The reason offered is that there has been a "rash" of vandalism on campus, some break-ins, and a recent shooting on school grounds. (The victim was not himself a student.)
The chip, I think, will not actually track everyone at all times. That is, I don't think it contains a strong radio signal that would allow a general second-by-second tracking of movement. I think the idea of the "proximity chip" is that it will only register a signal when it's brought close to specific locations which will detect proximity. So I'm guessing that mostly it will track people coming in and out of buildings, and perhaps their presence in major outdoor locations like the middle of a quad.
Though one could, of course, build so many such proximity-detection stations as to achieve that moment-by-moment tracking. Thus, in principle, they've established the principle of second-by-second location tracking. The only thing restraining them is budget -- how many position locators can you afford?
This is creepy, and it seems once again to be government/institutional overreach. The school, being a state school, is part of the government. The "problem" being solved here is... vandalism, which is a crime, and destructive, and annoying, but does that justify second-by-second monitoring of every student, as if he were a prisoner?
The shooting seems to be a one-off thing -- their press release speaks of a "rash" of vandalism but just the one shooting. Break-ins are ominous, but... isn't that why dorms have locked doors?
Every creepy, monitoring, controlling move is and will be justified by "safety" and "health" concerns.
I'm very curious about how all this happened. I'm curious about how people just decided that this was a perfectly reasonable response to vandalism.
Caveat/Caution: Commenters question whether or not this is simply the well-known sort of swipe card -- or touch card -- that are in common and widespread use in office buildings.
The news release makes it sound like it's more than that -- but perhaps they want to make it sound like it's more than it is to show they're really doing everything possible to crack down on vandalism. Maybe they're using terms like "proximity chip" when they really should just say: "We've now got swipe card readers on all exterior doors."
I don't know. But commenters make a good case that I'm blowing this out of proportion without knowing what is actually going on.

1st, RFID badges are used for building access all. the. time. and have been since the mid 90s. It just so happens it logs who uses the badges, and at what door. While technically this "tracks movement", it requires someone to take the logs and analyze them - it does not typically provide a real-time feed.
RFID badges, used in this way, are a perfectly acceptable solution for building access and vandalism prevention. The university would know who was in the building during the hours the vandalism occurred, and they could correlate with cameras and the like.
This is not freaking me out.
Now, on the other hand, if the RFID is extremely high gain and feeds into a real-time monitoring application, and the sensors aren't just at building entrances...
...well, then these fucks need a lesson in moderation.

I guess the only reason to go to a brick and mortar school is for certain degrees, like nursing, or some graduate schools, although I very well could be overstating it. If you're doing liberal arts or teaching or whatever, just do it on the computer and then do some practicums or internships, no?

Sure. And lots of businesses have them.
Quite frankly, they have a right to know who is in their buildings, especially if assholes are stealing equipment from them or vandalizing. If nothing else, knowing who is in the building helps you determine if anyone could have witnessed it.
It's actually quite irresponsible of them to not attempt some sort of access monitoring. This costs the taxpayers every time some douchebag fucks up the inside of a building.
If this is the policy they want to set, the students can either live with it or go elsewhere.
But, like I said, if this is real-time monitoring, and not just a logged access record to be referred to after the fact - *that's* where this becomes unreasonable.

These measures aren't free, either. Public money is going to some private company who is charging for the security. How much vandalism was caused versus the cost of issuing tracking chips to everyone? How much vandalism will be prevented?

It's "present them at any time" part that makes one wonder if it is more than just simple building access control cards that a lot of us use at the office. My office doesn't track me 24x7, just while on their property.
They're required to have it with them at all times, presumably so that they can present it if asked (where's a Lefty to do the scary "OMG, show me your papers you guys" comment when you need them?).

Bill, true, except if there is GPS in the system. If there is, that's a problem, if not then it's not really a concern, unless you're trying to sneak out of a dorm...
Not sure I get your reference to GPS. In a typical access control system, card readers are placed at fixed locations; e.g., building entrances. Authorized persons hold their badges within a few inches of the reader to unlock the door. The system keeps track of which card unlocks which door at what time. Processes like this are used at thousands of businesses, schools, government facilities, etc. across America.
Nothing in this story indicates that there is anything unique or sinister about the system used at TSU.

The Uni could easily dispel concerns by setting up a data management plan that includes deleting the data after 60/90 days and include verification in their current auditing.

I mean, getting a student badge is time consuming and many won't know how to do it. They may lack basic transportation or live in an area with substandard public transport services. Besides, some of them come from a background that traditionally doesn't use ID cards (i.e. Dem voters)

I have some experience with these. They don't control access unless you also have a bunch of architecturally integrated anti-access barriers, usually bronze-anodized aluminum square section fencing with anti-climb features, scattered through your previously wide open campus vistas. The fences are expensive, and accident-prone.
Those who have forgotten their prox cards bunch up close to the choke-points, and take turns following a carded person through. Actual security consists of students, or contract guards, surveying those clutches of suspects for someone wo doesn't look like he belongs.
OK in low-stress situations. It would keep Greenpeace out of the Air Force Academy (although it hasn't yet worked on Mikey Weinstein; one can only attribute this to the zoomie muckety-mucks' refusal to commit to CAS since the Key West Agreement,
In case of rave-up or flash mob, the whole system packs it in. Not that tis would ever happen at TSU. It does get you used to living in the City of The Future though. And the Camps. The Middle Class Camps.

The reality is that without controlled access that checks the photo ID against the bearer, this is another way to avoid doing anything substantive.
You and I have been on enough college campuses to know what will happen.

But, they pay me lots of money to wear it. I'm not paying them lots of money for the opportunity to wear it, like these student are.
A bright student could easily figure out how to make one of the badges "stop working".

True, but there are cases where PII data is in mechanically readable form, either in the RFID chip or in a mag strip. I've seen nightclubs that actually run your DL through a reader and check the data against what's printed on the card to ensure that it matches, rather than really on the bouncer/doorman's judgement.

I see lots of people have told you what the problem was, but not how to fix it. When quoting from a Word document (or even from other comments on this website) the way to avoid carrying over a lot of extraneous formatting instructions is to copy the information into Notepad first, and then to copy and paste from there into the comments box here. Then you can add formatting instructions as you like, using BB code (not html).

Little story. It was 1969, and a blowhard high-school civics teacher set aside his class plan to blow V8 on the anti-war movement. Guy I knew was in the class, and "protested" (get it?) that it would only be fair to bring in a representative of the other side, to tell the class the other side of the story and what they hoped to accomplish. Said he knew people in the movement at the local college, and was sure he could come up with a proper representative, maybe even a prof.
Teacher immediately took this to Higher Command, presenting it as an SDS plan to Occupy The School. A few days later, admin issued a directive. All panic-bar doors were chained shut from the inside, and designated teachers had a key to the padlock.
And once that complete security program had been implemented, some wag pulled a fire alarm. If the SDS "or whoever" had wanted to dry-run how to terrorize a school, they'd have had it for free that day. That and the latest skirt-length negotiations kept the Mothers Club busy for the rest of the school year.
