19 We've competed for one Maryland software deal. I have never ever seen less competence and more bureaucracy wrapped up in a single package as in Maryland state procurement. We lost the deal to a company that eventually fessed up to not having the capabilities to do what was needed (which were stupidly over complicated by the RFP, but that was beside the point) and the State finally had to file a lawsuit against the contract winner, by way of covering up their own incompetence. Now a new RFP is out, two years later.

Au contraire, that is discussed in the article; it's evidently one of the remedies the State is actively considering. Because the Lt Gov was nominally in charge of the implementation, and he's the (D) favorite to replace the sitting Gov (also (D), also dreaming of a dark horse White House run in 2016), there's a lot of fault that has to be analyzed and placed anywhere but on the State itself...many of the folks that/ will be "looking into stuff" apparently won't be delivering their reports until after the (D) primaries. It's all 12d Chess, after all. I'm glad we came in to help out after the "go-live" date, for sure...lol.

There are many things to be uncomfortable about in the story.  First it took TWO Hours.  The contractor should not have been fired, they should have been shot as a lesson.  Second where did one of the protestors get baby blood to throw on the bunker?

Which is why a lot of that was evidently bypassed here...with less than ideal results. I wasn't around for the start of the project, but I think folks will be writing term papers about this implementation (and how not to build a software product) in project management classes for some time to come based upon everything that's out there in the newspapers.

50 34. Well, in all fairness to Maryland, we have never tried to compete in Oregon. We did participate in one fun project once in Louisiana that's worth mentioning. The manager of the department in question totally screwed up the implementation and, hilariously, the state gave her an award and a bonus after it was mercifully complete for "hard work" in a difficult implementation. Government contracting is a different world, and is bizarre.

We gave up on selling  to BigGov™ when DCAS raised their fees for the umpteenth time and ITAR red tape and documentation got out of control.

It shouldn't cost a private company to business with its own countries government and  contracts shouldn't be awarded based on the number of minorities or woman they have in the building but solely on pricing and service.

It is not well appreciated that the management of the national labs has been outsourced.

Back to Capitalism 101, to wit, that you will get a good deal from privatizing something only if the thing that you're privatizing allows for vigorous and open free-market competition. Absent that competition, privatization just leads to sloth and poor outcomes.

So, yeah, security at the labs is now demonstrably lacking. Because the outfits who now manage that function can trouser more money by doing security on the cheap. And they're extremely unlikely to lose their management contract even if there is a security breach.

The worst job I ever had, by far, was doing contracting work for the feds.  Just being there you can feel the depression in the air before you get immersed in the beast.  The amount of bureaucratic waste and inefficiency, not to mention trying to decipher the labyrinth of rules, would confound Orwell and Kafka.

My best friend from business school got a job with a big consultancy doing workouts and restructurings.  (This is in the RTC days).  His employer approached him about forming a front company which would get contracts due to his Puerto Rican heritage.  This is a guy who grew up in privilege and just finished near the top of a big time MBA program. 

 

I said, "but you're rich. Affirmative action isn't meant for you".

Right.  My friend and his crew were all competent and had the skills to do the job they were bidding on.  The only problem was they were whiter than an arctic blizzard.  Almost zero chance if a minority owned company entered the process.  Bidding lower would still not have helped them, as weird gov rules deliberately steer contracts to minority owned businesses as a right of refusal before anyone else gets to see them.


Ofcourse, the minority owned businesses will charge triple/quadruple for the same job.


It's all a scam.

I'd note that these records were on top of the geologies of every mouse going back 5 years I kept. So the long and the short of is, that even though I had records, you'd have needed a freaking team to sort them out.

It is common to have a double minority owned company, whose office is in a HUD zone get a contract.

 

They then sub the actual work out to a large company like Raytheon or Honeywell, all while collecting a 5% contract management fee.

 

When the contract is 42 million a pop, that shit adds up.

Pro shopping tip, though: when you hit the fruits/veggies section, ask the manager if they have apples, oranges, bananas, peppers, etc that they received but are bruised or slightly damaged. He'll likely roll out 5 carts of stuff you can buy for pennies on the pound. We grab up the apples and make applesauce out of them, dehydrate lots of other stuff. Most of it is just fine and you'll pay 50% less.

Yes, I hope they burn. There was no call- other than money- to chase me like that. Helen was the Great Love of my life. Sure, there were times we wanted to kill each other, like any normal couple- but we were devoted to each other. Never cheated despite endless offers of such.

Started out dirt-poor. Finally ended up making as much money as anyone here. But none of that mattered as long as we had each other.

Soon as she was in the ground the attacks started. The suits finally collapsed in 1985 or 1986- I forget which. She died early in 1982.
