What I get from the data presented is that about 400 people in the survey responded, and said they voted for Obama, almost all of them answered the question of whether they would vote for him again, with 79% saying "Yes", and 10% saying "No", but... When it came to being asked if they regretted their vote, LESS THAN 10% ANSWERED. 35 out of about 400. 71% OUT OF THE ONES WILLING TO ANSWER, said that they regretted it. The article says it's "unclear", but it says right in the graphic that it asked the Obama voters, which means the 400. The author says they must have asked only the 10%, but that would be 40 people, not 35, anyway. So he's admittedly making an assumption that is not consistent with what the poll actually says. One would think that the 79% would have no compunction against saying if they regretted voting for Obama, and say "No", but it sounds like they were mostly pissed off at having even been asked the question. The author also seems mystified at how somebody would say "I voted based on what I knew at the time", or "I didn't like the other guy", (thereby not having "regret") even though they said they wouldn't vote for him again. 'Cause logic is hard. So I'd say the real conclusion is that 90%+ of 2012 Obama voters DON'T WANT TO ANSWER THE QUESTION of "Do you regret it?", EVEN if they say they'd do it again.
