Senate Report: EPA Official Convicted of Bilking Government Out of Nearly a Million Dollars Was Critical Player in Crafting EPA's "Playbook" on Regulations

Remember this guy? He skipped out of work constantly, and, at one point, collected a steady paycheck despite not showing up for work for a year and a half.

Between 2000 and 2012, Beale skipped work for at least 616 days. But his fraud wasnÂ’t discovered until last year when it was found out that he was still getting paid for a year and a half but hadnÂ’t shown up for work in that whole time. Under McCarthy, Beale missed at least 18 consecutive months of work, costing taxpayers more than $239,000.

He covered his absences by claiming he was working for top men in the CIA.

Who?

Top. Men.

But despite his chronic absenteeism, he did manage to do Big Things when he troubled himself to show up at work.

A report by Senate Republicans contends that the Environmental Protection Agency’s regulatory “playbook” was written by known agency fraudster John Beale, who put into place major air quality regulations that set the stage for “the exponential growth of the agency’s power over the American economy.”

“This report will reveal that within the Environmental Protection Agency (EPA), some officials making critically important policy decisions were not remotely qualified, anything but neutral, and in at least one case — EPA decision making was delegated to a now convicted felon and con artist, John Beale,” wrote Republicans on the Senate Environment and Public Works Committee.

...

“Together, Brenner and Beale implemented a plan, which this report refers to as ‘EPA’s Playbook,’” the senators continued. “The Playbook includes several tools first employed in the 1997 process, including sue-and-settle arrangements with a friendly outside group, manipulation of science, incomplete cost-benefit analysis reviews, heavy-handed management of interagency review processes, and capitalizing on information asymmetry, reinforced by resistance to transparency. Ultimately, the guiding principal behind the Playbook is the Machiavellian principal that the ends will justify the means.”

By the way, Beale got his job through a friend.

Beale was hired in 1988 by Robert Brenner, the former deputy director of the Office of Policy Analysis, and Review within the EPAÂ’s Office of Air and Radiation. Brenner was also a close friend with Beale and gave him the lead role of crafting major air-quality regulations in 1995, including the National Ambient Air Quality Standards (NAAQS) for Ozone and Particulate Matter.

From 1988 to 2011, Brenner was Director of the Office of Policy Analysis and Review, at the Environmental Protection Agency (EPA).

Both President George H.W. Bush in 1993 and President Clinton in 1998 conferred on Rob the rank of meritorious senior executive.  In 2003, he received the Distinguished Executive Award for “sustained extraordinary accomplishment” from President George W. Bush.

I knew a state EPA guy once. Nicest guy you'd want to meet. Referred to tire-burners as "some of our bad actors." And when he'd go through case details, he'd say incredible Eagle Scout stuff like "Now, we can't be unfair about this, but..."

And there's a hundred or so schlubs like that in cubicles on the same floor with this guy, just folks who wanted to do a little good, who were on to him from the first, and now with ten years to go until retirement just realized for the first time that they really are The Enemy.

Rather than turn them, we'll squeal all night about how many pieces we want their guts cut into. And, being impotent, and mostly employed by rent-seekers who are in the game, we will fail at even getting that one single fraudster's expense account audited.  That piss you off? Just watch the subcommittee hearings.

I'm old enough now to have been in the workplace/business world for over 40 years.  Been through all this "diversity" crap; worked with people of every race, creed color and hat size.  All it has done is give the usual suspects on the Left the power to continue corrupt and break down the American culture, which is what they had in mind all along.

Actually, when people say "ethnic", they usually mean "race".  Race is irrelevant.  What matters is the culture the person or group comes from.  And I can tell you that pretty much regardless of what culture this or that person came from, it really does not make much difference where the rubber meets the road.  Been there, seen that.  Although yes, the level of corruption and "gaming the system" has increased a LOT over the past 40 years, and this enforced "diversity" has had a lot to do with it.

Businesses could take tax deductions for those Parking Slots that they established.

 

Same with all the other expensive modifications to their locations...such as wheelchair access.

The least corrupt countries tend to be the most culturally monolithic. Race/ethnicity matters, language matters, religion matters. Transparency International does a good job of tracking corruption. Diversity (aka Citizens Not Having Much In Common With Each Other) is not the only factor that increases corruption, of course. But it is a major factor. The death of the Melting Pot is a major part of splintering of American culture into separate and often hostile sub-cultures.

Radical diet changes are a fairly reliable sign of quackery. Not always, of course. Steve Jobs was a big fan of crazy diets. I have a buddy of mine who goes on insanely stupid diets. He doesn't trust normal medicine - then he'll read some stupid book and be on some new quack diet that claims it can cure everything. he self-diagnoses everything -- but won't get blood tests for some reason. Annoying as hell. If you think you have X, go to a fucking doctor and get the blood tests. Don't self-diagnose and go on same insane diet -- which we both know you'll give up in 3 weeks and order two large pizzas. He's a good guys, but he's stupid as shit when it comes to medicine. He won't listen to actual doctors and believes every quack with a website and book to sell. He's rational in every other aspect of his life. I've given up trying to talk him out of his stupidity.

I don't know.  Usually there's a prelude of things to come in the Feb-March timeframe in the deep south states.  So far this year it's been a big flat zero.

When I did CrossFit there was a real-life Navy SEAL that used to come in sometimes.  Walking on the street you probably wouldn't look at him twice.  He was 5'11" or so, had sort of a bulky runner's body.  But holy smokes he could do the workouts without breaking a sweat.  He'd just bounce around, do everything 10% harder than anyone else in there, and walk out fresh.

Hormone free, blah blah blah. $27.95 a pound for tenderloin steak. 1,000s of packages of organic shit from company's I had never heard of. The mark up must be amazing. Looked to me the employee to customer ratio was close to one to one. Absolutely amazing the profile of the customers. I didn't see many Republicans but a lot of Obama voters being cool. They even have a pub in the store. In a upper class shopping area, lots of transplanted Yankees.
