?

Posted by: alexthechick - SMOD/Orion Death Star 2016 at March 26, 2014 07:43 AM (VtjlW)

22 But the US Navy still plans to buy 32 LCS class ships that can't sink anything larger than a speedboat.  32.  In a fleet that is smaller than 300 ships.  More than 10% of the fleet will be floating targets.

But there is 'good' news on this front.  Just like with the next gen TLAM.  The US Navy is planning to build in the future once the design is finalized a new FFG frigate class.

And the three Zumwalts continue to be sea going white elephants that are more expensive than an aircraft carrier.

Speaking of carriers, our fleet of such is truly down to 9 hulls.  And Gerald Ford is still being worked on and not ready for the fleet.  So the US Navy can no longer keep a carrier battle group in more than say two or three hot spots around the world.  Which means if the PRC gets froggy in the South China Sea with its carrier, it will be 1v1 with Chinese land based airpower in support.

Many, maybe most, don't have the power available to supply a rail gun. New ships are being designed with more flexible power systems so there is power for laser and rail gun weapons. But existing ships will have to be retro-fitted and will be in the Navy's inventory for another 30 years.

104 The LRASM is just a replacement for the anti-ship tomahawks, right. Long Range Anti-Ship Missile. The land attack variant -- TLAMs -- are different, right? The LRASM is not a a replacement for TLAMs. The LRASM is gonna be super expensive since it is gonna be designed to be fired from long range, evade enemy air defenses, and strike ships. The LRASM is the anti-Chinese Taiwan invasion missile. Using the LRASM for something like Libya would be insanely expensive. So the land attack variants, especially where the enemy has crappy air defenses, need to be much, much cheaper.

Since the estimated normal burn rate for the Tomahawks is estimated at 100/yr, and we have a supply good until 2018, that means:

137 The LRASM is NOT a replacement for the tomahawk. The Tomahawk is a ground strike missile that can also be used as anti-ship, but the reverse is not true. Why? LRASM range: 210 miles Tomahawk range: 1500 miles. It's really that simple. Right now, there are few places on the earth that are out of range of a tomahawk fired from international waters. On the other hand, MOST places on the earth are out of range of an LRASM fired from international waters. LRASM is an anti-SHIP missile intended to replaced the Harpoon. (Anti-ship is right there in the NAME.) It is in no way a replacement for the Tomahawk, or even a workable substitute.

Chuck Hagel, who stood for office and was repeatedly elected to same via THE REPUBLICAN PARTY.

No one should ever forget why it was Obama picked Hagel for the top job at the Pentagon. As one of Obama's advisers openly admitted in a network TV interview, they plan to impose "huge cuts" (in those precise words) on the services. And they needed a compliant Republican to insulate them from criticism as they rammed through those huge cuts.

I wonder if when Rome fell, the fall was so precipitous.  I wonder if when it was falling, the ruling class did everything in their power to pick the carcass clean to get all of the scraps they could as ours seems to be doing.

Her home state of New Hampshire has a naval shipyard that services subs. (Incompetently. They just recently burned up a sub pierside after a stoned, mentally unstable yard rat lit a fire on board. Seven hundred million bucks down the drain.)

So Ayotte is worried about that particular pork trough being overturned.

Gee, might it not be nice to have pols worried about the national defense for its own sake, instead of for what can be cynically siphoned off to their home states?

The concept moves beyond the first decade of the 21st Century, when SOF primarily supported large-scale contingency operations by conducting counterterrorism operations to find, capture, or kill our adversaries.Although of great value to the Nation, these operations were never intended to be decisive. Operating through the Global SOF Network in support of our Geographic Combatant Commanders and Chiefs of Mission, SOF now have the opportunity to achieve strategic outcomes by working with and through interagency and foreign partners to understand and influence relevant populations."

Posted by: Village Idiot's Apprentice at March 26, 2014 12:37 PM (si68n) I wonder how todays Navy would react to this bit of Navy slang. Me and Willy were lollygagging by the scuttlebutt after being aloft to boy butter up the antennas and were just perched on a bollard eyeballing a couple of bilge rats and flangeheads using crescent hammers to pack monkey shit around a fitting on a handybilly. All of a sudden the dicksmith started hard-assing one of the deck apes for lifting his pogey bait. The pecker-checker was a sewer pipe sailor and the deckape was a gator. Maybe being blackshoes on a bird farm surrounded by a gaggle of cans didn't set right with either of those gobs. The deck ape ran through the nearest hatch and dogged it tight because he knew the penis machinist was going to lay below, catch him between decks and punch him in the snot locker. He'd probably wind up on the binnacle list but Doc would find a way to gundeck the paper or give it the deep six to keep himself above board. We heard the skivvywaver announce over the bitch box that the bread-burners had SOS ready on the mess decks so we cut and run to avoid the clusterfuck when the twidgets and cannon cockers knew chow was on. We were balls to the wall for the barn and everyone was preparing to hit the beach as soon as we doubled-up and threw the brow over. I had a ditty bag full of fufu juice that I was gonna spread on thick for the bar hogs with those sweet bosnias. Sure beats the hell out of brown bagging. Might even hit the acey-duecy club and try to hook up with a westpac widow. They were always leaving snail trails on the dance floor on amateur night.

364 But the US Navy still plans to buy 32 LCS class ships that can't sink anything larger than a speedboat. 422 People here appear to be laboring under the misapprehension that the DoD's primary purpose is to defend the country and protect its interests. Nothing could be further from the truth. The primary purpose of the Department of Defense is to spend incomprehensible amounts of money on incomprehensibly complex technologies. Major acquisition programs are approved based on, first, the amount of money that will eventually be paid to select defense contractors and two, the future employment prospects of the DoD officials (uniformed or otherwise) in a position to approve the program. Everything else is incidental. First principle of acquisition: every dollar spent is paid to some politician's constituent.

Russia continues to build up on Ukraine's border with more tanks, artillery, and helicopters.

Posted by: Flatbush Joe at March 26, 2014 12:44 PM (ZPrif)

The scary thing is that the White House, the CIA, and State will all be surprised when Putin gives the go order to invade the Ukraine and--later--to intimidate, subvert and suborn other former satellites of the old Soviet Union. The Pentagon knows what's coming, of course, but the higher echelons of the officer corps in all branches are purely careerists now, with all the good ones forced out or soon to go, at a professional dead-end.  They won't speak out, not one.

Besides, I've read where no one--no one--is allowed in the President's presence if that person disagrees with the President's opinions, ideas, or assessments even once. As a result, Obama never hears an opposing point of view or a take on things differing from his own. And, thanks to an adoring and subservient media, he never reads, hears, or sees anything that gives him an accurate picture of events or his role in those events. The bubble is impenetrable.

429 218 This country has never learned from it's mistakes after a war. After WW1, WW2, Korea, Viet Nam, Gulf War1, and now. Making your priority fighting global warming, creating diversity within the ranks, and cutting weapons systems because you won't cut off the FSA and LIVs isn't going to win any war when your enemy only cares about killing you. Unfortunately the politicians and our senior military "leadership" won't be punished during the next war. Only the grunts, squids, flyers, and jarheads will. And it will be with their blood. Only in the DoD would this make sense.
