— Ace It was signed by Clinton and John Major in 1994. The reason we signed this treaty was to give the Ukraine a guarantee that we wouldn't let Russia invade them -- and we had to do that because we were asking them to give up their nuclear weapons.
They did give up their nukes. The one thing that could have guaranteed their freedom from Russia. And we in turn promised to help protect them.
I call it a "treaty" so you understand what I'm talking about, but I don't know if it's actually a treaty. It is called the "Budapest Memorandum," and I don't know if it was ever submitted to Congress.
he U.S. and Britain have both made crisis phone calls to President Putin to urge him not to intervene in Ukraine's Crimea, with the White House warning him it would be a 'grave mistake'.NATO also asked Russia not to take action that could escalate tension. However Moscow responded by telling the organization to 'refrain' from provocative statements on Ukraine and respect its 'non-bloc' status.
Sir Tony Brenton, who served as British Ambassador from 2004 to 2008, said that war could be an option 'if we do conclude the [Budapest] Memorandum is legally binding.'
It promises to protect Ukraine's borders, in return for Ukraine giving up its nuclear weapons.Today Kiev has demanded the agreement is activated after insisting their borders had been violated.
In response Mr Brenton said in a BBC radio interview: 'If indeed this is a Russian invasion of Crimea and if we do conclude the [Budapest] Memorandum is legally binding then it's very difficult to avoid the conclusion that we're going to go to war with Russia'.
Ukraine accused Russia of a 'military invasion and occupation', saying Russian troops have taken up positions around a coast guard base and two airports on its strategic Crimea peninsula.
And maybe this is why they are claiming that Ukraine hasn't been invaded at all: Why, the thousands of Russian troops coming into the Ukraine in APCs and military planes don't represent an invasion that would trigger our treaty obligations. No no no, foolish boy. It's not an invasion -- it's an "uncontested arrival" of troops, according to Obama.
Much like someone might arrive uncontestedly in your mouth, after promising not to.
And, as JohnE says, here we are:
Obama: This is now officially happy hour with the Democratic Party
— Zeke Miller (@ZekeJMiller) February 28, 2014And more gaffes from Republicans, circa 2008:
This is awkward / MT @MilenaRodban: From 2008: #Russia might invade #Ukraine if Obama wins, Sarah Palin warns http://t.co/5meygdSOtG

It does have some legal bite, I think, as part of international law.

I wouldn't count on evading this so easily. Britain may be forced to defend Ukraine and we would get sucked in that way. This is a problem, and it's going to be hard to be "flexible".
Maybe Medvedev should tell Vladimir.

I've been trying to read up on it. Congress never ratified it -- never even submitted for a vote. So it's not a treaty.
It does have some legal bite, I think, as part of international law. But international law already forbids what Russia did and international law has no real enforcement mechanism other than the will of the powerful countries anyway.

Not all agreements are treaties requiring ratification. Beside, sometimes unratified treaty provisions are still enforced by Executive fiat, for example with SALT II.

"Ukraine's accession to the Non-Proliferation Treaty completes a bold move away from the nuclear precipice. Ukraine has joined Belarus and Kazakhstan in ridding itself of the terrible weapons each inherited when the Soviet Union dissolved. Presidents Lukashenko, Nazarbayev, and Kuchma have done a very great service for their own people, their neighbors, and, indeed, all the people of the world.
Creating security in the post-Cold War era requires that we unite, not divide. The pledges on security assurances that Prime Minister Major, President Yeltsin, and I have given these three nations move us further in that direction. They underscore our independence, our commitment to the independence, the sovereignty, and the territorial integrity of these states. "

This is actually a big deal re the UK.
Luckily for us any foreign agreement to commit arms has to be done by formal treaty, pretty much, and thus requires formal ratification by Senate.
In UK, I think if cabinet approval is given military agreements can be made. They have done this in the past I believe, which led to the world wars. Perhaps they've revised this, but an agreement by the head of the UK govt means a shit ton more than whatever a US Prez signs.

And then Barry comes along and makes Clinton look respectable.

Estimates GDP Ukraine is 200 B; so over 30% at least. Anybody seen Yanukovych's house and property pics? Large fortune there.

My best friend and I to this day still put all our troops in Australia and annihilate each other. Whoever else is playing gets to win.
Then we play Castle Risk until no one can stay awake.

Try Stratego instead. Should be easier to win.

I believe I saw earlier that the Swiss had frozen all of those funds.

Castle Risk looks interesting. I used to play a similar game, Diplomacy. Same basic map, but the combat system eliminates the element of chance. Negotiations between the seven players (Britain, France, Germany, Austria, Italy, Turkey, Russia) were always intense, depending on who allied with whom. Prior to each turn, everyone wrote down their marching/combat/support orders, which were then revealed and executed simultaneously.
Once we made a Diplomacy-style map that encompassed the entire world, and added the U.S. as another player. That was a marathon of a game.
Recently I purchased several copies of Classic Risk (on EBay) just to get my hands on multiple sets of the little wooden pieces. Very handy for all sorts of wargaming applications, including a modified version of Diplomacy allowing for multiple armies in each territory.

Oh, God, poor Ukraine! Relying on Obama's America isn't going to end well for them.
I hope they split into two countries -- when people of a nation no longer agree, it's best to just divorce as peacefully as possible. One worry: what part of Ukraine -- east or west -- is their oil? I hope it's west for their sake.

When are they going to learn that statements like this are just as racist as calling someone a N*****. Or a "Honky", or a "Whitey".
Discrimination ("noting a difference and acting/behaving differently based on this difference") is color-blind. Racism goes BOTH ways!
